ComfortDelGro to introduce new taxi cancellation, waiting fee policy

To help its customers ease into the changes, ComfortDelGro will implement a waiver period.
SINGAPORE - Singapore's largest taxi operator ComfortDelGro will be introducing a new cancellation and waiting fee policy from July 31.
In a Facebook post on July 16 announcing the change, ComfortDelGro said that charges under the new policy will be applied only after a waiver period – from Sept 1 for the cancellation fee, and from Oct 15 for the waiting fee.
During this period, no charges will be applied even if the fee conditions are met, which ComfortDelGro said allows both customers and drivers to familiarise themselves with the new policies before it is fully enforced.
Under the new cancellation policy, customers are accorded four free cancellations a month, usable only when a taxi has yet to arrive at a pickup point. After these are used, a $4 fee will be charged.
However, if a taxi has arrived at a pickup point – determined by its GPS data – and a customer cancels the ride, the $4 fee will be charged regardless of the remaining free cancellation quota.
A no-show by customers, defined as them not being at the pick-up point more than five minutes after the taxi arrives, will incur a charge of $5.
A waiting fee will be charged if the taxi waits for them for more than four minutes. For every additional five minutes of waiting, $3 will be added to the customer's fare, up to a maximum of $9.

Describing its new policies as 'fairer', the transport operator said that the move was so 'everyone's time is respected, and drivers are fairly rewarded when plans change last minute'.
On its website , ComfortDelGro clarified that the fees are mutually exclusive - a waiting fee will only be charged if a customer completes a trip, while a cancellation or no-show fee is only applicable if a customer fails to complete the trip.
Customers using cashless payment methods will have the fees deducted automatically, while those paying by cash will see the fee added to their next ride's fare via ComfortDelGro's Zig app.
ComfortDelGro also assured customers that drivers will also suffer consequences for cancelling, and that there are 'policies are in force to ensure that both parties are treated fairly'.

SINGAPORE - Motorists living in Punggol West will have another access to Tampines Expressway (TPE) when a new six-lane vehicular bridge connecting Punggol Central and Seletar Link opens on Aug 3. This alternative route to enter and exit Punggol town will help relieve traffic pressure on existing major arterial roads like Punggol Way and Punggol Road, which feed into the TPE. The new bridge, located near Yusof Ishak Secondary School, comes with upgraded road junctions and barrier-free paths that link to the Punggol Park Connector, said Punggol GRC MP Sun Xueling in a Facebook post on July 31. It will form part of a new road called Seletar South Link. Ms Sun, who is Senior Minister of State for Transport and National Development, said in earlier social media posts that the bridge spanning the Sungei Punggol river will have cycling paths on both sides. 'Punggol residents can benefit from more transport options in and out of the town,' Ms Sun told The Straits Times on Aug 1. During peak hours, motorists can get stuck in traffic for five to 10 minutes at these exits before they can get onto the expressway, she noted. In January 2024, the Land Transport Authority opened the new Seletar Link Flyover , which connects Seletar Link to the TPE. This was to cater to an expected increase in traffic in parts of Punggol due to new developments there. The hope was that the flyover would improve traffic conditions, especially at the TPE exit near Punggol Way, with motorists having the option to use Punggol North Avenue and Seletar Link to get to the TPE instead. Ms Sun noted that there is land in the west of Punggol that has been set aside for future Build-To-Order flats. Hence, the extension of Punggol Central and the new vehicular bridge connecting to Seletar Link will meet the needs of both current and future Punggol residents, she said. According to the Urban Redevelopment Authority's 2025 draft masterplan , two plots of land next to Sungei Punggol on either side of Punggol Central road are zoned for residential use. Construction of the road extension and other related civil engineering work began in December 2018, after a $31.8 million contract was awarded by the Housing Board to Guan Joo Construction. Ms Sun had said in January 2024 that the vehicular bridge would open in the second half of that year. But this was pushed back to the first half of 2025, then later to July, and now Aug 3. Ms Latashni Gobi Nathan, who lives in Northshore Crescent, said traffic from her home to the TPE is not so bad because she and her husband can avoid Punggol Way and use Seletar Link instead. But she said the problem is when they need to get to Sengkang, where her in-laws live. A 10-minute drive can take 20 minutes when congestion hits. 'More exits and entries will help a lot,' added the 35-year-old, who works in communications. Punggol West resident Eddie Sia, 35, held a similar view. 'It used to be very bad, especially in the morning. But when Seletar North Link opened, the congestion was reduced,' the interior designer said. He added: 'Once Seletar South Link is open, it will definitely improve the flow of traffic.'

The Ministry of Manpower (MOM) said salad shop Sumo Salad was covered by a valid insurance policy when an alleged work injury involving a staff member occurred on June 6. The salad shop's owner, the late Ms Jane Lee, had submitted an incident report to MOM soon after. As at June 27, the company had been reimbursed by its insurer for the medical expenses and medical leave wages it had claimed, MOM told reporters during a briefing on Aug 1. When asked whether there were outstanding claims after June 27, the ministry said the claims process has not concluded as investigations are still ongoing. Before finalising a claim, doctors must assess the extent of an injured worker's incapacity, which determines the amount of lump-sum compensation for the worker. MOM added that it has not received any indication from the insurer of potential fraud, but emphasised that the possibility cannot be ruled out. Ms Lee died on July 19, a day after she posted two Facebook posts alleging that a former staff member had staged a fall in an attempt to claim workplace injury compensation. She believed her company was targeted because of "an unfortunate gap" in insurance coverage. Ms Lee also urged MOM and the police to investigate the case thoroughly, as she believed it was a premeditated scheme involving the ex-employee's husband and possibly a law firm. The incident has sparked wider discussions about challenges faced by small business owners in Singapore, and the need for stronger safeguards against abuses of the Work Injury Compensation Act (Wica). MOM said the worker involved in this case is still in Singapore on a Special Pass, which is typically issued temporarily to those whose work permits have been cancelled and are awaiting departure, or for specific purposes such as assisting with investigation and attending court. MOM said insurers had referred about 12 claims a year for investigation into potential fraud. Over the last five years, the ministry had prosecuted about two workers a year for fraudulent claims. These workers were jailed between three and 13 weeks. The maximum penalty is a jail term of up to 12 months, or a $15,000 fine, or both. Employers who fail to buy insurance for their manual workers, and non-manual workers earning $2,600 a month or less, may be fined up to $10,000, jailed up to 12 months, or both. In the last five years, MOM had prosecuted about two employers a year for such offences. MOM said the ministry conducts audit checks on employers for their Wica coverage. "When we detect they do not have any insurance, we will nudge them," an MOM spokesman said, adding that a grace period is given to employers to buy or renew insurance. MOM added that over the past three years, 94 per cent of all work injury claims were paid by insurers. For the remaining 6 per cent, most were paid directly by employers exempted from buying the Workplace Injury Compensation (WIC) insurance. Generally, employers with insurance coverage can be reimbursed for medical expenses as well as wages paid to workers on medical leave. The insurer will make lump sum compensations to workers or their family in the event of death, permanent incapacity or incapacity that remains six months post-injury, based on doctors' assessments. If there are disputes on the degree of permanent incapacity awarded, the case will be referred to the WIC Medical Board for independent reassessment.
