DP World Sabah Berhad urged to put off new policy

Kota Kinabalu: The President of the Sabah United Chinese Chambers of Commerce (SUCCC), Datuk Michael Lui, has called on Sabah Ports Berhad and DP World Sabah Berhad to postpone the implementation of a new policy reducing the container berthing period from eight days to five days, scheduled to take effect on July 15, citing serious congestion at the Sepanggar Bay Container Terminal. He warned that current delays at the port have already slowed down loading operations from one to two hours per container to three to four hours, with transporters now only able to move an average of two to three containers per day. 'Hundreds of containers are left waiting. This is not just inefficient—it's disruptive to the entire supply chain,' he said. He stressed that implementing the five day berthing limit amid existing logistical bottlenecks would only worsen the situation. SUCCC is also urging port authorities to defer the imposition of demurrage, removal charges, and removal surcharges until the end of October 2025, giving time for improvements to be made. These proposals were raised during a courtesy visit by SUCCC's Logistics and Transportation Sub-Committee, led by Michael, to Sabah Ports and service contractor DP World Sabah. The group was received by Sabah Ports Managing Director Datuk Ng Kiat Min and DP World Sabah's Shafu Anbas, who both agreed to relay the suggestions to senior management. Michael said the congestion must be resolved urgently, noting that only through full cooperation between all stakeholders—including Sabah Ports, DP World, shipping lines, freight forwarders, transporters, and traders—can a long-term solution be found. He added that while the 17.2 per cent increase in container volume to 501,944 TEUs in 2024 and the total port throughput of 28.9 million tonnes reflect positive trade growth, the current infrastructure is not keeping pace. The root of the problem, he explained, lies in space constraints at the port. The federal-funded expansion project is only 26 per cent complete, and Michael urged the federal government to expedite the release of funds to speed up construction and ease congestion. 'In the meantime, we appreciate DP World's effort to introduce a vehicle booking system to help manage traffic, but that alone is not enough. 'We must implement short, medium, and long-term measures to boost capacity and improve efficiency,' he said. Michael, who is also President of the Kota Kinabalu Chinese Chamber of Commerce and Industry (KKCCCI), said the inefficiencies at Sepanggar have wider economic implications, affecting imports, exports, business operations, and ultimately the livelihood of Sabahans. KKCCCI President Datuk Michael Lui Yen Sang hosted KD Sabah Director Terry Henry and his delegation at Wisma KKCCCI recently for discussions on potential collaboration strategies to support business digitalisation efforts across the State. Advertisement The newly-established KD Sabah, formed this year to accelerate Malaysia's national digitalisation agenda in Sabah, outlined its key mission areas during the meeting. These include developing Sabah's digital ecosystem, enhancing federal digital initiatives, fostering strategic partnerships, cultivating digital talent and addressing local digital development needs. Terry said that KD Sabah operates through three specialised sections, namely focusing on commerce and human resources to help businesses adopt digital technologies, working with communities and educational institutions to promote digital literacy and collaborating with government agencies to improve public service delivery through digitalisation. Both organisations identified challenges hindering Sabah's digital transformation. Poor internet infrastructure remains a major obstacle, with slow speeds, limited coverage and high costs affecting even urban areas. They noted that inadequate telecommunications infrastructure continues to bottleneck the State's digital progress. 'We urge the government to accelerate high-speed broadband deployment across suburban and rural areas by fast-tracking telecommunication tower construction,' said Michael, noting the need for wider and more affordable internet access to improve Sabahans' quality of life. The meeting also addressed concerns about digital talent shortages and limited platforms for locals to demonstrate their capabilities. Michael called on the State Government to develop supportive policies for young digital entrepreneurs, including start-up capital assistance, ready-to-use facilities and business-friendly regulatory frameworks to retain local talent. The KKCCCI delegation included Vice President Andy Lim Chen Kwong, Secretary General Yee That Hian, Tourism and Technology Director Chung Sin Ping, Acting Executive Secretary Yohanes Imo Chong and Assistant Executive Secretary Lee Yi Chen. Land titles for 235 Kota Belud villagers

KOTA BELUD: A total of 235 residents from Tempasuk have been awarded land ownership under the Sabah Native Land Service Grant (Pantas), marking a major milestone in securing native land rights for the local community. Tempasuk Assemblyman Datuk Arsad Bistari said the grants, covering 221.85 acres, were distributed to recipients from three villages Kampung Botung, Kampung Tempasuk 2 and Kampung Botung Kondis. Advertisement "Today, we handed over 235 land grants to future landowners. This marks a significant achievement in the state government's commitment to strengthening land ownership among Sabahans,' he said after the Pantas grant handover ceremony on Sunday. 'This is historic — it's the first time residents of Tempasuk are receiving official land titles after waiting so long.' Arsad also urged recipients not to sell their land, describing it as a heritage that should be preserved for the second, third, and future generations. He added that the land grants would enable villagers to break free from poverty by developing their land and improving their families' quality of life. 'With these titles, recipients can better plan their future and become more economically competitive,' he said.
