
Hotel tycoon unveils rival Heathrow expansion plan with shorter third runway
Building a 2,800-metre third runway instead of the full-length 3,500-metre runway planned by the airport would result in 'reduced risk' and avoid 'spiralling cost', the company said.
A shorter runway could have limits on its use, although Arora Group insisted it would be able to accommodate aircraft of all sizes.
Arora Group's Heathrow West proposal states the new runway could be fully operational by 2035, while a new terminal would open in two phases, in 2036 and 2040.
The plan, developed with infrastructure company Bechtel, has a cost estimate of under £25 billion, not including the redevelopment of the airport's existing central area.
Mr Arora, who is one of the largest landowners at Heathrow, said: 'After a decade working with our world-leading design and delivery team, I am very proud that the Arora Group can finally unveil to the UK Government our Heathrow West proposal, which directly meets and supports the United Kingdom's primary objective of unlocking economic growth at the UK's only hub airport, with a strong commitment of doing so on-budget and on-time.
'The Arora Group has a proven track record of delivering on-time and on-budget projects including in and around Heathrow airport.
'We are delighted that the Government has taken a common-sense approach to invite proposals from all interested parties for the very first time rather than granting exclusivity to the current airport operator, no matter its track record.'
Mr Arora has repeatedly accused the airport of wasting money.
In December 2024, French company Ardian completed a deal to become Heathrow's largest shareholder with a 23% stake, while Saudi Arabia's sovereign wealth fund purchased a 15% share.
Chancellor Rachel Reeves gave her backing for a third runway in a speech on growth in January.
Heathrow will submit its own expansion plan to the Government on Thursday.
Transport Secretary Heidi Alexander will then review the Airports National Policy Statement, which provides the basis for decision-making on any Development Consent Order application.
Heathrow is understood to be open to a discussion with airlines about building a shorter runway if it can deliver the same benefits.
The airport declined to comment on the Arora Group's proposal.

Brits warned to 'have restraint' as EU seaside spot unveils brutal clampdown
Almost a dozen tourists were fined up to £130 last month for flouting a little-known rule in one of France's most acclaimed seaside resorts, as visitors are told to have 'a little restraint, please' A popular seaside resort is threatening rule-breaking Brits with hefty fines for making one simple mistake. Famed for its 6.8-mile stretch of golden sand, emerald waters, and all-round charm, Les Sables-d'Olonne has quickly become a hotspot for both international and domestic tourists. Situated on the Atlantic coast of western France, in the acclaimed Vendée subprefecture, this tiny port is jam-packed with things to do - from pristine golf courses, adrenaline-pumping water sports and its very own zoo. However, Mayor Yannic Moreau has recently warned tourists to have a 'little restraint' as the resort continues to clamp down on holidaymakers wearing their swimsuits in public. The town first introduced a strict rule of wearing bikinis and swim shorts outside of the beach area back in 2020, and is determined to make the policy stick. Just last month, officials fined 10 people - all of whom were actually French - up to €150 (around £130). It comes after a warning to Brit tourists planning all-inclusive holidays to Spain. According to the New York Times, the politician fumed: "If you go to a market to buy local food - fruits, vegetables, meat [etc] - you cannot be half-naked with hair falling onto vegetables. "It's a matter of decency... I don't know if it's a reflex to show one's muscles or to tan more quickly and not lose an hour of sunlight." Mr Moreau added that tourists wanting to be 'half or fully naked' can do so at the beach, as Sables d'Olonne actually has its own nudist beach. In a recent social media post, he argued the rule had been implemented due to respect and hygiene, adding: "You do not want to be in contact with your neighbour's skin." Of course, France is not the only country clamping down on scantily-clad tourists this summer. Over in the Spanish city of Málaga, the government has been displaying 10 strict rules visitors must follow as part of its 'Improve Your Stay' campaign, which first launched in 2024. As previously reported, these demands have been displayed on buses, billboards and across social media and are designed to 'ease tensions between tourists and residents' following a string of protests that have plagued the country in recent months. The main rule: "Dress completely." While wearing a bikini or your swim shorts is perfectly acceptable when kicking back at your hotel pool or enjoying a day at the beach - wearing these types of clothing in the streets could result in a hefty fine of up to €750 (almost £650). "In some parts of Spain it's illegal to be in the street wearing only a bikini or swimming shorts," the FCDO states. "Being bare-chested is also illegal in some areas in Spain. You could be fined if you're caught wearing swimwear on the seafront promenade or adjacent streets." Portugal is another country cracking down on swimwear, particularly in the Brit-riddled hotspot of the Algarve. Tourists found showing too much skin when outside of 'exempted areas' such as hotels, beaches, beach access points, and swimming pools, may soon be fined a whopping £1,250.

Record installations of solar panels, batteries and heat pumps so far in 2025
Data from MCS (Microgeneration Certification Scheme), the quality mark for small-scale renewables, found there were more than 172,000 certified installations between January and June this year. That is up 37% from the same period in 2024 and a third above the previous record high start to the year, in 2023, the figures show. The MCS said the jump in installations was being driven by three technologies: solar panels, electric heat pumps and battery storage. The top technology is solar panels, with 123,000 certified installations in the first six months of 2025 – a record that breaks the previous January-to-June high set in 2012. There were more than 18,000 installations of batteries, which can allow households to capture excess power from solar panels or charge up from the grid when electricity is cheap and then use it at more expensive peak times to cut bills. The figure is more than double the near 8,000 batteries installed in the same period in 2024, the MCS said. Meanwhile, certified installations of highly efficient heat pumps, which run on electricity to draw heat from the air or ground to warm homes and heat water, reached 30,000 in the first half of the year, up 12% on the first half of 2024. The figures also show that there were almost 50,000 renewable installations on newbuild properties, accounting for 28% of the total for the year so far, and significantly up on the first half of 2024, when they made up 21% of the 125,000 installations overall. The MCS said that, with the Future Homes Standard set to mandate solar panels and low carbon heating in newbuild homes from 2027, there was massive potential for growth in the low carbon tech industry as the Government attempts to boost house building. And the organisation said one of the key drivers behind the increasing number of renewable installations was government financial support, through schemes such as the £7,500 grant for new heat pumps to replace boilers in homes. The latest available figures from January to March show that about three quarters of heat pump installations were wholly or partially supported with government funding. Ian Rippin, chief executive at MCS, said: 'Across all renewable technologies, we are seeing a dramatic rise in the number of installations being delivered into homes, helping to reduce energy bills for consumers and drive down emissions. 'Crucially, there are also more MCS certified installers than ever before, which means a growing capacity to deliver high-quality installations at volume into people's homes.' Miatta Fahnbulleh, minister for energy consumers, said: 'People can save hundreds of pounds off their energy bills when installing renewable and low-carbon technologies like solar panels, heat pumps and batteries. 'So, it is no wonder that installations in the first six months of 2025 have broken records, as households recognise it just makes financial sense.'
