Al-Sisi reviews progress on national digital skills initiative ahead of 2025 launch

Egypt's President Abdel Fattah Al-Sisi convened a meeting on Wednesday with Minister of Communications and Information Technology, Amr Talaat, and Lieutenant General Ashraf Salem Zaher, Director of the Egyptian Military Academy, to review the latest developments in the implementation of the 'Digilians' initiative, Egypt's flagship national programme to build digital capabilities among youth.
Presidential spokesperson Mohamed El-Shenawy stated that the president was briefed on final preparations for the programme's official launch in September 2025. These include the completion of the necessary technological and engineering infrastructure, as well as the development of an online registration platform.
Minister Talaat outlined the initiative's inclusive framework, which will be open to young Egyptians—both men and women—from all academic disciplines, professional backgrounds, and governorates. Admission will follow a transparent, merit-based selection process.
The Digilians programme will offer fully funded educational tracks, including intensive diplomas, specialized diplomas, professional master's degrees, and academic master's degrees. Participants will also benefit from free accommodation and training throughout the programme.
The curriculum is designed to integrate technical training with personal development, including language and leadership skills, and freelancing competencies. A key component of the initiative is fostering connections between participants and major tech companies operating in Egypt for hands-on training and mentorship.
Additionally, the programme encourages participants to develop and pitch their own tech-based business projects, with support provided to help them enter the global freelancing market and contribute to Egypt's ongoing digital transformation efforts.
President Al-Sisi stressed the importance of meeting the project timeline and called for expanding the programme to reach a larger number of participants. He emphasized the strategic significance of creating a quantitative and qualitative leap in Egypt's digital workforce to align with the country's long-term development goals.
He also directed that the initiative be implemented in close collaboration with specialized science and technology institutions—both within Egypt and internationally—to ensure access to cutting-edge knowledge and global best practices.
President Al-Sisi concluded the meeting by reaffirming Egypt's commitment to its national digital transformation agenda and the continued development of its ICT infrastructure as a foundation for economic growth and innovation.

The Central Bank of Egypt (CBE) has announced that local currency loans to the private sector grew by an average of 10.1% in the first quarter (Q1) of 2025, a sharp turnaround from the -8.7% contraction recorded during the same period in 2024. In a recent report, the CBE attributed this rebound primarily to stronger demand from private businesses, supported by a significant decline in the annual headline inflation rate in February 2025. The Bank noted that these developments signal a recovery in real economic activity across the private sector, a trend expected to continue in the coming months. On the monetary side, the CBE projects a slowdown in the growth of local liquidity, expecting it to ease to 23.2% by the end of June 2025—down from 28.7% a year earlier. Liquidity growth is forecast to stabilise at 22.8% by the end of June 2026. This anticipated deceleration reflects the diminishing impact of the March 2024 exchange rate unification, which had previously triggered a surge in the banking sector's net foreign assets and created a strong base effect beginning in March 2025. Looking ahead, the Central Bank expects headline inflation to average between 14% and 15% in 2025 and decline further to a range of 10% to 12.5% in 2026. This compares to an average of around 28.4% in 2024. While inflation is projected to continue falling throughout 2025 and 2026, the CBE cautions that the pace of decline will moderate following the sharp drop observed in early 2025. This more gradual disinflation is attributed to ongoing fiscal consolidation efforts and the slower retreat in non-food commodity prices. The Bank reiterated its commitment to achieving its inflation target of 7% (± 2%) by the fourth quarter of 2026. It affirmed that current monetary conditions remain appropriate to support this path, adding that it will maintain a positive real interest rate to help secure a sustained decline in core inflation and anchor inflation expectations. In a separate update, the CBE disclosed that the net foreign assets (NFAs) of the banking system—which includes both the Central Bank and commercial banks—turned positive as of May 2024, reaching a surplus of $15.1bn by March 2025. This improvement was largely driven by inflows from the Ras El-Hekma deal and renewed foreign investment in Egyptian debt instruments, buoyed by increased investor confidence following the exchange rate unification. Additional support came from a recovery in remittances from Egyptians abroad and continued backing from international financial institutions.

