
NZ's infrastructure challenge: From planning to delivery
The Government – in fact both sides of the House – have heard the cry for a credible infrastructure pipeline and there have been lots of announcements. New Zealand's first Health Infrastructure Plan was released in April. The Draft National Infrastructure Plan, released for consultation last month, provides a long-term roadmap for investment, identifying priority areas and systemic gaps. City and Regional Deal discussions are underway with Auckland, Western Bay of Plenty and Otago Central Lakes, with the first deal to be agreed by the end of this year. The Government has also announced plans for major infrastructure projects, including 17 Roads of National Significance.
There is also – rightly – a growing recognition of the need to make the most of what we have got and to invest in asset maintenance and renewal. Government is now talking about the need for asset management plans – and we should all be loudly supporting this. We need to make asset maintenance as sexy – if not sexier – than the big new projects. We must prioritise our infrastructure spend on looking after what we already have so that each of us can drop our kids off to warm, dry classrooms, driving on pothole-free roads (not flooded by water from leaky pipes) and have access to well-maintained hospitals. This is just as important as the big new projects and political announcements on long-term programmes to look after our assets should be celebrated.

These developments mark a significant shift toward a more co-ordinated and proactive infrastructure system. But they are not, in themselves, sufficient to guarantee delivery.
In June, MinterEllisonRuddWatts hosted Adrian Dwyer, chief executive of Infrastructure Partnerships Australia, along with other representatives from the construction and infrastructure sector in Australia. We heard that there is an opportunity right now to capitalise on the outgoing tide of infrastructure investment in the Australian transport sector to redirect skill and delivery capability to New Zealand. We have a window of opportunity to attract the capability and capacity of the Australian market but we need to move fast.
So, what's required to move from planning to delivery? The focus must be on translating our project pipeline into execution getting projects off the drawing board and into the ground and on locking in asset maintenance and renewal programmes that make the most of what we already have - and both need to happen quickly.
To achieve delivery momentum on infrastructure projects we need to focus on certainty and collaboration:
Certainty to give the necessary confidence ...
Of pipeline: There is no doubt that the sector needs a stable. long-term reliable pipeline with political consensus. We have heard from Australian sector participants that it is pipeline and political credibility that enables the market to plan and resource. Investors just need to know what is coming in the next five years and that they are 'real' projects. This should include the new capital projects as well as long-term asset maintenance and renewal programmes – so the whole supply chain can confidently invest in people, equipment, technology and other resources.
Of funding: the credibility of the pipeline relies heavily on funding certainty - longer-term funding certainty is needed for projects and long-term maintenance programmes so businesses can invest in capability, technology and resources. And if we are serious about encouraging the private sector to bring ideas, then showing the pathway to how market-led proposals (previously known as unsolicited bids) are able to be funded – and how new funding tools will be used - would really show a commitment to encouraging innovative solutions.
This requires a frank discussion of how, as a nation, we are prepared to pay. We can't announce projects without being clear as to how we are going to pay for them. There's no particular magic to this: we have to pay for the infrastructure we need, so what is the best and fairest way to do this? Is it through user charges, tolls, land sales, asset sales, targeted rates, levies, normal rates or national taxes? The chances are it will be a mix of these in a way that reflects the value to our communities and the benefits that infrastructure brings both directly and indirectly.
Of regulation: For infrastructure delivery, regulatory certainty is essential. Investors and developers need to know what rules apply, how long approvals will take, and what conditions will be imposed. This circles back to bipartisan support as we need to achieve a degree of certainty that legislation will not be overturned every three years.
Of risk: Projects can falter because of complex, risk-heavy procurements. One key lesson from Australia is that sustainable contractual frameworks and appropriate risk allocation attracts the market. Similarly, de-risking early has contributed to Canada's success.
Collaboration
Between political parties: Industry participants have long been calling for a bipartisan approach to infrastructure delivery. There are encouraging green shoots from both sides of the House as politicians appear to recognise this as a roadblock to attracting private investment (with their experience and resources), but more concrete agreement is required in the form of a finalised long-term infrastructure plans and announcements.
