Violent sex offender expected to live in Winnipeg a high risk to reoffend: police

A convicted sex offender with a lengthy criminal record, including aggravated sexual assault and assault with a weapon, is expected to live in Winnipeg following his release from prison and is considered a high risk to reoffend, police say.
Michael Curtis Thomas, 31, was released on a statutory release Tuesday from Stony Mountain Institution in Manitoba, after he was convicted in December 2021 of aggravated sexual assault and given a 61-month sentence, in addition to credit for his pre-sentence custody, police said in a Tuesday news release.
Thomas was convicted of attacking and sexually assaulting a woman in September 2020. When she tried to run away, he caught her, dragged her and choked her unconscious before sexually assaulting her again, which was interrupted by a homeowner who witnessed the incident, police said.
Thomas has a history of violence and was previously convicted of assault with a weapon after stabbing an acquaintance eight times in the back with a kitchen knife during an argument in April 2019, police said. During the attack, Thomas turned his aggression toward the victim's girlfriend and stabbed her three times.
He was convicted for the stabbings in January 2020 and received a sentence of one day in jail and 18 months of probation, in addition to his nine months of pre-sentence custody.
He's also been convicted of two counts of possessing a weapon, 11 breaches of probation and two counts of failing to comply with a recognizance.
Police say he has completed some sexual offender treatment in the past but remains a high risk to reoffend in a violent manner against women.
Thomas is under a lifetime weapons prohibition, and will be under several conditions following his release.
He is required to follow a treatment plan arranged by his parole supervisor and must report all relationships or friendships involving women.
Police said they provided Tuesday's community notification to ensure the public can take suitable measures to protect themselves, but warned any form of vigilante activity directed toward Thomas will not be tolerated.
He is described as five feet, six inches tall and weighs 165 pounds. He has black hair and brown eyes, and has numerous tattoos, including the words " Parris" and "Charnelle" on his face, a cross and the number 27 on his left hand, and a dollar sign on his right upper arm.
