In an increasingly interconnected world that is facing complex challenges, fostering international cooperation is not only necessary — it is our shared responsibility. As I prepare for my visit to the Kingdom of Saudi Arabia, I am struck by how much potential lies in building bridges between our nations. Despite their geographical distance, Peru and Saudi Arabia share a common vision rooted in economic cooperation. United by their historical and cultural richness, both countries are committed to global integration and a mutually beneficial relationship based on economic complementarity.
Strategically located on the Pacific coast of South America, Peru serves as a central economic gateway to the region. With a population of more than 34 million and a territory of 1.28 million sq. km, the country has become an example of macroeconomic stability and a regional leader in trade and investment. In 2024, Peru maintained solid economic performance with gross domestic product growth of 3.3 percent, inflation contained at 1.97 percent and a record total export value of $74.6 billion.
Supported by more than three decades of sound economic policies, Peru offers a stable and investor-friendly environment, reinforced by a legal framework that guarantees equal treatment for foreign investors and adherence to international investment protection mechanisms such as the International Centre for Settlement of Investment Disputes and the Multilateral Investment Guarantee Agency. This foundation ensures legal predictability and long-term stability, key elements for Saudi investors seeking strategic and secure opportunities.
In addition, the country's trade-led growth model is supported by more than 20 free trade agreements and 32 bilateral investment treaties, a network that provides preferential access to key global markets for 87 percent of the country's exports.
Despite their geographical distance, Peru and Saudi Arabia share a common vision rooted in economic cooperation

In terms of maritime connectivity, Peru plays a crucial role as a major logistics hub in Latin America, facilitating international trade through its well-developed port infrastructure. In 2024, Peru was ranked 37th in the Liner Shipping Connectivity Index, making it the third most connected country in South America. This enhanced logistical integration complements Peru's foreign policy, which is firmly based on international law and economic cooperation and offers Saudi companies a favorable gateway to expand their commercial presence in our region.
Bilateral ties between Peru and Saudi Arabia began in 1986 with the establishment of diplomatic relations. Subsequently, Peru opened an embassy in Riyadh in 2012 and Saudi Arabia followed suit in Lima in 2013, marking a milestone in their relations. Since then, economic and political ties have grown progressively, reflected in trade exchanges that have reached a peak of $188 million in recent years.
In addition, political consultation mechanisms facilitate dialogue and ensure that bilateral cooperation remains robust and forward-looking. These engagements provide a platform to advance negotiations and sign new agreements, such as the drafts of general cooperation and air services agreements.
Saudi Arabia is an important partner for Peru in many ways. As the largest economy in the Middle East, it stands as a global leader in financial innovation, technological development and industrial growth. I deeply admire the ambition and clarity of purpose behind Vision 2030, which resonates strongly with Peru's own national development strategies. This alignment creates fertile ground for collaboration — not just at the governmental level, but among our business communities and societies as a whole.
I truly believe that the complementarity between our two economies offers a powerful basis for a stronger and more dynamic partnership. We each bring unique strengths to the table. Peru, for example, is proud to be a trusted supplier of high-nutritional agricultural products like blueberries, grapes and avocados. At the same time, we recognize Saudi Arabia's vital role in providing industrial inputs and advancing technological innovation. This mutual exchange reflects the alignment of the two economies and underlines the potential for further expansion of trade and investment in infrastructure, mining, energy and related industries.

Peru offers opportunities in a number of sectors. Notable projects include our petrochemical plant project, the Southern Peru Integrated Gas Transportation System and the 2025-2034 Transmission Plan in energy; El Galeno and Los Chancas in mining; and the Andean Longitudinal Highway (Section 4), the Ancon Industrial Park and the Ilo Desalination Plant in infrastructure.
These large-scale initiatives offer unique opportunities for Saudi investors to contribute to Peru's economic transformation, while ensuring sustainable and profitable returns. It is worth noting that Saudi capital is already present in Peru, particularly in the oil and gas sector, providing a promising foundation for deeper bilateral investment ties.
As I travel to Saudi Arabia, I do so with a sense of real excitement — for the conversations we will have, the opportunities we will uncover and the friendships we will strengthen. It is my firm conviction that Peru and Saudi Arabia can build a lasting and forward-looking relationship, one that is rooted in trust, respect and a shared commitment to growth.
In this spirit, Peru warmly welcomes Saudi businesses, investors and policymakers to discover the vast opportunities that this dynamic relationship can offer. Together, we can open new economic frontiers and lay the foundation for a future of shared prosperity, innovation and enduring cooperation.

