Review of Central govt employees emerges as flashpoint at DU's Executive Council meeting

A nod to several key academic and administrative decisions, including the syllabi for semesters VII and VIII under the four-year undergraduate programme mandated by the National Education Policy (NEP) 2020, was among the highlights as the University of Delhi held its 1275th Executive Council (EC) meeting on Friday. However, the meeting, chaired by Vice Chancellor Yogesh Singh, also witnessed sharp criticism from several faculty members over the inclusion of an agenda item concerning the 'periodical review of Central government employees for strengthening the administration,' which some teachers described as a 'potentially punitive measure targeting job security in academia'.
Maya John, a member of the Academic Council, said, 'This Office Memorandum issued by the Department of Personnel and Training (DoPT) regarding the review represents a highly objectionable and unfortunate measure… It conflates university faculty with Central government employees, despite the Delhi High Court's judgment that such rules do not apply to centrally-funded Higher Education Institution faculty.'
John also opposed the EC-approved report on the determination of faculty seniority. 'Unfortunately, the report fixes an arbitrary cut-off date of April 2022, denying many new permanent teachers due recognition for past service,' she said, adding that the statutes used to calculate seniority do not reflect the University's post-reservation structure.
EC member Aman Kumar told PTI that Vice Chancellor Prof. Yogesh Singh has formed a nine-member committee to review the DoPT notification mandating periodic review of employees aged 50 or above and enabling compulsory retirement where applicable.
On the NEP's implementation, John reiterated longstanding concerns from faculty about the absence of increased funding or teaching positions. 'There is no commitment to quality academics when faculty shortages are ignored. The administration has refused to discuss these concerns in statutory bodies.'
Several faculty members also alleged political interference in the finalisation of syllabi. Rudrashish Chakraborty, elected member of the DUTA Executive, said the syllabi of flagship departments like Philosophy, History, Sociology, Psychology, and English had been 'mutilated.' 'There has been undue interference by university officials who are not experts in these disciplines,' he said. 'This has led to arbitrary, ideologically motivated insertions that undermine course quality and diminish parity with top global universities.'
But the university, in its release, maintained that curriculum reforms and new courses were passed 'after considering the recommendations made in the DU Academic Council meeting held on May 10'.
Registrar Dr Vikas Gupta addressed concerns about the four-year undergraduate framework under NEP 2020, reaffirming that students would benefit from multiple exit and re-entry points and receive formal credentials at each stage. According to the university's official press release on Friday, 'Every UG course in NEP 2020 is of 4 years, students have the option of multiple exit and multiple entry.' The release added that students who leave the course mid-way would now be entitled to a certificate or degree, which was not the case under earlier education policies.
Meanwhile, the university on Friday also announced that it would 'provide all possible cooperation and support to the Government of India on Operation Sindoor', which was launched this month amid tensions with Pakistan. In a separate development, DU approved a new B.Sc. (Nuclear Medicine Technology) course to be offered at the Army Hospital (R&R), Delhi Cantt., under the Faculty of Medical Sciences, and cleared the launch of postgraduate journalism programmes in both Hindi and English.

A Wisconsin man is facing charges accusing him of forging a letter threatening President Donald Trump's life in an effort to get another man deported. Prosecutors said in a criminal complaint filed Monday that Demetric D. Scott was behind a letter sent to state and federal officials with the return address and name of Ramón Morales Reyes. Scott was charged Monday with felony witness intimidation, identity theft and two counts of bail jumping. His attorney, Robert Hampton III, didn't immediately return an email from The Associated Press seeking comment. Immigration agents arrested Morales Reyes, 54, on May 21 after he dropped his child off at school in Milwaukee. Homeland Security Secretary Kristi Noem announced the arrest, saying he had written a letter threatening to kill Trump and would 'self-deport' to Mexico. The announcement, which also was posted by the White House on its social media accounts, contained an image of the letter as well as a photo of Morales Reyes. But the claim started to unravel as investigators talked to Morales Reyes, who doesn't speak English fluently, and obtained a handwriting sample from him that was different than the handwriting in the letters, according to court documents. Morales Reyes is listed as a victim in the case involving Scott, who is awaiting trial in Milwaukee County Jail on armed robbery and aggravated battery charges. The trial is scheduled for July. Law enforcement officers listened to several calls Scott made from the jail in which he talked about letters that needed to be mailed and a plan to get someone picked up by ICE so Scott's trial could get dismissed, according to the criminal complaint. He also admitted to police that he wrote the letters, documents said. Morales Reyes works as a dishwasher in Milwaukee, where he lives with his wife and three children. He had recently applied for a U visa, which is for people in the country illegally who become victims of serious crimes, said attorney Kime Abduli, who filed that application. Abduli told the Milwaukee Journal Sentinel on Monday that she was glad Morales Reyes was being cleared of any involvement in the letter writing. His deportation defense lawyer, Cain Oulahan, wrote in an email Monday night that the main focus now is to secure Morales Reyes' release from custody and the next step will be to pursue any relief he may qualify for in immigration court. 'While he has a U visa pending, those are unfortunately backlogged for years, so we will be looking at other options to keep him here with his family, which includes his three US citizen children,' Oulahan wrote.

The Union Ministry of Home Affairs (MHA) on Tuesday (June 3, 2025) introduced new policies on reservation, languages, domicile and composition of hill councils for the Union Territory (UT) of Ladakh. These policies pave way to 85% of reservation for the Scheduled Tribes (ST) in government jobs. Only citizens who have had a continuous 15-year stay in the region, beginning 2019, will be considered domiciles, according to a consensus reached at a high-powered committee meeting between civil society leaders and the Ministry of Home Affairs (MHA) officials on May 27, 2025. Any 'outsider' who settled in Ladakh after its special status along with that of Jammu and Kashmir (J&K) was struck down in 2019 will be considered a domicile only after 2034. The J&K domicile policy notified in 2020 removed the concept of permanent residents stating that anyone 'who has resided for 15 years in the UT of J&K or has studied for seven years and appeared in Class 10th /12th examination in an educational institution located in the UT of J&K or who is registered as a migrant by the Relief and Rehabilitation Commissioner (Migrants)' will be considered a domicile. According to the notification released by MHA, in a first, one-third of the seats will be reserved for women in the hill councils. English, Hindi, Urdu, Bhoti and Purgi languages shall be the official languages of the UT. Currently, at least 80% of vacancies are reserved for Scheduled Tribes (ST), 4% for people living along the Line of Actual Control/Line of Control, 1% for Scheduled Castes and 10% for Economically Weaker Sections (EWS). During the December 3 talks, the MHA had proposed a 95% reservation in government jobs for locals in Ladakh and a one-third reservation for women in hill councils. The HPC led by Minister of State for Home Nityanand Rai was first constituted in January 2023 to address the concerns of people in Ladakh. The talks broke down in March 2024. In October 2024, climate activist Sonam Wangchuk sat on an indefinite fast in Delhi to draw the government's attention to their demands, after which the MHA agreed to resume talks with civil society leaders from Ladakh on December 3, the same year. The next meeting was held on January 15, and the meeting on May 27, 2025, was the third round of dialogue after the talks resumed. After the special status of the former State of J&K under Article 370 was withdrawn in 2019, Ladakh has been protesting for constitutional safeguards to protect the language, culture and land in the region.
