State ignores its agri policy, hands over 3.3L sqm irrigation land to casino firm
Two months after govt's much avowed Goa State Amritkal Agriculture Policy, 2025 was introduced to revitalise farming and make the state self-sufficient, chief minister Pramod Sawant-led govt with a stroke of a pen on Wednesday denotified 3.3 lakh sqm of the Tillari command area at Dhargalim to pave the way for Delta Corp Ltd , a casino gaming company, to set up an integrated resort. The integrated resort project that will come up at the command area of the Tillari irrigation project comprises three hotels, a convention centre, a multiplex, a retail area, a water park, banquet facilities and a children's entertainment area, among others. In addition to handing over the land that could be irrigated, state govt also waived off Rs 5.5 crore sought by the water resource department, terming it as 'notional'.The proposal to denotify 3.3 lakh sqm of the notified command area was moved by the Goa Investment Promotion and Facilitation Board (Goa IPB).The Tillari irrigation project is an interstate project taken up at a cost of Rs 1,465 crore to irrigate a command area of 14,521Ha in Goa. The dam is located in Maharashtra, and the canals are constructed in Maharashtra and Goa.Water from the dam is supplied for irrigation and drinking purposes through two canals, namely the Left Bank Main Canal (LBMC) and the Right Bank Main Canal (RBMC).The LBMC supplies water to an area of 10,267Ha, which is spread across the talukas of Bicholim and Bardez, while the RBMC irrigates an area of 4,254Ha, which is spread across Pernem taluka.Govt has notified 14,521Ha of land under the command area development and water resources management programme of the Tillari irrigation project, under Section 17 of the Goa Command Area Development Act, 1997, and Rules 1999.In 2022, the state cabinet resolved to declare 3.8 lakh sqm in Pernem as an investment for Delta Corp without consulting the WRD or seeking inputs from it.On April 17, 2023, the Goa IPB issued a conversion sanad for 3.3 lakh sqm, while 40,000sqm was excluded from the conversion sanad. Fees amounting to Rs 28 crore were paid by Delta Corp.In less than a month, on May 9, 2023, Goa IPB cleared the proposal from Delta Corp seeking it as an investment promotion area for setting up an integrated resort development .On Feb 9, 2024, the Goa IPB issued a licence to Delta Corp for setting up the integrated resort development with a construction fee of over Rs 10 crore for a final area of 3.3lakh sqm. It also submitted a proposal to the WRD to denotify the land parcel. The conversion of land was done under the Goa Land Revenue Code and also granted technical clearance under the town and country planning (TCP) regulations. This was permitted only upon the applicant paying an amount of Rs 28 crore towards the conversion fees.'Therefore, there is no loss as such to the WRD of Rs 5.5 crore for which they sought a waiver, as the applicant company compensated govt towards the change of user by more than five times the amount spent by govt,' the cabinet said.

Speculations fuel over fracture in Mahayuti as Shinde, Gogawale skip cabinet meeting
The Maharashtra government's decision to have NCP minister Aditi Tatkare and BJP minister Girish Mahajan hoist the national flag in Raigad and Nashik on Independence Day, bypassing Shiv Sena hopefuls has triggered a fresh controversy. A day after, Deputy Chief Minister Eknath Shinde and senior Sena MLA minister Bharat Gogawale, who has been lobbying for the Raigad guardian minister's post, skipped the state cabinet meeting on Tuesday, fuelling speculation of discontent within the ruling Mahayuti alliance. The move comes against the backdrop of long-pending appointments of guardian ministers in two districts- Raigad and Nashik. Sena ministers Gogawale and Dada Bhuse both have been lobbying for these posts. On Monday, the state's General Administration Department issued a circular naming Tatkare for Raigad and Mahajan for Nashik for the flag hoisting for Independence day. Sena leaders say this was perceived as a political snub to their claimants. Opposition Maha Vikas Aghadi (MVA) leaders seized the opportunity, with Sena (UBT) MP Sanjay Raut alleging that Shinde had been 'shown his place' by the local BJP leaders and Shinde had even complained to Union Home Minister Amit Shah about being sidelined. Shinde-led Sena leaders however denied having any fissures in the alliance and said that Shinde could not attend the meeting since he is currently in Srinagar after attending a blood donation camp in Jammu, and Gogawale is in Delhi and hence both were absent from the cabinet meeting. Sena functionaries insisted both had informed the CM's office in advance and had officially taken leave. Gogawale reiterated his ambitions for the Raigad post but denied any personal animosity. 'I am 100 percent committed to the guardian ministership. There is a difference between hoisting the flag and the guardian ministership. Just because someone hoists the flag doesn't make them the guardian minister. Whatever decision the seniors take, we will accept. I have no objection to Aditi Tatkare hoisting the flag,' he said, adding that he hoped the decision on guardian ministerships would come 'after the flag-hoisting.' The discontent within the Shinde camp is not limited to the guardian minister row. In recent weeks, Sena MLAs — including Sanjay Gaikwad — have openly complained of not receiving development funds for their constituencies for over 10 months. Gaikwad, considered a close aide of Shinde, said that while Dy CM Shinde, CM Devendra Fadnavis and Ajit Pawar had assured that the situation would improve, the lack of funds had created frustration among legislators. Minister Pratap Sarnaik, however, dismissed these claims, saying funds were being allocated for departmental works such as transport infrastructure. In Nashik, the decision to assign Mahajan the flag-hoisting duty over Sena's Dada Bhuse has sparked similar murmurs. Sena minister Uday Samant attempted to calm the waters, saying the Independence Day list was 'only about flag-hoisting' and not a declaration of guardian ministers. He also stressed that in his personal view, 'Dada Bhuse should be Nashik's guardian minister and Bharat Gogawale for Raigad,' but that the final decision rests with Shinde, who will consult the alliance leaders.

