
How to protect yourself from Vibrio vulnificus, the bacteria found in some coastal waters

Vibrio bacteria thrive in seawater and in the mix of fresh and saltwater found in estuaries and lagoons. Most infections are reported from May to October, and most happen in states along the Gulf Coast.

The Gulf's water is 'the perfect convergence of the right amount of salt and the right amount of heat to let this organism proliferate,' said Dr. Fred Lopez, an infectious diseases specialist at the LSU Health Sciences Center in New Orleans.

At least a dozen kinds of Vibrio can cause human illnesses
The nastiest type is Vibrio vulnificus. It accounts for around 200 of the more than 1,000 Vibrio illnesses each year, according to CDC data.
As many as 1 in 5 of those infections are fatal — a much higher rate than other types of Vibrio bacteria.
Some people become infected by eating eat raw or undercooked shellfish — particularly oysters. But a large percentage fall ill when the person is in ocean or brackish water and the bacteria enter the body through small breaks in the skin.

The antibiotics used to treat food poisoning cases don't work as well when the germ enters through breaks in the skin, Lopez said.
'They may require multiple surgeries to remove dead or infected tissue, and sometimes require amputation,' he said.
Doctors say severe cases are seen more often in elderly patients, people with weakened immune systems, and those with liver disease, diabetes and certain chronic illnesses.
Cases are up in some places, but not all
Louisiana has seen an alarming jump in cases this summer, but other states are not. More cases are expected, as this is peak season for Vibrio vulnificus infections.
'It is really easy to sound unnecessary alarms because cases have increased, or feel too complacent because cases are low,' when data is incomplete, said Salvador Almagro-Moreno, a St. Jude Children's Research Hospital who has studied the germ.
Infections have been reported as far north as New England — Massachusetts recently issued an alert after someone reportedly was infected on Cape Cod.
Scientists say climate change is helping the germs proliferate and spread northward. A 2023 study found that the northernmost case has been shifting by about 30 miles each year, and that cases overall have been rising.
As of late last week, 20 cases of Vibrio vulnificus had been reported among Louisiana residents this year. All were hospitalized and four died, the state's health department said. That's more than twice the average number of cases for this point in the season, and four times the death toll, state officials said.
Cases are not unusually higher in other Gulf States, however.

Florida, which tends to have more infections than other states, has reported 17 Vibrio vulnificus cases and five deaths this year, compared with 82 cases and 19 deaths at the same point last year.
State officials say they typically see more cases in years when Florida is hit by tropical storms, and hurricane season is only just beginning, Lopez noted.

How to prevent infections
Vibrio vulnificus can enter the body through unhealed cuts and scrapes, recent piercings and tattoos, and recent surgical incisions. If you have such a wound, try to stay out of saltwater or brackish water, and cover it with a waterproof bandage if there's a chance of exposure.
If you do come in contact with coastal waters or raw seafood, immediately wash cuts and scrapes thoroughly with soap and clean running water, the CDC advises.
And see a doctor if you start to develop symptoms such as fever, chills, and hot red areas on the skin that start to turn dark and blister.
You can also become infected by eating seafood. Health officials say not to eat raw or undercooked oysters or other seafood, and do not let raw seafood, its drippings, or its juices contaminate other foods.
Oysters are a particular risk, and there is no way to tell if an oyster is contaminated just by looking at it.
Wash hands with soap and water after handing raw shellfish, and wear protective gloves if you have a weakened immune system and are at a higher risk of infection.
Health officials also offer cooking instructions for clams, mussels and other shellfish. They recommend throwing away any with open shells before cooking.
In Pensacola, Stewart said he's advocated — unsuccessfully — for local officials to post signs about the dangers of going into the bay.

