Itanagar, Jul 24 (PTI) Calling engineers the backbone of Arunachal Pradesh's development, Governor Lt Gen (Retd) K T Parnaik on Thursday underscored the critical role they play in transforming government policy into tangible infrastructure.
He urged them to embrace innovation, ethical conduct, and technological upgrades to build a future-ready and sustainable state.
Inaugurating a two-day capacity-building training programme for engineers of the Public Works Department (PWD) here, the governor emphasised that engineers must uphold the highest standards of integrity, quality, and accountability in every project they undertake.
'An engineer's work must reflect trust, and the design, quality, cost, and impact must stand as a symbol of reliability," he said, warning against any compromise on quality.
Parnaik stressed the need to integrate modern technologies such as Artificial Intelligence (AI) and GIS mapping and smart monitoring systems at every stage of project execution.
With the infrastructure sector undergoing rapid digital transformation, he noted that such tools are now essential, not optional, for improving efficiency, transparency, and accountability.
'AI can help in better resource allocation and design optimisation. GIS mapping supports spatial planning and real-time tracking, while smart monitoring tools ensure timely delivery, quality control, and financial oversight," he said.
Highlighting the state government's recent adoption of the 'zero tolerance for corruption' resolution in the assembly, Parnaik called upon engineers to exercise financial prudence and handle public funds with utmost care.
He emphasised that transparency must be treated as a professional obligation, not just an administrative requirement.
The governor also raised serious concern over the practice of sub-letting project works, stating that while it may offer economic gain to a few, it seriously compromises project quality and erodes public trust.
He urged the engineering community to reconsider and reform this practice by ensuring that contracts are handled by capable, qualified individuals committed to excellence.
Commending the PWD and the Indian Building Congress for organising the training, the governor described the programme as an investment in the state's future.
'This initiative will enhance the technical strength of our engineering workforce and prepare them to meet evolving infrastructure challenges with competence and character," he added.
PWD Principal Secretary Kaling Tayeng, Chairman of Indian Building Congress (Arunachal Chapter) Dr Toli Basar and Chief Engineer (Vigilance & Training) Rimmar Taso, also shared their views during the inaugural session.

Last Updated: Hyderabad, Jul 28 (PTI) Telangana Chief Minister A Revanth Reddy would seek President Droupadi Murmu's appointment to meet her to request assent for the Assembly bills providing 42 per cent reservation to Backward Classes, Minister Ponnam Prabhakar said on Monday. Briefing reporters after a meeting of the state cabinet Monday night, Backward Classes Welfare Minister Ponnam Prabhakar said the Congress government has decided to garner support from all friendly parties at the national level, including Members of Parliament across party lines for providing 42 per cent reservation to Backward Classes (BCs) in local body polls and in education and employment opportunities. 'The chief minister is seeking appointment of opposition leaders in Parliament on August 5, 6 and 7. The Congress party along with its friendly parties and their members in Parliament, Telangana MLAs,MLCs and BC intellectuals will go to Delhi and request the President (for assent)," Prabhakar said adding ministers also would seek President Murmu's appointment. Top leaders Rahul Gandhi and Mallikarjun Kharge are also seeking the President's appointment, he added. The bills were passed in March and sent to the Governor and it is pending assent from the President. Prabhakar sought support from all the political parties in Telangana in order to secure Presidential assent to the bills. The Telangana government earlier this month issued an ordinance facilitating 42 per cent reservation to Backward Classes in local body polls by amending an Act that was passed by the State Assembly in 2018. On June 25, the Telangana High Court directed the state government to hold elections for local bodies within three months. Industrial output growth slows to 10-month low of 1.5 pc in June

The factory output, measured in terms of the Index of Industrial Production (IIP), had expanded by 4.9 per cent in June 2024. New Delhi, Jul 28 (PTI) India's industrial production growth slowed to a 10-month low of 1.5 per cent in June 2025 due to poor performance of mining and power sectors, which were impacted by excess rains especially in second half of the month, according to official data released on Monday. The previous low pace of growth was recorded in August 2024 when the output growth stayed flat. 'Excess rains in the second half of June 2025 are likely to have weighed on mining output, while also leading to a contraction in electricity generation, although the extent of the same narrowed compared to the previous month,' said Aditi Nayar, Chief Economist, Head – Research & Outreach, ICRA, in a statement. The NSO data showed that the manufacturing sector's output growth rose marginally to 3.9 per cent in June 2025 from 3.5 per cent in the year-ago month. Mining production contracted by 8.7 per cent against a growth of 10.3 per cent recorded a year ago. Power production declined by 2.6 per cent in June 2025 against 8.6 per cent growth in the year-ago period. During the April-June quarter of FY26, industrial production growth slowed from 5.4 per cent a year ago to 2 per cent, the lowest in past 11 quarters. Nayar stated, 'In quarterly terms, the IIP growth eased to an 11-quarter low of 2.0% in Q1 FY2026 from 4.0% in Q4 FY2025, with excess rains in parts of the quarter dampening electricity generation and mining output.' Within the manufacturing sector, 15 out of 23 industry groups have recorded a positive year-on-year growth in June 2025. As per use-based classification, the capital goods segment growth decelerated to 3.5 per cent in June 2025 from 3.6 per cent in the year-ago period. Consumer durables (or white goods production) growth slowed to 2.9 per cent during the reporting month against a growth of 8.8 per cent in June 2024. In June 2025, consumer non-durables output contracted 0.4 per cent compared to a contraction of one per cent a year ago. Infrastructure/construction reported a growth of 7.2 per cent in June 2025, down from a 8.2 per cent expansion in the year-ago period. The data also showed that the output of primary goods contracted by 3 per cent in June 2025 against 6.3 per cent growth a year earlier. Maharashtra Govt's New Guidelines Bar Staff From Criticising Policies On Social Media
Last Updated: Maharashtra government employees can't criticize policies and must keep separate social media accounts for work and personal use. Violations will lead to disciplinary action. Maharashtra government employees have been barred from criticising current or past policies of the state or any other government in the country, according to a report by the Press Trust of India (PTI). The new social media guidelines, issued through a Government Resolution (GR) on Monday, apply to all state government employees, including those in local bodies, public sector undertakings and contract staff. As per the PTI report, the GR states that employees must maintain separate social media accounts for official and personal use. Personal accounts should not carry anything beyond the employee's photograph and are barred from using designations, government logos, images of uniforms, office buildings or official vehicles. The GR also prohibits employees from using mobile applications banned by either the state or the Centre. Violations will invite disciplinary action under the Maharashtra Civil Service Conduct Rules, 1979. While officers are allowed to highlight good work done by them, they have been advised to avoid self-praise. Employees are expected to use social media responsibly and refrain from downloading or circulating content that is objectionable, defamatory, discriminatory, or likely to incite hatred. No confidential files or documents may be uploaded, forwarded or shared, even partially, without official permission, the PTI report said. Employees have also been directed to hand over official social media accounts to their successors upon retirement or transfer.
