
No longer a must: Over 6,000 medicos in Karnataka exempted from rural duty
According to the list released Monday, 1,772 have been allotted various postings.
As per the notification issued by the department of health and family welfare, a merit list of students who studied in the govt quota of govt and private colleges and completed their internship in 2024 and 2025 was drawn up. The students were allowed to exercise their choice, which included exemption. An allotment list was released in which 7,574 students were allocated as per their preferences, and 261 students were allotted through computerised random allotment.

"The govt had only around 1,772 posts available for recruitment. So, as per the amendment in the Act, we have prepared the merit list and given the students their choices," a commissionerate official said.
The students will get a stipend based on the department where they are allotted. While in the medical education department, the stipend is Rs 50,000 per month, it is Rs 62,666 in the health and welfare department and Rs 75,000 in the National Health Mission.
The Karnataka Compulsory Service by Candidates Completed Medical Courses (Counselling, Allotment and Certification) (Amendment) Rules-2024 stated that candidates have the option to either choose a preferred location for one-year compulsory service or exemption based on merit in the online counselling. The online counselling system shall allocate the chosen place of service or exemption in accordance with the candidate's merit and choice indicated.
The state govt introduced this amendment after it realised that there are not as many posts as the number of graduates nor enough money to pay these graduates for their service.
The Karnataka Compulsory Service Training By Candidates Completed Medical Courses Act-2012, introduced in 2015, was an ambitious law to get all medical graduates — MBBS holders, PG degree and diploma holders, and super specialists — including from private and deemed universities, to render compulsory services.
However, the law faced a legal challenge and the Karnataka high court in 2020 upheld an amended version of the Act after the word "training" was removed.
The govt's problems, however, had only began. The Act ran into multiple issues, including a lack of posts and money and more legal challenges, prompting the govt to amend the law twice again. Realising that it neither had the posts nor the money to accommodate and pay all the medical graduates, the govt amended the Act.
Ten years after it was enacted, the law has come full circle.
The first amendment in 2024 saw the govt specifying that the compulsory posting is restricted to available vacancies. Merit-based exemption was provided. Exemption was also extended to graduates joining state and central govt services. The 2024 amendment also reduced the stipend to be paid as envisaged by the original Act and left it to the discretion of the govt.
The second amendment, enacted by way of an ordinance in May this year, made it clear that govt seat candidates will be posted first, and private seat candidates may be posted later.

Patiala: Punjab governor Gulab Chand Kataria inaugurated a specially designed Dark Room Lab at Vaani School for Hearing Impaired, Patiala, on Tuesday. Earlier, health minister Dr Balbir Singh welcomed the governor and said the Punjab govt was committed to ensuring that children with special needs flourish at par with society. Referring to Thomas Edison, he said every child possessed unique abilities. "Such children are the special flowers of Rangla Punjab, and the govt is determined to recognise and promote their talent," said Dr Balbir Singh, while assuring support for the growth of Vaani School. Fresh certificates In a what is seen as a landmark judgment on transgender rights across the country, the Manipur High Court has directed the state educational department to immediately issue fresh academic certificates reflecting the new name and gender identity of transwoman doctor Beoncy Laishram. The 32-year-old doctor had filed a petition at the court to change her name and gender from transgender to female in her education certificates. She had undergone a gender reassignment surgery in 2019. Ms Beoncy hails from Kwakwa in Imphal West and had become the first transgender from Manipur in 2018 to have become a doctor. She is also the first ever transgender doctor in entire northeast region. In the court's order, the authorities have been asked to issue fresh certificates with gender "female" under the name "Beoncy Laishram," replacing the original entries of "male" and "Boboi Laishram." In her petition, the doctor has claimed that there was a refusal of the education boards and the state medical council to update her details in terms of name and gender and this refusal has prevented her from doing her post graduation in medicine, due to which she could not appear for the NEET-PG. The doctor was issued with a transgender certificate by the Imphal West district magistrate under the Transgender Persons (Protection of Rights) Act, 2019 that recognised her new name and her identity as a female. With the help of that certificate, she had been reissued an Aadhaar, Voter ID and PAN cards. But the Board of Secondary Education Manipur (BOSEM), Council of Higher Secondary Education Manipur (COHSEM), Manipur University, and Manipur Medical Council rejected the certificate and didn't issue her fresh certificates. That has caused inconsistency in her documents and therefore she was unable to apply for any official work or even apply for higher studies.

Cabinet approves setting up of electronic manufacturing hub
Bhopal: The state cabinet, headed by CM Mohan Yadav, on Tuesday approved the establishment of an Electronic Manufacturing Cluster at Bandikhedi village, Berasia tehsil in Bhopal district, under the govt of India's EMC 2.0 project. Briefing reporters after the cabinet meeting, the minister for urban administration, Kailash Vijayvargiya, said, "This is a major achievement of our govt. We required a centre for research and development of electronic manufacturing." The cluster will promote the Electronics System Design and Manufacturing (ESDM) sector with world-class infrastructure and Common Facility Centres (CFCs). "For the project, 210.21 acres of land were allocated, and approval was granted for a total project cost of Rs 371.95 crore, of which Rs 146.63 crore will come as the central share and Rs 225.32 crore from the state," Vijayvargiya said. A state govt release stated, "The EMC 2.0 scheme will play a key role in realising the vision of Digital India and Make in India, besides providing upgraded technical infrastructure, common facilities, and a strong base for the electronics industry. The govt approved 1,570 posts for these ayurvedic centres. Each division in the state will now have one Ayurvedic Medical College, strengthening Ayurveda-based healthcare and the wellness industry, the minister said. The colleges will be funded under the National AYUSH Mission, with an allocation of Rs 70 crore for each ayurvedic college, totalling Rs 350 crore, to be paid in a 60:40 ratio between the Centre and the state. Each campus will include a college building, a 100-bed hospital, hostels for boys and girls, residential quarters, and a pharmacy building as per prescribed standards. The cabinet approved the establishment of a Department of Endocrinology at Gandhi Medical College, Bhopal, along with 20 new posts, including one professor, one associate professor, two senior residents, and two junior residents. In yet another decision, the cabinet decided to provide scholarships for 12 months instead of 10 months for mess facilities in tribal hostels operated under the Tribal Welfare Department. The scholarships, based on student attendance, currently stand at Rs 1,650 per month for boys and Rs 1,700 per month for girls. The council of ministers approved the 'Geeta Bhavan' scheme to promote reading, cultural and literary activities, and provide well-equipped study centres in urban local bodies. "Chief Minister Mohan Yadav wants one Geeta Bhavan to be established in every district, which we want to be completed in the next five years," Kailash Vijayvargiya claimed. The scheme will run from 2025-26 to 2029-30. The state govt will provide financial support for the construction, expansion, and maintenance of 'Geeta Bhavans'. On Tuesday, the cabinet decided to complete the liquidation of Morena Division Cooperative Sugar Factory, Kailaras, and transfer its 22.34 hectares of land to the govt. The factory will be handed over to the MSME department for the development of employment-based industries in Morena district. An amount of approximately Rs 61 crore will be provided through the MSME department to settle dues of employees, farmers, and other liabilities. Plant and machinery will be sold through a transparent process by the Department of Public Asset Management, the state govt said. The sugar factory, registered in 1965, remained non-functional due to irrigation issues, a shortage of sugarcane, and managerial reasons, and was closed since 2008-09 with accumulated liabilities of Rs 54.81 crore.