750 HHS employees send signed letter to RFK Jr. asking him to stop spreading misinformation
More than 750 employees across the Department of Health and Human Services sent a signed letter to members of Congress and Health Secretary Robert F. Kennedy Jr. on Wednesday morning, calling on the secretary to stop spreading misinformation. The letter states the deadly shooting that occurred at the Atlanta headquarters of the Centers for Disease Control and Prevention on Aug. 8 was "not random" and was driven by "politicized rhetoric." Authorities said the 30-year-old gunman -- who killed a police officer in the attack -- had been harboring yearslong grievances with the COVID-19 vaccine. He believed he suffered negative health effects after he got the vaccine, and the Georgia Bureau of Investigation found written documents at his home indicating that he wanted to make his discontent known. The signatories are accusing Kennedy of endangering the lives of HHS employees by spreading misinformation. Kennedy, who oversees the CDC, has peddled vaccine skepticism throughout his career. Before becoming health secretary, Kennedy falsely called the COVID-19 vaccine the "deadliest vaccine ever made." HHS did not return ABC News' request for comment. "Health and Human Services Secretary Robert F. Kennedy, Jr., is complicit in dismantling America's public health infrastructure and endangering the nation's health by repeatedly spreading inaccurate health information," the letter states. The employees pointed to various examples, such as Kennedy referring to the CDC as a "cesspool of corruption" in a post on X and falsely claiming mRNA vaccines " failed to protect effectively" against COVID and flu. The letter said such "dangerous and deceitful statements and actions" contributed to the harassment and violence experienced by CDC employees. Dr. Shiv Prasad, a scientific review officer at the National Institutes of Health who signed the letter, said he felt compelled to do so for many reasons. "Like my colleagues at the CDC, I am concerned about several things," Prasad, speaking in his personal capacity and not on behalf of NIH or HHS, told ABC News. "One is the misinformation that's being spread, especially concerning vaccines and COVID-19 and it has a way of vilifying federal workers who are working every day to ensure the health of Americans." He went on, "I'm concerned about the safety of HHS workers ... I think we are all potential targets now." The letter called on Kennedy to take a number of actions by Sept. 2, including not spreading inaccurate health information, affirming the scientific integrity of the CDC and guaranteeing the safety of the HHS workforce. Prasad added that he would also like to see action from Dr. Jay Bhattacharya, the director of NIH. Bhattacharya recently supported Kennedy's decision to cancel $500 million in federal funding for mRNA vaccine development, saying the decision was made because "the mRNA platform is no longer viable." Prasad said he and his colleagues would like Bhattacharya "to consider the effect of his words, potential effect on NIH staff, because he has made some comments in the past about the origins of COVID-19 and certainly recently with the NIH moving away from mRNA vaccine technology." "These things are not accepted by the field and, again it's misinformation, and it could lead to it could put us at risk," he continued.

