Bridge, causeway lighting project set to begin in March

Feb. 14—The city finally has a date, in less than a month, for the Hudson Memorial Bridge/U.S. 31 causeway lighting project to begin.
City Engineer Carl Prewitt on Thursday said Shoals Electric expects to begin the $1 million project during the second week of March.
The project includes replacing the lights, starting at Market Street Northeast on the south end of the Hudson Memorial Bridge and stretching half a mile to a point just north of Riverwalk Marina. The project does not include the northernmost portion of the causeway.
"The completion date on the contract is for up to 60 days, but they tell us they don't think it will take that long," Prewitt said. "They expect the work to take about a month."
Prewitt said he does not yet know what lane disruptions the work will cause.
Shoals Electric won the project contract in June, but the contractor has been waiting months for materials.
"This has taken forever, so I'm glad to see we've got a date," Mayor Tab Bowling said.
Dewayne Hellums, director of the Decatur-area Metropolitan Planning Organization, said the MPO is contributing $814,978 in carbon-reduction funds to the project, and this requires a city match of $203,745.
The existing lights, installed more than 25 years ago, are not working due to rodents chewing on the wiring. Bowling said the city hired Cook's Pest Control to fight the problem.
"The rodents were eating the copper in the wires to sharpen their teeth," Bowling said.
The city hired AECOM, an infrastructure consulting firm, to handle the project's engineering in 2022. The plan is to replace the conduit, wiring and some of the junctions.
The city also plans to use pull boxes for the replaced junctions. Pull boxes used in conjunction with conduits will make wire installation easier. The boxes are designed to also help keep rodents away from the wiring.
City officials have not been happy with the Alabama Department of Transportation because, they said, the state refuses to contribute funding to the lighting project. In July, Councilman Billy Jackson was the one "no" vote for this reason.
"I think all of us here understand we need lighting on that bridge," Jackson said at the time. "But I've always felt this is a state highway; it's a state project that should be funded by the state of Alabama. This is not our responsibility per se."
The 78 pole lights along the bridges and causeway were installed in 1998 by the Alabama Department of Transportation and the city took over responsibility for maintenance. From 2002 until 2020, DU maintained the lights, charging the city for its time and materials.
On Feb. 1, 2020, an accident seriously injured four DU workers at the north end of the southbound bridge. The driver of a Chevrolet Silverado plowed into DU pickups which in turn collided with a boom truck. Two of the workers were ejected from the boom bucket, and two others were injured at street level. All four were there to work on the bridge lights.
Soon thereafter, DU General Manager Ray Hardin advised the city that the utility would no longer maintain the lights "due to safety concerns for our employees and the increasing maintenance requirements of obsolete facilities."
Decatur Development Director Dane Shaw on Thursday said a private contractor will be hired to do maintenance on the new lighting.

