Madras High Court Urges Centre To Release Withheld Funds To Tamil Nadu, Delinking RTE From NEP
Chennai:
In a significant development, the Madras High Court has urged the Union Government to reconsider its decision to withhold Rs 2,152 crore in educational funds payable to Tamil Nadu, and recommended delinking the implementation of the Right to Education (RTE) Act from the state's adoption of the National Education Policy (NEP) 2020.
The court observed that the Centre's obligation under the RTE Act is "independent" and must be honoured irrespective of whether a state government adopts NEP 2020 or not. It also underscored that both the Centre and the states have a concurrent responsibility to ensure the effective implementation of RTE provisions.
An individual had approached the High Court alleging admission under the Right to Education Act has not commenced yet in private schools because of this issue.
The state government claimed Union Government has not released funds under the Samagra Shiksha scheme since 2021 due to what it termed "political animosity" over the state's continued opposition to the NEP. According to the funding pattern, the Centre is mandated to contribute 60%, while the state bears the remaining 40%.
The court refrained from issuing any binding directions as the Tamil Nadu government has already moved the Supreme Court on the matter. However, the bench made critical observations about the financial standoff, stating that the state government too cannot evade its obligation to reimburse private schools that admit children under the RTE Act. "The State cannot wriggle out of its commitments," the court stated, emphasizing that reimbursement to private institutions is not optional but a statutory requirement.
Tamil Nadu has strongly opposed NEP 2020, calling it "regressive" and "against the principles of social justice." The ruling DMK government has also rejected the three-language policy, terming it a backdoor attempt to impose Hindi on non-Hindi-speaking states. It has also raised concerns over the NEP's emphasis on multiple public examinations in lower classes (III, V, and VIII), warning that such measures could increase school dropouts among underprivileged children.
Another point of contention is the NEP's push for entrance examinations for undergraduate admissions in arts and science colleges. The Tamil Nadu government argues that such a system would make higher education inaccessible to students from economically weaker sections, reinforcing social inequalities.
The BJP, however, has dismissed these allegations. Defending the NEP, the party asserted that the policy is a "visionary roadmap" intended to transform India into a developed nation by overhauling its education system. The party has clarified that the three-language formula is not meant to impose any language but to provide students with the opportunity to learn an additional Indian language, thereby promoting linguistic diversity.

Mann, Kejriwal lay foundation stone of Rs 78-cr Burlton Park Sports Hub project in Jalandhar
Highlighting the Punjab government's plan to establish ultra-modern sports facilities statewide as a long-term solution to substance abuse and youth disillusionment, AAP national convenor Arvind Kejriwal said on Wednesday that 'stadiums in every village will be our answer to drugs'. The former Delhi chief minister and Punjab Chief Minister Bhagwant Mann laid the foundation stone of the Burlton Park Sports Hub project in Jalandhar, an ambitious project to be developed at a cost of nearly Rs 78 crore. Terming it a 'historic' day, Kejriwal said India's first-of-its-kind multi-sports hub would provide thousands of people with opportunities to get into sports and maintain a healthy lifestyle, signaling a dramatic shift in the fight against drugs toward rebuilding lives through sports. Under the ongoing 'Yudh Nasheyan De Virudh' (War Against Drugs) campaign, the Punjab government is doubling down on its strategy: a crackdown on drug networks and opening up sporting pathways for youth. 'Operation Bulldoze, community cooperation and police broke the drug network, now sports will build the future,' Kejriwal said at the event. 'The state had once led the nation in sports, enterprise and courage, but decades of political mismanagement had allowed drugs to invade every family and village.' Kejriwal spoke about the establishment of new focal points across Punjab and the launch of the 'FastTrack Punjab Portal' to ensure investors receive all necessary approvals within 45 days of the application. Echoing this commitment, Mann noted, 'Jalandhar has produced generations of national athletes, especially in hockey. But that legacy had been tarnished as political apathy and poor governance allowed the drug menace to flourish. We promised a sports hub in 2022, and we are delivering it today.' Mann stated, 'Punjab's youth have unmatched energy and spirit — sports will be the channel through which we redirect that toward glory, not grief.' The chief minister announced that Burlton Park would soon be renamed after a legendary Punjabi sportsperson, erasing its colonial past and rooting it firmly in Punjab's proud identity. Plans were also unveiled for new international cricket stadiums in Jalandhar and Amritsar, following the model of Mullanpur, he said. The Rs 78-crore sports hub is expected to come up within a year, offering state-of-the-art facilities and access to thousands of aspiring athletes. More importantly, it's being positioned as a new front in Punjab's war against drugs — a symbol of hope and renewal. Mann and Kejriwal flagged off a shipment of 25,000 rugby balls to be used for matches in the prestigious 2025 Women's Rugby World Cup. They emphasised that it is a matter of great honour for Punjab that rugby balls manufactured by Savi International, a Jalandhar-based company, will be used in an international sporting event of such magnitude. Both the leaders added that the sports industry is playing a vital role in fuelling thousands of jobs and positioning Punjab as a global manufacturing powerhouse. Highlighting the global reputation of Jalandhar's sports industry, the leaders lauded the hardworking, resilient, and visionary manufacturers who have consistently delivered world-class products. They reaffirmed the Punjab government's commitment to giving a strong impetus to this vibrant sector.

