BEST plans last-mile connectivity for Dharavi-Cuffe Parade Metro 3 route
Sources in BEST said that the Undertaking has proposed to operate 79 buses on 28 different routes between Dharavi and Cuffe Parade, connecting 17 Metro 3 stations on this route. A detailed presentation was made last week to chief minister Devendra Fadnavis as part of the larger revival plan for BEST.
The introduction of last-mile connectivity is part of the multi-modal integration to facilitate commuter movement. For this, BEST is also tying up with Google Maps, which will integrate bus routes, bus fleets, provide the expected time of arrival and offer seamless travel to passengers.
'We have divided the last-mile-connectivity routes for Metro 3 into two phases,' said a BEST official. 'The first phase is on the Dharavi-Acharya Atre Chowk route, where we have identified 10 bus routes which will be catered to by 29 buses. These will chiefly act as ring route services connecting the metro stations. There are 17 different routes that can be accessed through our buses from the metro stations. The necessary infrastructure is being created and existing infrastructure is being integrated with the system.'
Some areas to be covered by the buses are Lower Parel, Nehru Science Centre, Worli Dairy, Worli Village and Sea Face, Dadar, Mayor's Bungalow, Mahim, Sion and Dharavi. 'Last-mile connectivity is essential, as only then will the metro succeed,' said A V Shenoy of the Mumbai Mobility Forum. 'It's similar to how suburban stations have BEST bus stops/stations outside, which makes transport seamless.'
In the second phase, the BEST buses will cover a larger base and are expected to cater to 30 different areas. Sources said that 50 buses would ply across 18 different routes catering to more areas in South Mumbai. These include Navy Nagar, NCPA, Colaba, World Trade Centre, Mantralaya, Nariman Point, Gateway of India, Ballard Pier, CSMT, J J Hospital, Sandhurst Road, Grant Road, Babulnath, Walkeshwar, Tardeo, Haji Ali, Lower Parel, Mahalaxmi and others.
The buses will run on a ring-route basis, connecting metro and railway stations apart from business hubs, commercial complexes and residential areas. Sources in BEST said the bus routes would cover a distance of 1 km to 4 km from the metro stations.

7 of 47 projects incomplete, Smart City shift to NMC begins
Nagpur: Of the 47 projects implemented under the Nagpur Smart and Sustainable City Development Corporation Limited (NSSCDCL), seven remain incomplete as the agency prepares to wind up operations and transfer all assets to the Nagpur Municipal Corporation (NMC) by December 31, 2025. Nagpur, selected under the Centre's Smart Cities Mission in 2016, was initially expected to complete its projects by June 2021. The deadline was extended to June 2023, then June 2024, and finally to December 2025. Under the mission, NSSCDCL received Rs741.63 crore from the central govt, with projects divided into two key components: Rs524 crore Smart and Safe City Project which introduced 17 smart solutions including CCTV surveillance, an integrated command and control centre, and traffic monitoring systems; and the Rs741.62 crore area-based development (ABD) plan to revamp 1,743 acres in Pardi, Bharatwada, Bhandewadi and Punapur in East Nagpur. Funding was further boosted by then chief minister Devendra Fadnavis, who sanctioned Rs400 crore from the state govt for Smart and Safe City, while Rs124 crore came from the central Smart Cities fund. Additional municipal commissioner Vasumana Pant told TOI that the process to hand over projects, including the smart solutions component with 3,698 CCTV cameras installed across the city has already commenced. NMC has already entrusted KELTRON with the operation and maintenance of CCTV cameras for a period of five years. "NMC will pay Rs 25 crore per annum to the Kerala state-based firm for this purpose," Pant said. A decision is still pending on the robotics scavenger project, a mechanised drain-cleaning system, for which a seven-year operation and maintenance contract is proposed. While the CCTV network has proved vital for crime detection, traffic regulation and flood monitoring, other Smart City assets have fared poorly. The 65 smart kiosks installed in 2018 to provide citizens one-stop access to civic, state and central govt services remain non-functional due to the absence of integration with key departments. Despite having IT professionals, the NSSCDCL failed to ensure that these kiosks remain operational. Now these kiosks, installed with taxpayers' money, are lying defunct. Once the handover is complete, NMC will take on the responsibility for operating, maintaining, and monetising the entire Smart City infrastructure. With manpower shortages and financial constraints already weighing heavily on the civic body, experts warn that without proper planning, high-value assets could meet the same fate as the smart kiosks. 'Normally, with so much infrastructure growth, prices should stabilize. But in Mumbai, they are still going up,' he said while interacting with developers at an Industry event, noting that the demand-supply imbalance remains a structural hurdle. Over the past decade, Mumbai region has seen a wave of big-ticket infrastructure projects aimed at easing congestion and expanding the city's boundaries, from the 21.8-km Mumbai Trans Harbour Link ( Atal Setu ) and the Coastal Road to the rapid expansion of the metro network. The CM also highlighted the government's long-term growth strategy, including the plan to create a 'Fourth Mumbai' around the upcoming Vadhavan Port in Palghar district. The new urban centre will be backed by significant infrastructure push aimed at attracting cutting-edge industries. Together, these are expected to spur large-scale housing and economic activity. Fadnavis credited the developer community, particularly to collaborate with the government in shaping the Real Estate (Regulation and Development) Act (RERA) in Maharashtra and in drafting Mumbai's Development Plan. 'It was one of the first times everybody accepted the plan because it was made with industry participation,' he said. He also underscored the role of redevelopment in reshaping Mumbai—ranging from slum rehabilitation and cluster projects to the BDD chawl redevelopment, billed as Asia's largest urban renewal programme, with completion targeted by 2029. To deliver faster results, he urged developers to adopt global construction technologies that allow high-rises to be built in record time. 'From Fourth Mumbai to redevelopment at the city's core, the opportunities are enormous,' Fadnavis said. 'But unless we bring speed, affordability, and global standards, the dream of a truly reshaped Mumbai will remain incomplete.' He also encouraged the developers to form alliances with the government and even global institutional investors to develop key projects and participate in the transformation of Mumbai through large-scale redevelopment, affordable housing, and the upcoming Third and Fourth Mumbai around the northern periphery of the region.