Sales Summary According to preliminary estimates, US Light Vehicle (LV) sales grew by 1.5% year-on-year (YoY) in May 2025, to 1.46 million units. May 2025 had one extra selling day compared to May 2024, meaning that sales fell by 2.2% YoY on a selling day-adjusted basis. The daily selling rate was measured at 54.2k units/day in May, down from 56.7k units/day in April. The annualized selling rate was estimated at 15.3 million units/year in May, down from 17.4 million units/year in April. Retail sales were estimated at 1.2 million units, up by 2.2% YoY, while fleet sales were thought to total 261k units, down by 1.6% YoY. OEM Analysis GM once again led the market, with total sales of 258k units and a market share of 17.6%. However, a notably strong performance from Toyota Group meant that the gap between the Japanese OEM and GM was under 18k units in May, the smallest difference since April 2024. Toyota Group's volumes (240k units) were its highest since May 2021. Even more remarkable was Ford Group, which enjoyed its highest monthly sales total since May 2019, with 215k units sold. At a brand level, Toyota led the rankings – as has been the case in each month of the year to date – on 207k units. However, Ford was close behind on 203k units, with Chevrolet in third on 163k units. Model Analysis For a second consecutive month, the Ford F-150 led the sales rankings, on 46.3k units. The Toyota RAV4 came in second, on 45.3k units, while the Chevrolet Silverado claimed third place in May, on 40.8k units. This was the first time since October 2024 that the Silverado had occupied such a lofty position. The Honda CR-V and Toyota Camry completed the top five. The Camry made its first appearance in the top five bestselling models since February 2023. Segment Analysis Compact Non-Premium SUV's market share was 21% in May, according to initial estimates, its lowest share of the year to date. However, the segment's market share was still up by 0.6 pp YoY. Midsize Non-Premium SUV accounted for 15.6% of the market in May, down around 0.2 pp from its April share, while Large Pickup enjoyed its highest share of 2025 so far, on 14.5%. Indeed, only one month since the beginning of 2023 (December 2024) has seen the segment claim a larger share of the total market. Enticing offers on models such as the Silverado seem to have driven an improved performance for Large Pickups. David Oakley, Manager, Americas Sales Forecasts, GlobalData, said: 'While sales in May were not poor by any means, the month's results were a reflection of the way we have been expecting the market to develop since the picture regarding tariffs started to take shape. After the initial surge in sales activity in March and April, the decline in the selling rate in May appears to indicate that many of those consumers who decided to pull purchases ahead to avoid potential tariff-related pricing increases have now done so. We are also observing sharp differences in performance between OEMs. Certain automakers are starting to see problems with low inventory, which in some cases may be linked to hesitancy over how to respond to the imposition of tariffs. Similarly, brands that have tended to rely on fleet sales to boost volumes may be struggling in the current circumstances, as a higher priority is being put on more profitable retail sales – but retail sales depend to a great extent on the curb appeal of the models themselves. Finally, Premium makes are also seeing somewhat more subdued sales, although the reasons for this are varied. Forecast Updates We currently expect 2025 sales to come in at around 15.2 million units, down from almost 16 million units in 2024, and representing a YoY decline of around 5%. While the extent to which sales will slow in June remains to be seen, we forecast the YoY comparison to turn negative, as prices increase and supply chain problems start to ramp up. The second half of the year is set to see a more significant slowdown in sales, as OEMs gradually adjust pricing to reflect the new realities of the trade environment. Still, the situation remains extremely fluid, and changes in the administration's policy could mitigate the worst effects of tariffs, in which case there is some upside risk to our forecast. Three arrests made in $10 million staged crash scheme

LAFAYETTE, La. () — An investigation into a multi-million-dollar suspected staged crash scheme has led to the arrest of three men. On March 25, officials with the Louisiana State Police Insurance Fraud and Auto Theft Unit Breaux Bridge Field Office, launched an investigation that led to the arrests of Justin Ledet, 45, of Rayne, Steven Thomas, 38, of Lafayette and Alfred Onezine, 37, of Breaux Bridge. The investigation began after authorities received a criminal complaint from the Louisiana Department of Insurance, following a report from a trucking company which suspected fraudulent activity related to a crash that occurred on January 19, in Lafayette Parish. Officials determined that Ledet, Thomas and Onezine conspired to stage a crash at the intersection of Willow Street and Teurlings Drive. They said Ledet, while operating the company's truck, intentionally struck the rear of a Chevrolet Silverado driven by Thomas, who was accompanied by Onezine and three juvenile passengers. Subscribe Now Officials said following the crash, all five occupants of the Silverado filed insurance claims against the trucking company, seeking a combined potential fraud amount of approximately $10 million in damages. On May 2, officials arrested Ledet and Thomas for automobile insurance fraud. Both were processed into a Lafayette Parish jail without incident. On May 29, authorities arrested Onezine on a warrant for three counts of cruelty to juveniles and four counts of automobile insurance fraud. Officials said during the arrest, Onezine resisted police and was additionally charged with resisting an officer. He was processed into a St. Martin Parish jail without further incident. ESCAMBIA COUNTY, Fla. (WKRG) — A Pensacola woman is accused of using another person's identity to buy a Chevrolet Silverado at an automobile dealership in Escambia County, Florida. Teen arrested in Fairhope shooting Brandi Michelle Neal, 51, is in the Escambia County Jail on several fraud charges and grand theft of a motor vehicle, has learned. She is being held without bond, jail records show. 'She would steal another's identity and try to buy that truck in that innocent person's name without their knowledge,' an Escambia County Sheriff's Office Facebook post said. 'She entered a local dealership and, using the name that's not her own, purchased a bright red Chevrolet Silverado.' According to the ECSO post, after Neal took possession of the truck, an acquaintance of hers later had it. The next day, a private landowner requested that the abandoned truck be towed off the property. 'Ultimately, the truck was reported stolen by fraud and returned to the dealership,' ECSO's post said. Neal then learned that her truck had been recovered and contacted deputies about having it returned to her, still under her false identity, according to ECSO. Deputies ultimately did not return the vehicle to her, and she was taken into custody under the name Brandi Michelle Neal, as stated by the sheriff's office. The sheriff's office stated that she also goes by the name Chyna White (Chyna Whyt) on Facebook.