ED arrests ex-Haryana MLA,aide in money laundering case
The Enforcement Directorate (ED) on Wednesday (June 11, 2025) said it has arrested a former MLA and a former Haryana Shahari Vikas Pradhikaran (HSVP) officer in an alleged money laundering case here. Ram Niwas and Sunil Kumar Bansal were arrested on June 9, under the provisions of Prevention of Money Laundering Act (PMLA), 2002 in the case of misappropriation of public funds in HSVP (formerly known as the Haryana Urban Development Authority) bank accounts, a statement from the agency said. Ram Niwas was a member of the Haryana Legislative Assembly from 2019 to 2024. He represented the Narwana constituency after he won elections on a Jannayak Janta Party (JJP) ticket. He was also a former official of the HSVP. The ED initiated the investigation on the basis of FIR registered at Panchkula by Haryana Police against unknown persons, said the statement. This case was registered on a complaint by the Drawing and Disbursing Officer of HSVP, in which it was alleged that a 'fraud and financial loss' was committed through a bank account of HSVP, it added. As per the FIR, between 2015-2019, debit transactions amounting approximately Rs. 70 crore were repeatedly released in favour of some particular parties for no apparent reason from the said bank account of HSVP, causing a loss of Rs 70 Crore to HSVP. An internal enquiry by the HSVP revealed that no such bank account was reflected in the cash branch or IT wing of HSVP, meaning that HSVP was 'defrauded' by Sunil Kumar Bansal and Ram Niwas in a clandestine manner,' the ED statement said. Following their arrest, both the accused were presented before the Additional District and Sessions Court at Panchkula. They were remanded to five days' Enforcement Directorate custody..

MP Bastupati Nagaraju, Panyam MLA Gowru Charitha Reddy, district Collector P Ranjith Basha and others were present. Minister Ramanaidu lauded the women of Tadakanapalle, calling them a source of national pride. He highlighted the scale of ongoing development in the region, noting that Rs 2,014 crore have been spent on 2,294 works across the district. Emphasising industrial growth, he stated that key industries are being brought into Kurnool to enhance its industrial landscape. He announced that 5,653 hectares have already been brought under drip irrigation, reflecting the government's commitment to modern agricultural practices. The Minister also mentioned that Rs 3,800 crore have been sanctioned to accelerate works of Handri-Neeva Project, a critical lifeline for the region. He contrasted this with the previous five years, during which no significant spending or progress was made on these vital projects. Minister Ramanaidu praised TDP founder NT Rama Rao, attributing the empowerment of women in Andhra Pradesh to his vision. He credited TDP leader and CM N Chandrababu Naidu for pioneering self-help groups (DWCRA) that provided financial stability to women, and for launching initiatives such as the 'Deepam' scheme for improving women's health and safety. Calling the current alliance, a 'pro-women coalition government', he emphasised the government's swift actions post-coming into power. 'We increased pensions in the very first month of our tenure,' he noted, while pointing out that it took former CM YS Jagan Mohan Reddy five years to implement a Rs 1,000 pension hike. Touching on employment, Ramanaidu stated that 16,000 teaching posts are being filled, with 30% of them allocated to Kurnool district alone. Looking ahead, he announced plans for the Polavaram-Banakacharla project, envisioned at a massive Rs 80,000 crore, which is expected to transform Rayalaseema into a lush green belt. He took a swipe at the opposition, remarking that YSRCP is shedding crocodile tears over the region's development, while Chandrababu Naidu is working tirelessly to fill the gaps they left behind.
