APSR issues bylaw to regulate tanker operations
MUSCAT: The Authority for Public Services Regulation (APSR) has issued a bylaw for regulating the operation of independent tankers in the water and wastewater sector.
The bylaw was issued in implementation of provisions of the Water and Wastewater Sector Regulation Law promulgated by Royal Decree No 40/2023. It was also in pursuance of legislative frameworks on upgrading performance efficiency and the standardisation of services within this vital sector.
The bylaw regulates the tasks of independent tanker operators in the areas of water transport and supply. It also streamlines wastewater collection and treated water transport and supply. As a result, the bylaw will enhance the quality of services and establish principles for technical and operational governance in accordance with clear-cut and approved standards.
The issuance of the bylaw reflects the efforts made by the APSR to develop the water and wastewater sector's regulatory system and to ensure balance of interests among stakeholders. — ONA

Oman, Mexico celebrate 50 years of diplomatic relations
MUSCAT: The Sultanate of Oman and the United Mexican States celebrated the 50th anniversary of establishing diplomatic relations between them, unveiling a commemorative emblem symbolising the advanced ties between the two friendly nations. On his turn, Aníbal Gómez Toledo, Mexico's Ambassador to Oman, praised the distinguished bilateral relations between Oman and Mexico, affirming his government's keenness to enhance all aspects that elevate bilateral ties to wider horizons in all fields. He also lauded Oman's diplomatic efforts in resolving numerous regional and international issues, as well as its steadfast commitment to promoting peace and stability in the region and building bridges between conflicting parties through dialogue, tolerance and respect. He stressed that Oman serves as a model for mediation and peaceful conflict resolution. He expressed the profound gratitude and appreciation of the Mexican government and people to the Sultanate of Oman for its noble humanitarian efforts in securing the release of the crew of the Galaxy Leader ship, particularly the Mexican citizens, enabling their return to their families. He affirmed that celebrating 50 years of diplomatic relations between the two friendly nations presents a unique opportunity to set new and ambitious goals that enhance cooperation, increase trade volume, promote tourism and strengthen academic exchanges through university scholarships, joint scientific research initiatives and other fields. A joint statement stated that Oman and Mexico celebrated five decades of productive and friendly relations across various sectors, noting that political consultations, economic and trade exchanges, and cultural cooperation have deepened mutual understanding and strengthened collaboration. Minister of Interior holds meeting with governors
MUSCAT: Sayyid Hamoud bin Faisal al Busaidy, Minister of Interior, on Sunday, chaired the Interior Ministry's first meeting of the year (2025) with governors. During the meeting, which took place at the general diwan of the ministry, the Interior Minister stressed the importance of keeping pace with His Majesty Sultan Haitham bin Tarik's vision to combine efforts towards the steady growth of governorates. The meeting also discussed means to assign governors to take steps towards the implementation of the Royal directives on activating Marriage Support Funds in the governorates. The funds are scheduled to operate in accordance with standards to be issued by the Minister of Interior before the end of June 2025. Consumer authority recovers over RO7,800 in vehicle shipping dispute
Muscat – The Directorate General of Consumer Protection in North Batinah has successfully mediated a settlement between a consumer and a shipping and customs clearance company, resulting in the recovery of over RO7,800 for the consumer. The case involved a complaint filed by a consumer who had contracted the company to purchase and ship a vehicle from the United States to Oman. Despite paying all agreed amounts, the company delayed delivery of the vehicle by a month after it had arrived at Sohar Port. This delay led to the accumulation of additional customs fees, which the company then demanded from the consumer – despite no such clause being included in their agreement. Following the complaint, the directorate launched an investigation and initiated administrative procedures. The inquiry confirmed the company's failure to deliver the vehicle on time, in violation of contractual terms. After negotiations, the company agreed to compensate the consumer. The authority emphasised that such efforts are part of its ongoing commitment to protecting consumer rights and ensuring providers adhere to contractual obligations. It cited Article 19, Clause 5 of the executive regulations of the Consumer Protection Law (Royal Decree No. 66/2014), which prohibits providers from delaying delivery of goods or completion of services beyond the agreed time. The Consumer Protection Authority reiterated its call for businesses to comply with the law and uphold their responsibilities, thereby safeguarding the rights of consumers across the sultanate.
