30 Congress MLAs suspended from Chhattisgarh Assembly for a day for ruckus over DAP fertilizer supply

Thirty Congress members were suspended from the Chhattisgarh legislative Assembly for a day on Thursday (July 17, 2025) after they created an uproar, accusing the state government of failing to ensure an adequate supply of diammonium phosphate (DAP) fertilizer.
Due to the pandemonium during the discussion on the issue, the Speaker had to adjourn the House twice.
Raising the issue in the Question Hour, senior Congress MLA Umesh Patel asked about the demand for DAP and its supply in the state. He also asked whether there is a shortage of this fertilizer.
In his reply, State Agriculture Minister Ramvichar Netam said that in the kharif crop season 2025, a target of 3,10,000 metric tonnes of DAP has been set by the Centre for the state.
A supply plan of 2,19,100 MT has been issued by the Union Ministry of Chemicals and Fertilizers from April to June 2025, against which 1,08,155 MT has been supplied till June 30, he said.
A total of 1,48,900 MT has been stored, including the savings stock of 40,746 MT, of the previous season (rabi 2024-25), he said.
The Minister said that in the current kharif season, a shortage in the supply of DAP is being reflected against the supply plan issued till June 30.
Keeping this in view, alternative phosphatic fertilizers are being stored for farmers and it is being promoted for use among them, he added.
Mr. Patel further claimed that so far, not up to 50% of the total demand has been supplied, and asked about the quantities given to the cooperative societies and to the private sector.
The Minister said, the departments concerned are in constant coordination with the central government to ensure the supply of DAP.
Till July 20, a total of 18,885 MT of the fertilizer will again be supplied to the state. On Thursday, 718 MT of it will reach Kharsia (the constituency represented by Umesh Patel), he said.
It is correct that there is a shortage of DAP in the state and the same condition persists even in the entire country due to global reasons. Keeping the same in view, nano DAP fertilizer is being promoted, he added.
Netam said, of the total DAP stock, 64% has been given to the cooperative sector and the remaining 36% to the private sector.
However, Congress members claimed that the fertilizer is available in the private sector and shopkeepers have been black marketing it and selling it at high prices taking advantage of the shortage in the cooperative societies.
Dissatisfied with the Minister's reply, the opposition members created an uproar. Amid pandemonium, the House was adjourned for five minutes.
After the business resumed, Congress members again raised the issue. Shouting slogans against the government, they trooped into the well of the House and were automatically suspended.
Speaker Raman Singh announced the suspension of 30 Congress MLAs, including Leader of Opposition Charan Das Mahant and former Chief Minister Bhupesh Baghel, and asked them to go outside the House.
However, Congress members remained in the well and continued sloganeering.
The total strength of the Congress in the 90-member Chhattisgarh assembly is 35.
Later, the Speaker again adjourned the House. After the proceedings resumed, the Speaker expressed displeasure and said even after his repeated requests to go outside the House, the suspended opposition MLAs violated the rules and remained in the well.
Singh said he was pained by their act and suspended them from the House for the day.

New Delhi: The Lok Sabha was adjourned till 12 noon today following a fresh wave of protests by Opposition members demanding a discussion on the Special Intensive Revision (SIR) of electoral rolls in Bihar. As Speaker Om Birla entered the House at 11 a.m., Opposition members rose to their feet, shouting slogans and displaying placards, plunging the chamber into chaos. Despite the din, Speaker Birla initiated Question Hour and began calling names. BJP MP Manoj Tiwari from Delhi posed a supplementary question regarding the implementation of the Pradhan Mantri Awas Yojana (PMAY). Minister of State for Rural Development Dr Chandrasekhar Pemmasani attempted to respond, but his remarks were largely inaudible amid the pandemonium. Tiwari had sought details on whether the government had achieved saturation of eligible households identified through the SECC-2011 (Socio-Economic and Caste Census) and the Awaas+ 2018 survey, and whether any targets were set or houses sanctioned under PMAY-Gramin in the National Capital Territory of Delhi -- particularly in North East Delhi. He also requested district-wise data. In a brief but pointed reply, Dr Pemmasani stated: 'Under PMAY, based on SECC-2011 and the 2018 Awaas+ survey, we sanctioned 3 crore houses. Following the 2024 Awaas survey, the Cabinet approved another 2 crore houses. In total, 5 crore houses have been sanctioned. Of these, 4.12 crore have already been allocated to states, and 3.8 crore have already been given to the states. Out of them, 2.9 crore houses have been constructed.' He contrasted the current government's performance with the previous UPA regime, noting that the central share released under the present administration stood at Rs 2.7 lakh crore, compared to just Rs 66,000 crore during the UPA years. Dr Pemmasani also highlighted two unique features of the 2024 Awaas survey: e-KYC authentication -- implemented for the first time in India -- and self-registration via mobile application. The disruptions intensified before the Minister of Agriculture and Farmers' Welfare could respond to a question from Dhairyasheel Sambhajirao Mane. Opposition members demanded an immediate debate on the Election Commission's Special Intensive Revision exercise in Bihar, rendering the minister's remarks inaudible. With no signs of order being restored, the Speaker adjourned the House till noon, marking yet another stalled morning in the ongoing Monsoon Session, which has seen repeated disruptions over the SIR issue.

The Congress on Tuesday (August 12, 2025) slammed the government for "bulldozing" the National Sports Governance Bill, 2025 through the Lok Sabha and claimed that the legislation will result in the "extreme centralisation" of sports administration. Congress general secretary in-charge communications Jairam Ramesh alleged that the Board of Control for Cricket in India (BCCI) will get the most favoured treatment, not subject to any laws of the land like the RTI. "The National Sports Governance Bill, 2025 was bulldozed through the Lok Sabha yesterday and will perhaps be subject to the same treatment in the Rajya Sabha today," he said on X. On Monday (August 11, 2025), the Chairman of the Parliamentary Standing Committee on Education, Women, Children, Youth, and Sports Digvijaya Singh had written to the Lok Sabha Speaker requesting that the Bill be referred to the Committee for deeper examination and wider consultations. "That is what such Committees are for. However, the Modi government— as has happened so very frequently in the past— ignored this perfectly legitimate request," Mr. Ramesh said. "The Bill will result in the extreme centralisation of sports administration. And, of course, the BCCI will get the most favoured treatment, not subject to any laws of the land like the RTI," he said. The long-awaited National Sports Governance Bill was passed in the Lok Sabha here on Monday with Sports Minister Mansukh Mandaviya describing it as the "single biggest reform in Indian sports since independence", amid Opposition protests over revision of electoral rolls in Bihar. The National Anti-Doping (Amendment) Bill was also passed in the Lok Sabha. Amid the din, the Bills were passed by a voice vote.
