Immigration Detains 13 Foreigners Running Illegal Homestay Business

KUALA LUMPUR, June 5 (Bernama) -- The Immigration Department busted a homestay racket run by foreigners in a special operation carried out around Jalan Ipoh and Jalan Sultan Ismail here on Tuesday.
Immigration deputy director-general (Management) Ismail Mokhtar said in the operation, which began at 2.57 pm, 13 illegal immigrants aged between 24 and 40 were arrested for acting as 'homestay agents.'
'Based on public information and intelligence gathered over two weeks, the operations team was organised to move to the location and arrested nine men and one woman from Bangladesh, one Indonesian man, as well as one woman each from India and the Philippines,' he said in a statement today.
Ismail stated that of the figure, three men and one woman from Bangladesh, the Indonesian man and the Indian woman, were suspected of committing offences under Regulation 39b of the Immigration Regulations 1963.
The rest were detained on suspicion of committing offences under Section 6(3) of the Immigration Act 1959/63. All of them were taken to the Putrajaya Immigration headquarters for further action.
Ismail stated that six local citizens and one Bangladeshi man were given notice to appear at the immigration office to assist with investigations.
'All the foreigners detained were managing the illegal homestay business in Malaysia by renting properties from local citizens.
'Customers place their bookings online, and these foreigners would manage the transactions. Rental charges range from RM80 to RM400 per night, depending on room size, and this homestay racket is believed to have been operating for a year,' he said.
According to Ismail, the operations team also seized copies of tenancy agreements, four Bangladeshi passports, one Indonesian and one Indian passport each, 48 (room) access cards, a laptop, three mobile phones, homestay guest information forms and cash totalling RM74,000 and USD2,160.

PETALING JAYA: The Enforcement Agency Integrity Commission (EAIC) is set to release the findings of its months-long investigation into the Immigration Department, focusing on allegations of corruption and procedural abuse linked to the issuance of medical tourism visas. The probe, centred on the 'counter setting' operation at KL International Airport (KLIA), has been ongoing since late last year. A representative from the EAIC confirmed the investigation team has completed its report, though declined to provide further details. 'The report has been finalised and a statement will be issued to the media,' the commission's representative told theSun. Launched in October 2024, the investigation focused on claims that foreign nationals were granted medical treatment visas without following standard procedures. The daily had previously reported concerns from healthcare industry experts regarding loopholes in the issuance of medical tourism visas, with some recipients allegedly having never sought treatment at the designated medical facilities. 'Yes, it does happen. For example, someone claims they're visiting a hospital, submits the required documents, but never shows up. They may not even pursue any medical treatment at all once in the country,' said a medical expert involved in the health tourism sector on condition of anonymity. A source from the Immigration Department acknowledged the issue, adding that the matter remained under investigation. 'We have not received any findings yet as the EAIC has not disclosed the outcome of their investigation. 'However, this issue has indeed occurred.' In response to the allegations, the EAIC formed a special task force under Section 17(1) of the EAIC Act 2009 to investigate misconduct. Led by commissioner Datuk Seri Dr Razali Ab Malik, the task force examined the improper issuance of social visit passes under the medical treatment category. In October 2024, investigators seized 156 visa application files from the Immigration Department's Visa, Pass and Permit Division in Putrajaya. Meanwhile, the Malaysian Anti-Corruption Commission (MACC) exposed a 'counter setting' syndicate at KLIA, in which immigration officers were accused of facilitating the entry of foreign nationals through designated counters in exchange for bribes. The MACC attributed the misconduct to systemic weaknesses within the department, including inadequate officer rotation and lack of internal oversight. Immigration director-general Datuk Zakaria Shaaban has since reaffirmed the department's zero-tolerance stance on corruption, pledging firm disciplinary action against any staff involved, regardless of rank. In January, it was reported that Home Minister Datuk Seri Saifuddin Nasution Ismail had raised concerns over the misuse of medical tourism visas. He highlighted the emergence of fake clinics and counterfeit medical certificates, particularly in states such as Penang, Malacca and Johor, which are popular among medical tourists. Saifuddin revealed that the Immigration Department had detected cases where visas were obtained using falsified documents and through unlicensed clinics. He stressed the ministry's commitment to enhancing scrutiny of visa applications to curb abuse. Subsequent investigations led to a joint operation by the Immigration Department and Health Ministry, resulting in the arrest of 10 Bangladeshi nationals during raids on clinics run by foreign doctors at nine locations across Kuala Lumpur. As of Feb 22, immigration officers have been questioned in connection with the investigation. Saifuddin told the Dewan Rakyat that the ministry is taking the matter seriously, and upholding a zero-tolerance policy towards breaches of integrity by its officers.

Selangor police chief Datuk Hussein Omar Khan said among those arrested were the gang leader, a local man working as an e-hailing driver and his foreign lover, who are believed to have been actively carrying out drug trafficking activities for the past eight months. In the first raid on a house in Bukit Jalil at about 5.50pm on Tuesday, police nabbed a man and a foreign woman, and seized 4,656g of methylenedioxymethamphetamine (MDMA) or ecstasy powder and three litres of juice suspected of containing drugs. 'The second raid was conducted on a house in Semenyih and led to the arrest of a man and the seizure of powdery substances believed to be MDMA weighing 230g, followed by a third raid at 6.10pm in Puchong where a male suspect was held and 966.10g of MDMA seized. 'At 10.30pm, we conducted raid number four on a house in Kajang. 'We arrested a man and seized 110 vape cartridges suspected of containing 2,880g of drugs,' Comm Hussein told Bernama at a media conference here yesterday. He added that the suspect then led police to a house in Kajang, where they seized MDMA powder weighing 21,452g, ketamine (4,722g), MDMA pills (641g) and Erimin-5 pills (1,960g). Following interrogation, police then arrested three men and a woman believed to be involved with the syndicate around Selangor and Kuala Lumpur. 'In addition to the syndicate leader and his lover, who has lived in the country for the past 10 years, seven other suspects, all aged between 24 and 38, worked as food traders, personal shoppers and barbers. 'Six of them tested positive for drugs and three tested negative, while three had previous records related to crime and drugs.' Comm Hussein said the syndicate targeted entertainment centres around the Klang Valley to sell to individuals. He added that police also seized five vehicles along with jewellery, watches, luxury handbags and cash, with the total seizure amounting to RM341,449.16. 'This success is a result of the intelligence we carried out for two months. All suspects have been remanded for seven days, with the case being investigated under Section 39B of the Dangerous Drugs Act 1952.'

SHAH ALAM: Police have confirmed that there was no criminal element involved in the death of a Taiwanese man who was run over by a train at the Pusat Bandar Puchong LRT station on Tuesday. Selangor police chief Datuk Hussein Omar Khan said the incident was the result of the victim's own actions, and the case remains classified as sudden death. 'We have evidence indicating that the victim fell due to his own actions,' he told reporters here yesterday, Bernama reported. Earlier reports stated that CCTV footage showed the 63-year-old man, who entered Malaysia on May 31, walking alone before falling onto the tracks.
