Assam: NIA files chargesheet against 3 ULFA-I operatives in IED planting case on 2024 I-Day
Guwahati: The National Investigation Agency (NIA) has filed a chargesheet against three individuals associated with the banned insurgent group United Liberation Front of Asom-Independent (ULFA-I) for their alleged involvement in planting improvised explosive devices (IEDs) in Guwahati during the 2024 Independence Day celebrations.
The accused -- Paresh Baruah, Abhijit Gogoi, and Jahnu Boruah -- have been charged under the Bharatiya Nyaya Sanhita (BNS), Unlawful Activities (Prevention) Act -(UA(P) Act), and the Explosive Substances Act.
The charges were filed on Friday after an extensive investigation into the terror plot aimed at destabilising the region and spreading panic among the public, the NIA said in a statement on Saturday.
According to the NIA, the trio was linked to an IED planted at Dispur Last Gate, Guwahati, in what was part of a larger ULFA-I conspiracy to execute multiple IED blasts across Assam.
The group aimed to disrupt Independence Day celebrations and instil fear through coordinated acts of terror.
"The trio were found linked with the IED planted by the terror outfit at Dispur Last Gate, Guwahati, Assam, as part of the ULFA (I) conspiracy to trigger multiple IED blasts across Assam, including at Dispur Last Gate, to disrupt the I-Day celebrations last year," the NIA stated.
The NIA had taken over the case in September 2024. Its investigation found that the planted IEDs were intended to cause death, injuries, and property damage, with the broader objective of threatening India's unity, integrity, security, and sovereignty.
"The IEDs had been planted to cause death/injuries to persons and/or loss/damage/destruction to property, with the intent to threaten the unity, integrity, security and sovereignty of India, and to strike terror among the people of the country," the NIA added.
Further investigations into the case are currently ongoing.
The 2024 Independence Day celebrations in Assam were clouded by serious security concerns after ULFA-I sent emails to several media outlets in the state, claiming to have planted bombs in 24 different locations.
The emails provided the precise locations of 19 IEDs, while details for the remaining five were not disclosed.
As a precaution, security forces and police personnel who were previously deployed for parades and ceremonial duties were reassigned to assist in the search for explosives.
Bomb disposal squads were also rushed to various sites to detect and neutralise the threats.
ULFA-I claimed in its emails that the devices would not detonate due to a "technical fault" and even appealed to the public to help locate them.
However, security agencies took no chances and launched an intensive operation across the state.
The Assam Police recovered 11 IEDs from multiple locations.
Among them, four explosive devices were found in high-risk areas of Guwahati, including Pan Bazar, Dispur, Gandhi Mandap, and Satgaon.
None of the IEDs detonated, and no injuries were reported.
On September 21, 2024, the Assam Police and NIA jointly arrested 15 individuals, including three women, from various locations across the state in connection with the planting of IEDs.
Later in December, the agency arrested a key ULFA-I operative tied to the same case.

Mathura man arrested for UPSC job scam
Agra: A 55-year-old man was arrested in Mathura for allegedly defrauding people by promising officer-level jobs through the Union Public Service Commission (UPSC), said Mathura police on Saturday. The accused, Ameen Khan, was taken into custody by the Kotwali police. Authorities also seized Rs 13.95 lakh in cash and 19 gold coins from him. According to officials, Khan was part of a gang that operated through Facebook and other social media platforms. The group used fake names and concealed identities to lure victims. In one case reported in Feb, the gang contacted a woman from Haryana via Facebook, promising to secure a UPSC job for her daughter. Over multiple transactions, the woman was defrauded of Rs 27 lakh and 19 gold coins. "Acting on a tip-off, the Kotwali police team apprehended the accused, Ameen Khan, a resident of Devseras village in the Govardhan police station area of Mathura district. He was arrested on the Devseras-to-Deeng road within the Govardhan police station limits," Mathura Police said. The alleged mastermind of the gang, identified as Sandeep (real name Munfedd), was earlier arrested by the Varanasi police commissionerate. During interrogation, Munfedd confessed to defrauding the Panipat woman and revealed that he had handed over the stolen money and gold to his father. Based on this information, Mathura police arrested the co-accused, Munfedd's father, and recovered Rs 13.95 lakh in cash and 19 gold coins from his possession. A case was registered against Khan under BNS sections 316(2) (criminal breach of trust) and 318(4) (cheating), among other charges. He was sent to judicial custody following legal proceedings. Mathura SP (crime) Avanish Kumar Mishra said, "This case involves a network of fraudsters who deceived several individuals by promising govt jobs. One of the victims, a resident of Mathura, paid a substantial sum under the pretence of job placement. Following interrogation in Varanasi, it was discovered that Rs 27 lakh and 19 gold coins had been taken. Woman in nurse's uniform steals infant from Gumla hosp, arrested in Ranchi after late-night chase
Gumla: A woman dressed in a nurse's gown stole a 14-day-old girl child from the special newborn care unit (SNCU) of the Gumla sadar hospital on Friday evening but police acted swiftly and recovered the child within hours of the crime from Ranchi district. They also arrested the woman and her husband for the crime from Bijupara Chowk, around 90km from the hospital after a late-night chase along the Gumla-Lohardaga-Ranchi state highway. Soon after the baby was stolen, Gumla civil surgeon Dr Naval Kumar filed an FIR with the Gumla police station, saying a woman, later identified as Babita Toppo (30), a resident of Pipratoli village under the Chanho police station of Ranchi district and dressed in a nurse's gown, took the child away at about 7.30 pm on Friday reportedly for inoculation. She then rushed out of the hospital with the child where her husband Suraj Lohra (22) was waiting on a motorcycle. The CCTV cameras installed at the hospital caught the couple fleeing with the child, Dr Kumar said. The child belonged to Ratni Indwar and Nago Khadia of Redwa village under the Sisai police station of Gumla district and they brought her for treatment to the sadar hospital. The child was kept at the SNCU since May 31. Soon after registering the FIR, police lodged a case under sections 97 and 303 (2) of the Bharatiya Nyaya Sanhita (BNS), 2023, and started an investigation. Speaking to TOI, Gumla SP Haris Bin Zaman said, "A team of police, led by Gumla SDPO Suresh Prasad Yadav, was set up and acting on a tip-off and based on the footage captured by CCTV cameras, we set up barricades and alerted our Ranchi counterparts." He also said, "Meanwhile, the team was following the leads and chased a motorcycle with a woman pillion who held a child on her lap. NIA charges Paresh Baruah, 2 others for I-Day blasts plan
Guwahati: The National Investigation Agency ( NIA ) on Friday formally charged Ulfa (Indepedent) chief, Paresh Baruah, and two other cadres of the proscribed outfit, in connection with a terror plot to carry out multiple improvised explosive devices (IEDs) blasts in Assam on Independence Day , last year. The chargesheet has been filed in a Guwahati court against the three accused — Baruah, also known as Paresh Asom, Kamruj Zaman Khan, Nur-uz-Zaman, Zaman bhai, Pradip and Paban Baruah — besides naming Abhijit Gogoi alias Abhijeet Gogoi and Jahnu Boruah alias Arnob Asom alias Huntu. "The trio were found to be a part of an Ulfa(I) conspiracy to trigger multiple IED blasts across Assam, including at Dispur Last Gate, to disrupt the I-Day celebrations last year," the agency stated. The three have been charged under various sections of the Bharatiya Nyaya Sanhita (BNS), the Unlawful Activities (Prevention) Act and the Explosive Substances Act.
