The government aims to shift from low-value primary production to high-value processing of local resources in a manner that is both economically and ecologically sustainable.
Activities under the new MoUs include producing compost from fruit waste, extracting essential oils from medicinal plants, converting flowers into natural dyes, and developing nutritious food products from indigenous crops, officials added.
Chief Minister Conrad K Sangma, speaking at the event, said the summit showcases the government's sustained commitment to farmers, women, and rural communities.
Over the last seven years, the state has facilitated the formation of more than 55,000 SHGs involving over 5 lakh women, and extended support to over 2 lakh farmers and 20,000 farmer collectives, the CM said.
Addressing concerns such as delays in seed supply, Sangma said the CM Farm Plus Scheme is expected to streamline farm input delivery and boost productivity.
He also highlighted that the government has spent ₹50 crore in the past eight months under the CM Assure Programme to stabilise the prices of key crops like turmeric and betelnut.
Agriculture Minister Ampareen Lyngdoh called PMJVM a "far-sighted transformation that is already bearing fruit.".
She said flagship initiatives like the CM Farm Plus Scheme and the State Organic Farming Mission, currently implemented across 52,000 hectares and targeting 1 lakh hectares by 2028, are vital to reviving the rural economy.
She also informed that 169 Vikas Divyangta Vikas Kendras have been sanctioned, benefiting over 50,000 people.
Each VDVK supports 15 self-help groups of which 60 per cent are from tribal communities, and provides ₹15 lakh in financial assistance for equipment, training, and marketing support.
Dr Vijay Kumar D of the Meghalaya Basin Management Agency said the MoUs will help convert VDVKs into viable rural enterprises by connecting them with reputed institutions across India.
He also recalled Union Finance Minister Nirmala Sitharaman's praise of Meghalaya as a self-reliant and resilient model for the country.

Briefing the Union Minister, Sangma shared: 'Our state produces around 1.5 lakh metric tonnes of pineapples every year, and a large share of this is consumed within the Northeast itself. Over the past few years, we have set up various fruit processing units to enable value addition—not just for pineapples, but also for turmeric, black pepper, and other produce, with the goal of meeting international packaging and quality standards. Our aim is to establish one such unit in each of the 55 blocks of the state, catering to the prominent value chains in the block.' He further added: 'The MoUs we have signed today will provide crucial logistics support and help distribute our products across the country. This initiative is not limited to Meghalaya alone—we want to connect fresh produce from across the Northeast to national and international markets.' Over the past three years, Meghalaya has developed more than 27 cold storages, eight processing hubs and logistics facilities, including mobile units and refrigerated trucks. In 2024, over 682 metric tonne of processed pineapples were exported to the EU, Gulf countries, and Southeast Asia. Additionally, more than 150 metric tonne were sold domestically in Indian metros through institutional partnerships. The Meghalaya Pineapple Festival 2025 features curated stalls from multiple farmer cooperatives, live tastings, value-added products, B2B networking, and cultural performances. Spread across 37 acres in the Mendipathar Industrial Area, the bottling unit is expected to generate direct and indirect employment for hundreds of people in the region. Recalling the long-delayed promise of industrial development in Garo Hills, the CM said the Mendipathar industrial area was conceptualised in the 1990s, but saw no investment for over 30 years. 'There was hope and expectation, which never got fulfilled,' he said, paying tribute to the vision of his late father and former Lok Sabha Speaker P A Sangma. 'Today is a day of hope and fulfilment of that vision he had for Mendipathar and Meghalaya in general,' Sangma said, while thanking local Nokmas and residents for donating land for the industrial area decades ago. Sangma said the plant would also lead to economic growth in Mendipathar through increased demand for housing, retail and other services. He further announced that another beverage plant is being set up in the Tikrikilla-Bajengdoba region, with 90 per cent of construction work already completed. As the world's second-largest PepsiCo bottling company, it adheres to the highest standards of quality, sustainability, and Corporate Social Responsibility. Live Events The plant has a production capacity of 1,200 bottles per minute, manufacturing PepsiCo products such as Pepsi, Mountain Dew, Sting, and Mirinda Orange, and others as well as fruit pulp-based beverages. These products will be supplied across Meghalaya, Assam, and North Bengal. The Chief Minister also acknowledged the contribution of the Nokma (village chief) and the people of Mendipathar for donating the land for setting up the industrial area 30 years ago. The bottling plant will engage close to 500 staff members for production and distribution of different PepsiCo products, including fruit-based juices. Sangma said that the plant will open up ancillary opportunities and lead to a boom in economic activities. He stated, 'The staff, including senior managers of the plant, will require accommodation facilities, which locals can set up. They will spend on their daily requirements in Mendipathar, which will slowly lead to the opening of different entities'. Notably, another plant would be set up in the Tikrikilla Bajengdoba area, with 90% of the work already completed. Varun Beverages' Executive Director & CEO Kamlesh Jain in his speech said that the plant will have an employment impact, carrying the potential to generate thousands of direct and indirect jobs. This plant will transform livelihoods, especially for our youth. This industrial plant will set off a ripple effect, attracting more investment, expanding infrastructure, and stimulating support industries - from logistics to warehousing, food processing, packaging, and beyond. From automated bottling lines to aseptic packaging systems, this is one of the most advanced beverage plants in Northeast India, designed to deliver scale with efficiency and quality. This plant opens the gateway to growth by promoting Investment and Private Sector Development, which is one of the first opportunity, out of the 10 opportunities under Mission 10, outlined by the Chief Minister.
