China mulls economy-boosting measures to counter 'severe situation'

BEIJING: China is prepared to take measures and has a "plentiful" toolbox to avoid an economic slump in the second half of the year, its commerce minister said Friday as he admitted it faced a "very severe and complex situation."
Growth hit 5.2 per cent in the second quarter, official data showed, but analysts have warned that more must be done to boost sluggish domestic consumption as exports face the knock-on effects of global trade turmoil.
Retail sales rose far less than expected last month and were much weaker than May, suggesting efforts to kickstart consumption have fallen flat.
"We are still facing a very severe and complex situation. Global changes are unstable and uncertain. Some of our policies will provide some new responses according to the times and circumstances," Wang Wentao told journalists at a news briefing.
"Our toolbox is plentiful, and we will be fully prepared."
Asked specifically about China's reliance on exports, Wang suggested the government was preparing policies to "further stimulate the momentum of our consumption development."
"China's economy is improving, and the long-term fundamentals have not changed, the consumption market's characteristics of great potential, strong resilience and vitality have not changed," he said.
Wang also namechecked Beijing-based toymaker Pop Mart, whose Labubu monster dolls have become a must-have item internationally, adorning the handbags of celebrities such as Rihanna and Dua Lipa.
"We are also promoting new forms of consumption... for example Pop Mart, these kinds of new trends, new fashions and styles... the Labubu phenomenon has swept the world," he said.
Beijing is battling to shift towards a growth model propelled more by domestic demand than the traditional key drivers of infrastructure investment, manufacturing and exports.
That desired transformation has become more urgent since Donald Trump came to office.
The US president has imposed tolls on China and most other major trading partners, upending trade norms and endangering Beijing's exports at a time it needs them more than ever to stimulate economic activity.
The two superpowers have sought to de-escalate their row after reaching a framework for a deal at talks in London last month, but observers warn of lingering uncertainty.
Wang said Friday that despite "storms and rain", Washington remained an important trading partner.
Even though China-US trade has declined proportionally for each country, overall bilateral trade has remained stable, Wang said.
The firm economic and popular basis for US-China cooperation "makes artificial decoupling and severing supply chains impossible", he said.
Yet an inconsistent tune has "severely impacted and disrupted normal trade cooperation between China and the United States."
Since Trump's first term, "the trend of the trade frictions provoked by the United States has had ups and downs", Wang said.

The company expects third-quarter revenue of $535 million to $545 million, well above analysts' average estimate of $473 million, according to data compiled by LSEG. It projected quarterly adjusted earnings before interest, taxes, depreciation, and amortization of $185 million to $195 million, compared with estimates of $160.4 million. Second quarter revenue rose 78% to $500 million, beating estimates of $426 million. Its profit came in at 45 cents per share, topping expectations of 19 cents. Reddit said its machine translation feature now supports 23 languages, helping fuel user growth across Asia Pacific, Europe and Latin America. Daily active unique visitors increased 21% to 110.4 million in the quarter ended June 30, while global average revenue per user jumped 47% to $4.53, the company said. A report by the Hydrogen Council and international consultancy firm McKinsey said more than 60 countries, including Malaysia, had introduced hydrogen strategies and the number of planned projects worldwide had jumped from 200 in 2021 to more than 1,500 today. Europe leads the charge, with 617 projects and US$199 billion in announced investments. The report noted that realising these initiatives could require up to US$680 billion in investment by 2030. However, the report noted that hydrogen faced considerable hurdles. Reducing infrastructure costs is essential to ensure hydrogen can be competitive with other energy sources. At the same time, stringent safety standards must be enforced to mitigate hazards such as fire and explosion. As hydrogen becomes integrated into the global economy, insurers can expect to see a significant increase in demand for coverage, with Allianz Commercial expecting the insurance market for hydrogen project coverage to grow to over US$3 billion in premiums by 2030. "Insurers have a key role to play in the development of the hydrogen economy, enabling investment and innovation, and providing risk management advice and guidance. "Collaboration and knowledge-sharing within this industry are essential for developing best practices and building expertise," said Anthony Vassallo, global head of natural resources at Allianz Commercial. Vassallo added that energy, natural resources and liability lines were likely to be most impacted by hydrogen-related risks over the next five to 10 years, followed by property and marine insurance. Hydrogen has long been used in chemical industries, but its expansion into new sectors — including transportation and energy generation — requires a substantial upgrade in risk management strategies. Hydrogen storage, high-temperature combustion, fuel cell vehicle usage and cryogenic fuel handling all bring significant safety challenges. "Hydrogen holds significant promise in driving the energy transition across the Asia-Pacific region, and we are already seeing power generation projects being developed that are designed to run with hydrogen as a potential fuel source. "Further collaboration between countries can also be expected in areas such as storage and transportation infrastructure that will help to accelerate the deployment of hydrogen in the region," said Trent Cannings, regional head of natural resources and construction and head of speciality hub at Allianz Commercial Asia Pacific. The San Francisco-based 9th U.S. Circuit Court of Appeals rejected claims from Google that the trial judge made legal errors in the antitrust case that unfairly benefited "Fortnite" maker Epic Games, which filed the lawsuit in 2020. Epic accused Google of monopolizing how consumers access apps on Android devices and pay for transactions within apps. The Cary, North Carolina-based company convinced a San Francisco jury in 2023 that Google illegally stifled competition. U.S. District Judge James Donato in San Francisco ordered Google in October to restore competition by allowing users to download rival app stores within its Play store and by making Play's app catalog available to those competitors, among other reforms. Donato's order was on hold pending the outcome of the 9th Circuit appeal. The court's decision can be appealed to the U.S. Supreme Court. Google told the appeals court that the tech company's Play store competes with Apple's App Store, and that Donato unfairly barred Google from making that point to contest Epic's antitrust claims. The tech giant also argued that a jury should never have heard Epic's lawsuit because it sought to enjoin Google's conduct — a request normally decided by a judge — and not collect damages. Epic has defended the verdict and court injunction, telling the 9th Circuit judges that the Android app market has been "suffering under anti-competitive behavior for the better part of a decade." In the trial court and in the appeal, Epic disputed arguments by Google that changes to its app business ordered by the court would harm user privacy and security. Microsoft filed a brief backing Epic, as did the U.S. Justice Department and Federal Trade Commission. Epic separately is battling Apple over a U.S. judge's order requiring the iPhone maker to give developers greater freedom to steer consumers to make purchases outside its App Store.
