BBMP out with new system for faceless e-khata

BENGALURU: To bring in transparency and address corruption, the Bruhat Bengaluru Mahanagara Palike (BBMP) issued a notification on Tuesday, implementing an online and faceless e-khata system based on the principle of First In First Out (FIFO), to ensure the service without any delay.
Under this, a citizen will not know to which officer or authority his application has gone. But the decision will be made within a stipulated time (according to FIFO). This faceless system will help control middlemen, the BBMP stated.
The system is designed in such a way that the e-khata and fresh khata applications are distributed in a random round-robin manner among all officers. This will ensure an equal number of applications reach all officers.
Revenue officials said the faceless system will make every application go outside the local area, reducing the influence of local intermediaries.

Pointing out that usage rights do not amount to ownership, a number of lawyers told TOI that issuing notices was not a fair move by BBMP. "Recent notices issued by BBMP to individual flat owners seeking property tax on car parking spaces raise serious legal and procedural concerns. In most cases, the registered sale deed merely grants exclusive usage rights over parking, not ownership," said Prashanth Mirle, a real estate lawyer and a partner at India Law Practice. Usage rights alone do not create an assessable property interest for municipal taxation," he added. " Another real estate lawyer urged BBMP to review its action. "In many cases, software inconsistencies during e-khata generation captured inflated or incorrect parking areas, leading to arbitrary assessments. These notices have led to confusion and anxiety among genuine homeowners. BBMP must immediately review its actions, correct systemic errors, and ensure no unlawful or retrospective demands are enforced against individual property owners," said the lawyer, who spoke on condition of anonymity. Srikanth Narasimhan, founder of Bharatiya Nava Nirman Party, told TOI, "The Supreme Court judgment is very clear that parking spaces are a part of the common area and cannot be sold by builders separately to the owners. These are, anyway, included in the common area, which is part of the super built-up area on which people are already paying tax; not sure how BBMP is making these claims." Bengaluru: BBMP, struggling to contain growing anger over 31,000 e-khata show-cause notices for property tax on parking areas, is facing a significant backlog of unresolved e-khata grievances and high rates of reopened complaints. Four wards — Kengeri, Hoodi, Horamavu, and Begur — have more than one in three unresolved cases of grievance against BBMP's e-khata notices. On Aug 7, a total of 32 new complaints were escalated in the previous 24 hours, according to the report on daily ARO-wise complaints. While 70 cases, amounting to more than twice the number of fresh complaints, were resolved within the same period, the overall pending backlog was 124 complaints. The Dasarahalli zone fared worst in the resolution rates — eight of nine escalations were reopened, and 13 cases were pending, with Shettyhalli having six unresolved complaints. The East zone had a better clearance rate, resolving 12 complaints in 24 hours, but lagged in areas like CV Raman Nagar, while Yelahanka recorded low escalations but still had two reopened and three pending cases. Call helpline, don't go to BBMP offices, says Moudgil BBMP special commissioner (revenue) Munish Moudgil urged citizens to contact the civic body's dedicated e-khata helpline (94806 83695) directly instead of visiting BBMP offices for their e-khata grievances. The helpline, he said, handles about 1,000 citizen calls, with most seeking information, in a single day. Any grievance requiring action is forwarded to the officers concerned, with the helpline following up internally to ensure resolution. Every grievance marked as resolved is verified with the complainant and is reopened if they are not satisfied, he added. The bill aims to accelerate the creation of electoral rolls for five newly formed city corporations and facilitate timely polls under the supervision of the State Election Commission (SEC).
