Windsor police say a 69-year-old man convicted of second-degree murder over 30 years ago has been arrested after allegedly driving impaired and violating the conditions of his parole.
Officers responded to a report of a motor vehicle collision near Tecumseh Road East and Lincoln Road shortly after 7:30 p.m. on Aug. 12. They arrived to find a black SUV with its front passenger side resting atop the hood and windshield of a parked vehicle.
When speaking with the driver, officers say they detected a strong smell of alcohol and other signs of impairment.
Further investigation revealed that the suspect, Bryan Hellam, was under strict parole conditions prohibiting alcohol consumption, stemming from his 1992 conviction for second-degree murder.
Hellam was arrested and charged with:
Impaired operation of a conveyance
Exceed blood alcohol concentration
Failure to comply with a release order

The service posted to social media that over this past week the Traffic Enforcement Unit conducted targeted patrols across the city. From Monday to Thursday, officers issued a total of 237 tickets for a range of driving offences - with 61 tickets laid on Thursday alone. Police state that one of the most serious incidents involved a vehicle stopped for stunt driving in the 2200 block of South Cameron Boulevard. 26 arrested after police crack down on retails thefts

Windsor police officers arrested 26 people during a three-day blitz cracking down on retail thefts. From Aug. 12 to 14, the Windsor Police Problem-Oriented Policing (POP) Unit and the Retail Theft Unit partnered with loss prevention teams at nine local stores to prevent and deter shoplifting. Officers arrested a total of 26 people, laid 30 criminal charges, and recovered over $3,200 in stolen property. Five of those arrested also had outstanding warrants. Police say one notable arrest involved a man who allegedly stole items from a store in the 7300 block of Catherine Street and threatened an employee when confronted. Later the same day, he reportedly attempted to steal merchandise from another store in the 7200 block of Tecumseh Road East. He was arrested and charged with robbery and theft under $5,000. He has 11 previous theft charges so far this year. 'Shoplifting isn't a victimless crime. It affects businesses, drives up costs for everyone, and can create unsafe situations for staff and customers,' said Insp. Jennifer Crosby. 'By working closely with our retail partners, our officers are taking a proactive approach to keep our community safe and hold offenders accountable.'
