
Punjab governor Gulab Chand Kataria inaugurates Dark Room Lab for children with special needs
The governor provided a financial support of Rs 20 lakh to the project through the Punjab Child Welfare Council for autistic and intellectually disabled children.

Kataria said the real progress of the nation lies in improving the lives of children with special needs. He expressed confidence that the Dark Room Lab would help calm hyperactivity and aggression, thereby creating a better learning environment for such students.
The governor urged the citizens, NGOs and social workers to extend full support to the Punjab Child Welfare Council, which has been working for the children's welfare since 1962.
Appreciating the efforts of the council, deputy commissioner Dr Preeti Yadav and Vaani School teachers, Kataria said if the hidden talents of such children were nurtured, they could become valuable contributors to society.
He also praised the Punjab govt's campaign against drugs, reminding that Punjabis had always made sacrifices, whether in the freedom struggle or as the nation's food providers. They must now unite to eliminate the drug menace, said the governor.
He urged all to imbibe the spirit of sacrifice shown by the younger Sahibzadas, Baba Zorawar Singh and Baba Fateh Singh.
Earlier, health minister Dr Balbir Singh welcomed the governor and said the Punjab govt was committed to ensuring that children with special needs flourish at par with society. Referring to Thomas Edison, he said every child possessed unique abilities. "Such children are the special flowers of Rangla Punjab, and the govt is determined to recognise and promote their talent," said Dr Balbir Singh, while assuring support for the growth of Vaani School.
Secretary, Punjab Child Welfare Council, Pritam Sandhu shared the details of the council's initiatives.

'Want To Make India Game Development Capital': Centre On Online Gaming Bill
New Delhi: The government wants to make India the 'game development capital of the world' and hopes the proposed Promotion and Regulation of Online Gaming Bill, 2025 - tabled in the Lok Sabha Wednesday afternoon - will set the country's game development industry on that path. The intent is clear, S Krishnan, Secretary of the Ministry of Electronics and Information Technology, told NDTV. The bill creates a category for 'safe' online games, i.e., e-sports and online social games, and the development of these will be backed by the government. It also cracks down on money-based games and gaming platforms offering gambling opportunities, including poker, rummy, and other card games, arguing these lure people with false promise of large and quick payouts and lead to financial and emotional distress. The point of difference between these two categories - i.e., 'skill' vs 'chance' - has been a grey area for quite some time, allowing some operators to cloak gambling games as 'skill-based'. "One of the issues that came up repeatedly in meetings with the gaming sector is clarity on classification. Parts of the sector believe some people and platforms are causing financial and social distress, related to addiction, and that are tarred by association," Mr Krishnan told NDTV. "One part of the gaming industry is doing that whereas another is more positively oriented... in terms of gamification creative content development. That portion needs to be encouraged. For that, a clear delineation needs to be made and has been offered in this bill..." he said. Mr Krishnan also said concerns over online money games, or online gambling platforms, had been flagged by political leaders from different parties, including those from the opposition. "The point here is between 'skill' and 'luck'... this grey area was used to argue what suited operators in different jurisdictions. But there are no game of pure chance... that is like a coin toss, and the outcome should be 50-50. That doesn't happen in these games," he explained. It also proposes stricter oversight of platforms, particularly those offering real-money games, such as poker. Sources said people who play these games are victims (and) will not be punished... but there will be action against those who run real money gaming platforms, facilitate transactions, etc. Last week, in connection with a federal investigation into illegal betting apps - which masquerade as 'a game of skill' to appear different from gambling games, which are outlawed by Indian laws - sources told NDTV this 'market' is worth Rs 8.3 lakh crore and is growing at 30 per cent annually.

Centre for exempting insurance premium for individuals from GST
Agency: PTI Last Updated: New Delhi, Aug 20 (PTI) The Centre has proposed exempting life and health insurance policies for individuals from GST, Bihar Deputy Chief Minister and convenor of insurance GoM Samrat Choudhary said on Wednesday. Currently, health and life insurance premium attracts 18 per cent GST. The 13-member state Group of Ministers on insurance held a meeting on Wednesday. Almost all states were in favour of the proposal, but they asked the GST Council to device a mechanism by which the GST rate cut benefits are passed on to the customer, said Telangana Deputy Chief Minister Mallu Bhatti Vikramarka, a member of the GoM. 'We made it clear that the GST reduction benefit should go to policyholders and not companies, some mechanism has to be developed. 'States wanted it (tax rate) to be brought down or exempt. At the same time many states told the (GoM) meeting that some mechanism must be developed so that rate cut benefit reaches the people. The GST Council will decide a mechanism," Vikramarka said. About Rs 9,700 crore annual revenue loss is estimated on account of GST exemption to individual insurance policies, he said. The GoM will submit its report to the GST Council. The report will also include views and concerns expressed by some state finance ministers, Choudhary said. 'The Centre's proposal is clear that individual insurance policies should be exempt from GST. This has been discussed and the GoM report will be presented to the Council," Choudhary told reporters here after the meeting of the GoM. 'All members have given their approval for lowering rates. Some states have given their own views," he said, adding a final call on rates will be taken by the Council. The Centre's proposal on insurance is part of the overall next-Gen GST reform proposal under which goods and services tax will be levied at 2 rates– 5 and 18 per cent — based on categorisation of products as merit and standard. The GoM on health and life insurance was set up in September to suggest tax rates. The panel, which includes ministers from Uttar Pradesh, Rajasthan, West Bengal, Karnataka, Kerala, Andhra Pradesh, Goa, Gujarat, Meghalaya, Punjab, Tamil Nadu and Telangana, has been mandated to submit its report to the GST Council by October end. In 2023-24, the Centre and states collected Rs 8,262.94 crore through GST on health insurance premium, while Rs 1,484.36 crore was collected on account of GST on health reinsurance premium.