Dr. Sidi Ould Tah on his election as the new President of the African Development Bank (AfDB) Group. The election took place during the Bank's Annual Meetings in Abidjan, Côte d'Ivoire, marking the beginning of Dr. Ould Tah's five-year term at the helm of Africa's premier development finance institution. The Minister welcomed the appointment, describing it as timely and significant for the continent. 'We wish the AfDB President success in supporting Africa's development journey, which is undergoing a crucial phase,' she stated. Dr. Ould Tah, a seasoned Mauritanian economist with over 35 years of experience in African and international finance, was elected by the Bank's Board of Governors — comprising Ministers of Finance and Central Bank Governors from the AfDB's 81 regional and non-regional member countries. H.E. Dr. Al-Mashat emphasized that Dr. Ould Tah assumes leadership of the Bank at a time of mounting challenges for Africa, including the ongoing impacts of climate change, global economic volatility, and the growing pressures on multilateralism amid protectionist global trade trends. She expressed full confidence in his ability to steer the Bank forward and contribute to the realization of the African Union's Agenda 2063 and the United Nations Sustainable Development Goals (SDGs). Highlighting his decade-long leadership of the Arab Bank for Economic Development in Africa (BADEA), Dr. Al-Mashat noted the significant achievements under Dr. Ould Tah's tenure. These included quadrupling BADEA's balance sheet, achieving top-tier credit ratings — including an Aa1 rating from Moody's and AAA from Japan's JCR — and advancing strategic development initiatives in food security, energy transition, and infrastructure. The Minister also voiced Egypt's commitment to deepening its partnership with the African Development Bank Group in the coming period. 'We look forward to strengthening cooperation with the AfDB to support our national development priorities and to empower the private sector, especially as we focus on resilience and sustainable growth,' she said. In her remarks, Dr. Al-Mashat extended appreciation to outgoing President Dr. Akinwumi Adesina for his decade of service (2015–2025), during which the AfDB significantly expanded its footprint across Africa, including deepening collaboration with Egypt on infrastructure, energy, and policy support. The African Development Bank Group consists of three entities: the African Development Bank (AfDB), the African Development Fund (ADF), and the Nigeria Trust Fund (NTF). The Group comprises 81 member countries, including 54 African regional and 27 non-regional member states. The Egyptian Company for Sound and Light and Tourism Development, affiliated with the Holding Company for Tourism and Hotels, a subsidiary of the Ministry of the Public Business Sector, will begin a trial run of virtual reality (VR) shows at Giza Pyramids area, starting on Sunday. This comes as part of the Ministry of the Public Business Sector's efforts to enhance tourism experience using modern technology, providing innovative cultural and educational content. This experience is the first of its kind in the Pyramids area, with the shows presented within a building belonging to the Sound and Light Company. The latest 3D virtual reality technologies have been employed to provide content that accurately simulates the ancient Egyptian environment, reflecting the grandeur of the Pharaonic civilization and making visiting it a truly immersive experience. Visitors can virtually tour historical archaeological sites through an interactive experience that simulates the past using advanced virtual reality glasses, taking them back in time through ancient history. Highlights Highlights of the shows include exploring the tomb of Tutankhamun with all its treasures and artifacts, simulating the process of building the pyramids, delving into the secrets of the sunken monuments of ancient Alexandria, and learning about the rituals and secrets of mummification. This project is part of the ministry's plan to modernize and develop tourism services and enrich the visitor experience with interactive content that combines entertainment and knowledge, particularly for young people, Egyptians, and foreign visitors. This will contribute to strengthening Egypt's image as a developed and revitalized tourist destination. The project is scheduled to later include other archaeological sites, including the temples of Karnak, Edfu, Abu Simbel, and the Qaitbay Citadel, becoming a key component of the company's plan for digital transformation in the cultural tourism sector.