Mistrust in CDC shooting's wake
AROUND THE AGENCIES More than 750 Health and Human Services staffers signed a letter sent to Health Secretary Robert F. Kennedy Jr. and members of Congress this morning, warning that he's 'endangering the nation's health by repeatedly spreading inaccurate health information.' A shooting at the Centers for Disease Control and Prevention's Atlanta headquarters on Aug. 8 was not random, the letter says. The suspected shooter, who law enforcement said was motivated by his distrust of the Covid-19 vaccine, fired multiple rounds into four buildings on the CDC's Atlanta campus. No CDC employees were injured. The shooter died at the scene after shooting and killing a DeKalb County police officer. 'The attack came amid growing mistrust in public institutions, driven by politicized rhetoric that has turned public health professionals from trusted experts into targets of villainization — and now, violence,' the letter warns. Kennedy's actions endanger public health, they argue, pointing to Kennedy referring to the CDC as a 'cesspool of corruption,' saying mRNA vaccines failed to effectively protect against Covid-19 and the flu and then canceling $500 million in mRNA vaccine development projects, and disbanding the CDC's panel of vaccine experts and appointing replacements, some of whom have expressed skepticism about vaccines. 'These dangerous and deceitful statements and actions have contributed to the harassment and violence experienced by CDC staff,' the letter says. In addition to HHS staffers who signed anonymously or with their full names, former CDC officials joined the letter, including Dr. Anne Schuchat, a former top official' James Mercy, who directed the CDC's violence prevention division; Tom Simon, who led scientific programs for the violence prevention division; Jay Butler, former deputy director for infectious diseases; and Dr. Barbara Marston, who helped lead the agency's Ebola response. HHS did not respond to POLITICO's request for comment on the letter. Key context: The letter comes after hundreds of NIH staffers sent Director Jay Bhattacharya a letter in June, laying out their concerns about the delay and termination of grants, staff firings and a spending slowdown since President Donald Trump's inauguration. Nobel laureates, former NIH Institute and program directors and other leaders in the scientific community also signed the missive. Bhattacharya, who has said that free speech is among his policy priorities, met with a small group of staffers in July to hear their concerns. At the meeting, he pledged not to retaliate against those who signed the letter, which was modeled after the Great Barrington Declaration that Bhattacharya co-authored in 2020 to protest pandemic lockdowns. What's next: Staffers' request to Kennedy: Stop spreading misleading information about vaccines and affirm the CDC's scientific integrity. They also want Kennedy to guarantee the safety of the HHS workforce by ensuring HHS has fully functional emergency procedures and alerts. Kennedy should also take 'vigorous action to remove high-profile online material targeting the federal workforce, such as the widely seen 'DEI watchlists,'' they added, referring to a website run by the conservative nonprofit American Accountability Foundation, which posts names and photos of federal employees online. The foundation says the watchlist highlights the prevalence of diversity, equity and inclusion roles in government. Critics say it invites online harassment of private citizens. FUTURE THREATS The artificial intelligence boom is ushering in chatbots that act — more and more — like people, our POLITICO colleague Aaron Mak reports. OpenAI's GPT-4.5 can ace the Turing Test, which evaluates whether a machine can fool a user into thinking it's human. The bots also serve as therapists, and, at least in one case, a bot got engaged to a human. Increasingly lifelike large language models are both a technological marvel and a conundrum for laws designed to regulate flesh-and-blood people. With growing worries about AI's harms, from emotional manipulation to addictiveness, how do you assign liability to something that seems to have so much autonomy? The anxieties were brought to a head last week when Reuters reported that Meta's internal policies permitted its AI to 'engage a child in conversations that are romantic or sensual.' Where Congress stands: The revelation triggered a bipartisan furor in Congress, POLITICO's Morning Tech reported this week. Sen. Marsha Blackburn (R-Tenn.) said Meta 'has failed miserably' to protect children, and Sen. Ron Wyden (D-Ore.) accused the company of being 'morally and ethically off the rails.' Sen. Josh Hawley (R-Mo.) also launched an investigation into Meta on Friday. The company did not respond to POLITICO's request for comment. But all these calls for regulation raise the question: Who or what, exactly, do you regulate? It might not seem obvious that a company should be liable for its chatbots — each AI 'personality' adapts its responses based on interactions with a user, so they can act in unpredictable ways. But if you view chatbots as products instead of synthetic people, the regulatory problem becomes a bit more familiar. Even if a company doesn't have an explicit policy allowing chatbots to engage in unhealthy conversations with children, for example, you can still require safety features to proactively mitigate such behaviors. Ava Smithing, advocacy director at the Young People's Alliance, a youth advocacy group, told POLITICO, 'It's not about regulating a fake person, it's about regulating the real people who are deciding what that fake person can or cannot say.' Congress hasn't proposed any laws to regulate AI companions. In the meantime, advocates are trying to apply existing product liability laws to restrain these anthropomorphic chatbots. In the courts: In a landmark case that will set a major precedent in AI law, a Florida family is suing over a chatbot that allegedly formed a sexual relationship with a 14-year-old boy, leading to his suicide. Matthew Bergman, the family's attorney, is tackling AI by adapting product liability strategies he picked up representing asbestos victims. Bergman makes a novel argument in the suit that intentionally designed its chatbots to be so lifelike that they could emotionally exploit users to get hooked on its service. He's also contending that it was foreseeable that the bots would threaten young users' mental health. A federal judge in Florida rejected bid to dismiss the suit in May. The company declined to comment on the litigation but told POLITICO that it's implemented new safety measures for young users. The court held a discovery hearing in the case last week. In the states: Without a serious effort from Congress, states have been taking the lead on chatbot regulations. New York enacted a law in May requiring an AI companion to send regular reminders that it's not human and refer users to crisis centers if they're at risk of hurting themselves. California is considering a bill to prohibit companion chatbots from rewarding young users at unpredictable intervals, a trick that slot machines use to keep gamblers addicted. Lawmakers in Hawaii are also looking at legislation to restrict chatbots that mimic humans for advertising.
