Expressing concern, Jully said the state, despite having a female minister for both finance and women and child development (Diya Kumari), has shelved the Udaan scheme. "The scheme is directly related to women's health. For the past nine months, sanitary napkins were not purchased for distribution to women, causing distress to crores of mothers, sisters, and daughters who may be unable to express their pain due to hesitation.
This is a very serious and sensitive issue."
Jully mentioned that according to the National Family Health Survey (NFHS-4) 2015-16, only 47.9% of women in Rajasthan were aware of menstrual hygiene and used sanitary pads. "More than half of the women were unable to use sanitary napkins due to a lack of awareness and resources, resulting in health issues and serious diseases like cancer. In response, the previous Gehlot-led Congress govt launched the Udaan scheme in 2021 for women aged 11 to 45 and schoolgirls," he wrote.
"The scheme aimed to provide sanitary pads during menstruation. The women's empowerment department was designated as the nodal agency, and the demand for sanitary pads was sent to RMSCL for distribution," he added.

Balakrishna launches Amaravati campus works of Basavatarakam Cancer Hospital
Hindupur MLA and actor Nandamuri Balakrishna on Wednesday, August 13, launched the construction of the Amaravati campus of the Basavatarakam Indo-American Cancer Hospital and Research Institute at Thullur. Speaking on the occasion, Mr. Balakrishna said the new facility would be built on 21 acres and envisioned as a Centre of Excellence for comprehensive cancer treatment, research, and patient-centric care. The hospital would combine advanced medical technology with a multidisciplinary approach, housed in a purpose-built modern infrastructure, he added. The project will be completed in two phases. In the first phase, a 500-bed facility offering oncology services will be set up, adopting an integrated care model covering prevention, early detection, treatment, and rehabilitation. This phase is being developed with an investment of ₹750 crore, and operations are expected to start by 2028. In the second phase, an additional 500 beds will be added along with specialised departments, research wings, and enhanced patient amenities, creating a regional referral centre for complex and advanced cancer cases. According to the hospital, the foundation stone for the cancer care facility was laid in 2019 after the TDP government allotted land. However, construction was delayed due to unforeseen circumstances. With the TDP-led NDA government back in power in the State, all hurdles have now been cleared, and the government has allotted an additional six acres for the project. Mr. Balakrishna, who is also chairman of the cancer hospital, launched the works by performing traditional puja rituals. Ministers P. Narayana and Satya Kumar Yadav, Vijayawada MP Kesineni Sivanath, Heritage Foods Executive Director Nara Brahmani, Trust Board member Nori Dattatreyudu, and others participated in the ceremony.

Six deliveries per thousand are stillbirths in India, highest rate in northern states: study
Over six in every one thousand deliveries in India in 2020 could have been a stillbirth, with higher rates among urban mothers compared to rural, according to an analysis of data from national surveys and the civil registration system. Researchers, including those from the All India Institute of Medical Sciences, Gorakhpur, and the Indian Council of Medical Research, New Delhi, also identified that stillbirth hotspots are located primarily in northern and central India. Chandigarh, Jammu and Kashmir, and Rajasthan in north India recorded the highest rates of stillbirth, the findings published inThe Lancet Regional Health Southeast Asia journal show. The team analysed data gathered from the fifth round of the National Family Health Survey (NFHS) and the 2020 report of the civil registration system, which is managed by the Ministry of Home Affairs and records vital events, including births, deaths and stillbirths across India. "The nationwide stillbirth rate (SBR) in 2020 was 6.548 per 1,000 total births (female: 6.54; male: 6.63). Stillbirth rates were higher among urban mothers compared to rural mothers," the authors wrote. A higher rate of stillbirth was also found in districts where pregnant women were anaemic (deficient in iron) and underweight -- factors known to increase risk of adverse birth outcomes, including stillbirth. Hygienic menstrual practices and caesarean (C-section) deliveries -- in which a baby is delivered through a surgical procedure -- were associated with a lower rate of stillbirth, especially in Telangana, Karnataka, and Tamil Nadu. The results were in line with data from NFHS-5, according to which the prevalence of C-section deliveries was about 45 per cent in south India in 2019-2020, the authors said. Evidence from states including Assam, Meghalaya, Maharashtra, Uttar Pradesh, Himachal Pradesh and Chhattisgarh showed that receiving at least four pre-delivery check-ups and adhering to iron and folic acid supplementation during pregnancy can significantly reduce the risk of stillbirth, the team said. Overall, higher rates of stillbirths were found in regions where pregnant women were anaemic, more deliveries were occurring in public health facilities and a larger fraction of women were having a lower wealth status, they said. However, there were no disparities in sex-specific rates of stillbirth across the country's districts, even though a higher rate of stillbirths seen among male foetuses may point to a higher biological vulnerability, the researchers said.