Penalty for securities market violations surged 11 times to Rs 813.83 cr in 2024-25: Sebi annual report
The total amount of penalty imposed by Securities and Exchange Board of India (SEBI) for violation of various market regulations surged 11 times to Rs 813.83 crore during 2024-25, compared to Rs 74.66 crore in the previous fiscal. While the amount of penalty increased substantially, the number of entities found violating different securities regulations declined 26 per cent to 463 in 2024-25, down from 629 in 2023-24, according to Sebi's Annual Report for 2024-25. The regulator saw the highest number violations under Prohibition of Fraudulent and Unfair Trade Practices (PFUTP) category with 155 entities found flouting regulations. This was followed by 116 entities violating Listing Obligations and Disclosure Requirements (LODR) regulations. In 2024-25, direction of debarment was issued against 202 entities, both debarment and disgorgement directions were issued against 89 entities and only disgorgement direction was issued against 15 entities, the annual report showed. In its effort to unearth market misconduct, Sebi conducted search and seizure operations involving 89 entities at 71 locations covering 18 cities across the country. During the year, Sebi initiated investigations in 400 cases pertaining to various violations of securities laws and 301 cases were completed. Investigations were taken majorly for insider trading (287 cases) and market manipulation and price rigging (106 cases). Sebi said that it identified Rs 77,800.4 crore as 'difficult to recover' dues at the end of fiscal 2024-25, as against Rs 76,292.9 crore as on March 31, 2024. Sebi said it received 68,132 complaints through its online grievance redressal platform SCORES in 2024-25, with nearly 38 per cent against stock brokers. Of the 68,132 complaints received, 63,971 grievances were disposed of while 4,074 are still pending, the report showed. Further, Sebi Chairman Tuhin Kanta Pandey, in the annual report, said the regulator was looking at further simplifying the regulatory framework for foreign portfolio investors, with an aim to ensure long-term foreign capital flows into the domestic market. 'The priority of Sebi for the coming year is rationalizing and simplifying regulatory framework for foreign portfolio investors (FPIs) with the objective of enhancing the ease of operations and encouraging long-term foreign capital flows,' Pandey wrote in his statement in the annual report. He said the regulator will make efforts to streamline processes, remove regulatory frictions and strengthen engagement with FPIs and stakeholders. Foreign capital has played a vital role in the development of India's securities markets and contributed to sustained capital formation. Markets regulator has already undertaken a host of reforms to ease regulations for FPIs. Last week, Sebi had floated a consultation paper to improve ease of investments by simplifying onboarding and ongoing compliances for a specific set of Foreign Portfolio Investors (FPIs) like government-owned funds and certain regulated public retail funds – that are objectively verified as belonging to a low-risk category. In the coming year, Sebi has proposed to initiate a comprehensive exercise to rationalize and optimize existing regulations. 'To address this, the focus will be on identifying and removing regulatory redundancies, simplifying procedural requirements and leveraging technology to ease the compliance burden,' Pandey said.

5 countries which can attack anywhere on earth, India's name not in list, 5th country will surprise you...
Missiles- Representative file image New Delhi: Amid global rise in tensions and air conflicts especially with long-range missiles that can strike targets thousands of kilometers away, there are some countries now possess weapons capable of hitting anywhere on Earth, giving them unmatched strategic reach. However, do you know about the best missiles of each of the powerful nations which can be used to hit targets around the world. Which are the most powerful missiles of the world? Russia, led by Vladimir Putin leads the pack with its RS-28 Sarmat (18,000 km) and unlimited-range Burevestnik. The US follows with Minuteman III (13,000+ km) and submarine-launched missiles. Talking about India's neighbour, China's DF-41 has a range between 12,000–15,000 km. Britain's Trident II has a range of 12,000 km, and France's M51 has a hitting range of 10,000+ km) with global strike capability. Also, North Korea can hit most regions but falls short of full global reach. How far can India hit with its missiles? India ranks seventh, with missiles covering almost all of Asia and aimed at countering China, while Pakistan is far behind. Though not yet in the 'anywhere on Earth' league, India continues expanding its range to strengthen its strategic position. Why India is building next-generation BrahMos missile? DRDO is looking to build a next-generation BrahMos missile, which will be a lighter, smaller version of the current version, the organisation's Chairman and Department of Defence Secretary (R&D) Samir V Kamat said recently. BrahMos-NG (Next Generation) will be able to fit into any platform, unlike the current missile, which can only be used with the Sukhoi aircraft, the DRDO chief added as per a report by ANI. 'We are looking at BrahMos-NG, which is a smaller version of BrahMos, which can then be fitted on all our other platforms. Today, BrahMos can only be fitted on the Sukhoi platform, but if we can make it smaller, we can fit it on all our platforms. We are planning to start it soon,' he said. (With inputs from agencies)