Between central and local government: We also need better collaboration between central and local government. Regional deals are an opportunity to achieve consensus on infrastructure priorities and funding tools that will provide local benefits. Transparent criteria and public engagement will be key to building trust in these decisions.
With the private sector and iwi: Attracting private capital (and most notably the experience and capability it brings) is simply essential to addressing New Zealand's infrastructure deficit. We need a fundamental mind shift towards embracing private capital, whether it be international or local. And let's think about how private capital can play a part in bundled long-term maintenance programmes as well as the big new projects. We need to leverage the capabilities and resources required to fulfil our infrastructure vision. In many cases, those will come from overseas (and that's okay).
We must also build on the growing recognition of iwi as sophisticated investment partners who offer a strategic advantage and a quadruple bottom-line approach that has the long-term health and wellbeing of our country and communities at the heart of their investment decisions.
With communities: Infrastructure projects do not exist in a vacuum. They are there to serve communities. Public engagement is not just a legal requirement — it's a strategic necessity. Community engagement and education will help accelerate our infrastructure build. We need to get the public on board with infrastructure spend and the need to invest in asset maintenance, moving from a fixation on upfront cost to a focus on long-term gain. Articulating and quantifying the social return of infrastructure will help with this.
In procurement: New Zealand needs to be open to more collaborative procurement models. A more interactive and flexible procurement process has been a key enabler in maximising value and delivering outcomes in both Australia and Canada.
From vision to reality
New Zealand has made impressive strides in reforming its infrastructure system. The policy settings are sound, the institutions are evolving, and the appetite for delivery is strong. But the journey from vision to reality requires more than good intentions. We need to act now, with certainty and collaboration, to enable New Zealanders to live, work, and thrive. If we get the delivery right, the benefits will be felt for generations.

Online scams trap one third of victims in Australia, New Zealand
Recent research from Trend Micro has revealed that online scams are a prevalent threat in both Australia and New Zealand, affecting a substantial proportion of the population in each country. The study, which surveyed 1,025 Australian and 517 New Zealand consumers aged 18 and over, found that two-thirds of participants in both countries had been targeted by online scams, and a significant share had fallen victim. In Australia, 27% of respondents reported having fallen for an online scam, whereas in New Zealand, the figure was higher at 33%. Financial loss and delayed detection According to the survey, nearly one-third of scam victims in both countries only realised they had been targeted after experiencing financial losses or failing to receive goods they had paid for. This demonstrates how easily such scams can go unnoticed until consequences become serious. Common scam tactics The research highlights a shift in scamming techniques, with perpetrators increasingly exploiting digital convenience and emotional triggers rather than relying solely on traditional, technical methods. In Australia, 25% of scam victims reported being deceived by promoted items on social media marketplaces or retail sites that appeared legitimate, while in New Zealand, this affected 32% of victims. Other methods include investment scam texts (19% in Australia, 17% in New Zealand), and urgent messages from impostors posing as official organisations demanding payments or personal data (18% in Australia, 9% in New Zealand). Scammers frequently manipulate digital communication behaviour. In both countries, 39% of users had been asked to switch to another app during an online conversation - a tactic often used by scammers to continue their schemes in environments with fewer security controls. In Australia, 13% of victims were contacted by impostors posing as trusted acquaintances, while in New Zealand the figure was 18%. Other platforms used include dating apps and messaging services, through which false trust is established to increase the scam's credibility. Risks of overconfidence and device use The widespread daily use of smartphones is creating more opportunities for cybercriminals. In Australia, 46% of respondents use their phones 1-4 hours each day, 27% for 5-8 hours, and 12% for more than 8 hours. In New Zealand, 45% use their mobile devices 1-4 hours daily, 30% for 5-8 hours, and 14% for more than 8 hours. Despite high engagement with banking, shopping, and social functions on these devices, many consumers are not employing security best practices. Nearly half of Australians (47%) and half of New