The two countries established diplomatic relations on June 7, 1955, laying the foundation for a long-term partnership that has evolved over the decades into a multifaceted alliance enhancing cultural exchange and diplomatic cooperation. This partnership has also had a significant economic impact on both nations. In February 2025, Saudi Arabia and Japan signed a memorandum to establish a Strategic Partnership Council. In this context, Saudi Ambassador to Japan and Commissioner General of the Saudi Pavilion at Expo 2025 Osaka Dr. Ghazi Faisal Binzagr said that Saudi-Japanese relations have grown and strengthened over the past 70 years. 'The relations go beyond a mere economic partnership to reflect the depth and diversity of our ties. Today, we build on the strength of the past and harness the momentum of the present to jointly shape a new vision for the future,' the ambassador said. 'With Expo 2025 taking place in Osaka and Saudi Arabia hosting Expo 2030 in Riyadh, our two countries stand at the forefront of global exchange, showcasing the latest innovations and sustainable technologies, and contributing to shaping an inclusive future for all.' The Saudi Pavilion at Expo 2025 Osaka hosts hundreds of business events aimed at strengthening trade and investment relations between the Kingdom and Japan. These include presentations led by the Ministries of Investment and Commerce, as well as events highlighting the trade and investment opportunities offered by Saudi Vision 2030. Trade volume between the two countries has grown significantly over the past decade, rising from $33.4 billion to over $41 billion currently. The Saudi Pavilion aims to increase the number of Japanese visitors to the Kingdom, targeting 30,000 annual visitors before Expo 2030 Riyadh. This is part of the comprehensive Saudi-Japan Vision 2030 strategy, which includes more than 80 projects across nine sectors: culture, food and agricultural security, media and entertainment, healthcare, advanced infrastructure, finance and investment, competitive industries, energy, small and medium enterprises, sports, and education. Cultural exchange between the two countries has flourished, highlighted by Saudi Arabia's role in bringing Japanese culture to the Middle East through local manga studios, whose works will be showcased at the Saudi Pavilion in August. The Saudi Pavilion at Expo 2025 Osaka offers more than 700 diverse and engaging events, including daily shows and live performing arts. Since the Expo opened in April 2025, it has attracted over 500,000 visitors. On September 23, it is expected to host a variety of events and presentations in celebration of Saudi National Day.

Saudi Crown Prince calls on international community to end Israeli aggression on Gaza
Saudi Gazette report MINA — Saudi Crown Prince and Prime Minister Mohammed bin Salman reaffirmed the role of the international community in ending the disastrous repercussions of the Israeli aggression on Gaza. He made the remarks while addressing the annual reception for heads of state, leaders of countries and distinguished dignitaries performing Hajj this year at the Royal Court of Mina Palace on Saturday. The Crown Prince delivered the speech on behalf of Custodian of the Two Holy Mosques King Salman. "This blessed Eid Al-Adha comes while our brothers in Palestine continue to suffer as a result of the ongoing Israeli aggression. We emphasize the role of the international community in ending the disastrous repercussions of this aggression, as well as in protecting innocent civilians, and working toward a new reality where Palestine can enjoy peace in accordance with international legitimacy resolutions," he said. At the outset of the speech, the Crown Prince said: "It is our pleasure, from the vicinity of the Sacred House of God, to congratulate you and all Muslims around the world on the blessed Eid Al-Adha. We ask God Almighty to accept the pilgrims' Hajj and good deeds," he said. The Crown Prince highlighted Saudi Arabia's lofty position in serving Islam and Muslims, especially the Hajj pilgrims. "God Almighty has honored this country with the service of the Two Holy Mosques and their visitors, including Hajj and Umrah pilgrims and visitors. Saudi Arabia has placed this at the forefront of its priorities, devoting all its capabilities to serving the guests of God and facilitating performance of their rituals in ease and comfort," he said while reaffirming that Saudi Arabia, with God's help and guidance, will continue this endeavor, recognizing the great responsibility and honor of service. The reception was attended by several eminent Islamic figures, guests of the King, guests of government agencies, heads of delegations, and pilgrim affairs offices. The dignitaries included President of Mauritania Mohamed Ould Cheikh El Ghazouani, President of Maldives Dr. Mohamed Muizzu, Vice President of Benin Mariam Chabi Talata Zimi Berima; and former Somali President Sharif Sheikh Ahmed. Minister of Hajj and Umrah and Chairman of the Hajj Guests Service Program Committee Dr. Tawfiq Al-Rabiah, Secretary General of the Muslim World League for Jerusalem and Palestine and Grand Mufti of Jerusalem Sheikh Mohammed bin Ahmed Hussein, and Syrian Minister of Endowments Sheikh Mohammed Abu al-Khair Shukri also spoke on the occasion. In his speech Al-Rabiah highlighted the most notable achievements of this year's Hajj season, including the implementation of 46 new energy projects with a total cost of over SR3 billion, as well as several projects in the transport and health sectors. This is in addition to several infrastructure projects with more than 300,000 square meters of shaded areas and updating of the Nusuk app to provide more than 130 digital services and streamlining of the Nusuk Masar digital platform.

The Crown Prince is in Mina to oversee Saudi Arabia's operation of annual pilgrimage of Hajj. During their meeting, the Crown Prince and President of Mauritania Mohamed Ould Cheikh El Ghazouani exchanged Eid Al-Adha greetings. They discussed overall bilateral relations, and explored ways to further strengthen bilateral cooperation across various fields. During the meeting, the Crown Prince and President of Maldives Dr. Mohamed Muizzu reviewed bilateral relations and discussed prospects for enhanced bilateral cooperation between the two countries. They also exchanged Eid Al-Adha greetings.
