
How L&T set world record for Rishikesh-Karnaprayag Rail Link using tunnel boring machine
"The TBM Team has broken the world record by achieving a maximum progress of 790 metres in a month (31 days) using Single Scheid Hard Rock TBM named Shiv," S V Desai, the Whole Time Director, L&T Limited, told PTI on Tuesday.
The company officials stated that this was the first time that anywhere in the world a single-shield hard rock tunnel boring machine (TBM) was used in such an efficient manner.
"In the last leg of the boring work in the month of May-June for the longest rail tunnel of the country, the TBM, named Shiv, excavated 790 meters in 31 days and achieved a breakthrough," Rakesh Arora, Project Director, added.
This 13.09-km-long tunnel is the downline one, running parallel at a 25-metre distance from the first one, a 14.57 km long upline tunnel, which achieved breakthrough earlier on April 16, 2025.
Completed by L&T, these twin tunnels between Devprayag and Janasu make the country's longest transportation tunnels, and they are part of the ambitious 125-km Rishikesh-Karnaprayag Broad Gauge Rail Link Project in Uttarakhand, scheduled to be operationalised in December 2026.
L&T officials said that the total length of both tunnels is 30 km, which includes, besides the main tunnels, escape tunnels, cross-passages and niches.
While 70 per cent work (21 km) was done through TBMs, the remaining 30 percent (9 km) was completed using drill and blast (also known as New Australian Tunnelling Method).
"While the first TBM, named Shakti, completed 10.47 km of the upline tunnel on April 16, 2025, 12 days ahead of schedule, the second TBM, Shiv, finished 10.29 km of the downline Tunnel on June 29, 2025, a day ahead of schedule," Arora said.
He added, "On an average, we did over 400 metres of tunnelling per month by TBMs and over 70 metres by NATM."
K Bhavani, Heavy Civil Infrastructure IC, congratulated the whole team.
"The progress at both TBM as well as at NATM fronts was fantastic, enabling completion of excavation work ahead of the baseline schedule for the longest transportation tunnel in India."
Suresh Kumar, Head, Hydel and Tunnels Business, appreciated efforts made by Rakesh Arora, Project Director; Chris Cooper, team leader (Expat); Sunil Dutt Vats, project manager of NATM in overcoming several difficulties during the work such as geological challenges (loose rock/ shear zones and high ingress of water) and adverse working conditions like high temperature and humidity in long tunnels
On the day of successful completion, Arora remembered the day he landed at the project with other officials in February 2021 and started from the scratch right from mobilising the resources (Manpower, Machinery, Material, etc.), establishment of Infrastructure facilities, starting of tunnelling works and progressing to receive and launch two big Tunnel Boring Machines.
Senior officials from the construction sites narrated unprecedented logistics management in TBM transportation from port to project site, as well as assembling and shifting to launching position; segment and muck handling, and their transportation, besides multiple tunnel logistics along with several other activities.
"Besides geographical and logistical challenges, issues such as skilled staff and workmen mobilisation and retention, quarry approval and operations while managing other stakeholders such as customers, local people and local authorities were equally cumbersome," Sureshkumar from Hydel. & Tunnels Business said.
Both Desai and Arora appreciated the great vision and very good support from Rail Vikas Nigam Limited (RVNL) for making this happen in such a fantastic manner.

A British team of aviation engineers is expected to arrive in Thiruvananthapuram on July 5 to repair an F-35B fighter jet of Britain's Royal Navy, weeks after the aircraft was grounded following an emergency landing at the airport last month. A 40-member team is likely to arrive in India on a special flight and try to fix the technical issue plaguing the aircraft. They were earlier scheduled to arrive in Kerala on July 2, however, the visit was postponed for unknown reasons, news agency PTI reported, citing sources. The fighter jet is currently parked at a bay in Thiruvananthapuram Airport and is being guarded by a six-member team from the British aircraft carrier HMS Prince of Wales. The F-35B jet, owned by Britain's Royal Navy, might need to be dismantled for transport or flown out in one piece using a large special aircraft like the C-17 Globemaster. The jet, worth over $110 million, is one of the most advanced fighter planes in the world. It made an emergency landing at the airport on June 14 due to a technical problem. A spokesperson from the British High Commission said the plane is waiting for repairs. The UK has agreed to move the jet to the airport's Maintenance, Repair and Overhaul (MRO) facility. 'The aircraft will be moved to a hangar once British engineers arrive with special tools, so that regular maintenance of other aircraft is not affected," the spokesperson said on June 27. The F-35B fighter jet is unique because it can take off from a short distance and land vertically. This makes it perfect for use on smaller ships, limited runways, or remote airstrips. L-G is interfering in functioning of J&K's Information Dept., delaying ‘Business Rules', says NC's Tanvir Sadiq
The ruling National Conference (NC) on Thursday (July 3, 2025) said the Raj Bhavan was interfering with the functioning of the Jammu and Kashmir Information Department, creating hurdles in the approval for the appointment of the Advocate General, and causing delays in returning the 'Business Rules', approved by the Cabinet, for smooth governance in the Union Territory. 'Why is there interference in the functioning of the Director of the Information Department? The office of the Advocate General has been rendered non-functional since the elected government agreed to retain the same Advocate General, originally appointed by the Raj Bhavan, in October 2024,' NC leader and MLA Tanvir Sadiq said. 'The Business Rules, sent not once but twice [to the Governor] by the Cabinet, are yet to receive the necessary approval from the L-G. He needs to walk the talk,' he added. Mr. Sadiq was reacting to a statement by L-G on his functioning in J&K. 'I don't cross the boundaries of governance. I only have control over the police,' Mr. Sinha had said earlier in the day. There has been persistent friction between the J&K government and the Raj Bhavan ever since an elected government took over the reins of the Union Territory in October 2024. The Omar Abdullah government in March this year forwarded the draft Business Rules to the Raj Bhavan for approval. The J&K government is mandated by the J&K Reorganisation Act, 2019 to prepare a draft proposal of the Business Rules for the Governor's approval. The Business Rules demarcate the functioning of the Raj Bhavan, the Chief Minister, and the Council of Ministers. The Act grants the L-G power to control the J&K Police, and all the matters related to law and order in the Union Territory. Meanwhile, in a letter addressed to the Raj Bhavan, NC MLA Salman Sagar urged the extension of the traditional Muharram procession from the city's Sheeshgari Mohalla Khanyar to Chinkra Mohalla Habba Kadal. 'I am hopeful that the request will be considered in good faith, and the extension will be permitted this year,' Mr. Sagar said.