Zealanders (50%) do not use antivirus or security software on their mobile devices. The survey also revealed that 87% of Australians and 88% of New Zealanders use banking apps on their phones, yet 61% and 62% respectively do not use virtual private networks (VPNs) for added protection. Among those not using security software, 39% in both countries believe their phones are secure as is, while significant proportions rely on their own caution or remain unaware of available protections. Cost concerns also deter 17% of respondents in both countries from adopting security solutions. Stigma and underreporting Embarrassment continues to suppress the true scale of online scams, with many victims hesitant to disclose their experiences. In Australia, although 88% of victims share their experience, nearly four in ten of those who remain quiet (38%) do so out of shame. In New Zealand, while 81% disclose their ordeal, almost half (47%) of silent victims cite embarrassment as the reason. Advocacy for awareness and protection "Scam culture has gone mainstream. Our research shows Australians are unknowingly putting themselves at risk, placing trust in their devices, their instincts and everyday platforms without the right protection in place," said Ashley Millar, Director, Consumer Education and Marketing at Trend. "With the increasing sophistication of technology, scams are no longer easy to identify, making them harder to spot – even for the most cautious consumers. That's why education is critical, understanding how scams work is the first step to avoiding them. But when awareness slips or instincts fail, having antivirus and mobile security in place is an essential safety net," he finished. Advice for consumers Trend Micro recommended several basic precautions to mitigate scam risks. These include being sceptical of unverified sources, not switching to different apps during conversations, pausing before clicking on links or providing personal information, installing security software on smartphones, and staying updated on evolving scam tactics. The findings underline how digital habits and confidence in online platforms can expose users to significant risks if appropriate security and awareness measures are not followed.

Number of high-security beds at Hawke's Bay Regional Prison could rise by up to 460, document shows
It said the population would increase rapidly until June 2028 and then rise gradually until June 2035. In a section of the long-term network configuration plan entitled The Future Prison Network – what could the prison network look like in the next 20 Years, the plan calls for new high-security capacity at Hawke's Bay Regional Prison. Between 240 and 720 new high-security beds would be built at the facility, to replace 256 existing beds deemed to be poor quality, the plan shows. The report also mentions the refurbishment of six hut units – typically low-security buildings for prisoners nearing release – which would improve quality and decrease bed numbers in these units from 380 to 252. Photo / Paul Taylor Labour Corrections spokeswoman Dr Tracey McLellan said the party had warned before the 2023 election that the coalition Government was laying the groundwork for a 'mega-prison' in Hawke's Bay. 'The plan for up to 720 new high-security beds turns Hawke's Bay Regional Prison into one of the largest custodial sites in the country,' McLellan said. 'People in Hawke's Bay didn't ask for a mega-prison. They asked for better housing, safer communities and support for youth – not more cells.' Before the 2023 general election, then Tukituki Labour MP Anna Lorck said she didn't want any more beds built at the prison. 'What we know happens is, if we build a mega-prison, there will be more serious criminals brought into Hawke's Bay to serve their time and with them come their associates,' Lorck said at the time. Wedd said at the time that Lorck was peddling 'desperate misinformation' with her 'mega-prison' claim. When contacted by Hawke's Bay Today, Lorck, no longer in politics, said she hoped the region fights back against any plan to build a larger prison. 'It's the last thing our region needs,' she said. Wedd said Corrections had a range of projects under way to increase the number and quality of beds across the prison network, but no projects at Hawke's Bay Regional Prison had been confirmed. A Corrections spokesperson said public safety was their top priority, and ensuring they had sufficient fit-for-purpose prison capacity was critical to keeping the public safe. 'The Hawke's Bay Regional Prison redevelopment is a potential project being planned to meet the forecast rising demand for high-security beds at the prison,' the spokesperson said. 'This project would deliver additional high-security accommodation and necessary upgrades and replacements to essential site infrastructure such as the gatehouse and visitor facilities. 'The detailed scope of the project is being developed and the project remains subject to approvals and funding decisions.' The spokesperson said they could not provide timings of when decisions would be made.
