Setback for KMC's water meter plan as 85 devices go missing from S Kol

Kolkata: Altogether 85 water meters installed under the
Kolkata Environmental Improvement Investment Programme
(KEIIP) were reported missing from residential areas in south Kolkata's Patli-Baisnabghata area during a month-long audit.
This has prompted the KEIIP-appointed company to file a complaint with the Patuli police.The missing meters were discovered during routine readings in wards 101, 102, 107, 108, and 110 of the Anandapur-Patuli service zone.
These meters, which are the property of the
Kolkata Municipal Corporation
(KMC), were installed as part of a performance-based contract for the ongoing water loss management project."Our representatives conduct monthly visits to record
water usage patterns
, and during recent inspections, they noticed meters missing from several households," the complaint states.
The exact number of missing meters has not been disclosed, but the company has provided authorities with detailed addresses of affected properties, with police claiming around 85 such premises have already been identified by them."Water meters were installed in most of the houses under the Patuli PS area, and every month our representatives visit all the houses to take meter readings to count the water use pattern.
At that time, our representatives found that the water meters are missing in a few houses.The installed water meters are the property of KMC. We have attached addresses and other details where we found that water meters are missing," the complaint said. KMC officials emphasised that tampering with or removing these meters is illegal as they are municipal property. "We take these incidents seriously as they hamper our water management efforts and result in financial losses to the corporation," said a senior KMC official. "Residents with information about the missing meters are urged to contact their local police station or KMC or KEIIP officials," said a police officer.According to KMC sources, around 1,000 water meters installed in neighbourhoods located off EM Bypass and the Tollygunge-Jadavpur belt were stolen in the past year. According to a KMC water supply department official, 9,500 meters have been installed in areas such as Patuli, Anandapur, Kasba, and other areas located off EM Bypass under KEIIP since early 2023.According to KEIIP sources, the installation of water meters was underway in areas such as vast areas off EM Bypass under a special project. The KEIIP completed the installation of around 9,500 meters in these areas that broadly fall under four KMC wards (Wards 101, 102, 107, and 110). A KMC official expressed concern over the rapid theft of such expensive meters, each of which costs between Rs 2,200 and Rs 3,500. According to the KEIIP official, while over 600 water meters were stolen from Patuli alone, the remaining meters were found missing from Anandapur, Kasba, and some areas under Jadavpur police station.Mayor Firhad Hakim has also flagged concern about the theft time and again and asked the senior KMC officials to keep a tab on the safety of the water meters that have been installed to determine the water consumption pattern of households in several neighbourhoods where projects are being taken to augment potable water to households to end a longstanding crisis."It is true that we need to install water meters in several parts of the city to assess the water consumption pattern and accordingly plan to bridge the gap in the supply line. An area-wise survey has revealed that while residents in some neighbourhoods have access to excess drinking water and thus tend to get engaged in colossal wastage, others suffer from scarcity of water. But the frequent theft of water meters has posed a challenge to the KEIIP survey," said Hakim. A section of the KMC officials also expressed concern over owners of households destroying such meters for they suspected that the KMC would charge for the supply of water.

The Rajasthan Police have detained a government teacher for allegedly trying to bribe the cabinet minister for School Education, Madan Dilawar, at his Jaipur residence on Monday. The incident happened when the minister was holding a public hearing at his official residence in Civil Lines area. As per the minister, the teacher Chandrakant Vaishnav arrived with a letter, a box of sweets, and an envelope. The minister said that he didn't suspect anything upon seeing the envelope as these are usual with the letters, 'thinking it might have someone's recommendation. But then my photographer Bharat told me that apparently the envelope has money. Once we opened, it had Rs 5,000.' Vaishnav, posted as a Level 2 science teacher in Banswara's Ghatol, was seeking a recommendation for appointment as a writer in the textbook committee for science for Classes 6-8, which comes under the Rajasthan State Council of Educational Research and Training (RSCERT). To influence the minister, who has an RSS background, Vaishnav stated in his letter that he had been associated with RSS's student organisation, the 'Akhil Bharatiya Vidyarthi Parishad (ABVP), and Sangh ideology since his student days.' He said that currently, while holding the post of a teacher, he is also associated 'with organisations like the Bharatiya Mazdoor Sangh, which are associated with the ideology of the Sangh.' Indicating his willingness to rewrite textbooks as per the ideology, Vaishnav said that the new textbooks will be drafted 'as per the intention of the present government' and sought a recommendation from the minister for his inclusion in the committee. Dilawar said that this was the first such instance of his life which is also the 'worst.' 'This is the first such instance in my life; I have been in politics for 35-36 years and am a third time minister. It is quite painful that someone could think that the Education Minister can take a bribe and act on their request,' Dilawar said, adding that this was also the first time he saw this person. Taking a dig at the Congress, Dilawar said, 'I would not like to comment on the past or future. There could have been a tradition (to bribe the minister). Hence, he dared to do this.' Vaishnav, now suspended, is now being questioned by the Jaipur Police.

Markets regulator Sebi on Monday imposed a penalty of Rs 3 lakh on Motilal Oswal Financial Services Ltd for violating stock brokers' norms. The fine needs to be paid within 45 days, the Securities and Exchange Board of India (Sebi) said in its order. The regulator conducted a thematic inspection of Motilal Oswal Financial Services Limited on the theme 'Control over Authorized Persons' for the period from April 2022 to January 2024. In its probe, Sebi found that trading terminals were not found at authorised places. "During inspection, 13 terminals (NSE) were not found at the reported location. Further, on verification of trade data as on 04-03-2024, it was observed that trades have been executed from 5 out of 13 terminals, 9 terminals (BSE) were not found at the reported location, and trades have been executed from 1 terminal," Sebi said. In case of another AP -- Merit Capital Market Services, 99 clients' transactions were observed out of total transactions with 228 entities, amounting to Rs 5.69 crore payment to clients and Rs 5.06 crore received from clients."Both the APs had a fund-based relationship with the clients. Thus noticee (Motilal Oswal Financial Services) did not ensure that its APs are engaged only in permitted activities and are not undertaking any business which are disallowed under the Byelaws, Rules & Regulations and circulars of Sebi/exchanges," Sebi said in its such activities, Motilal Oswal Financial Services violated stock brokers' rules and accordingly imposed a penalty of Rs 3 lakh for the violations. Patna: Nawada is fast emerging as a breeding ground for cybercrime. In a sensational case that has left police stunned, a cyberfraud racket with an unusually provocative front—offering money to men for impregnating women—has been busted in the district's Kunj village. The racket was masterminded by Rajesh Kumar (26), son of a retired Army personnel. A resident of the nondescript Kunj village under the Roh police station area, Rajesh exploited the notion that "sex sells" by launching a fake job agency with a bizarre name: 'All India Pregnant Job Company'. The "company" lured men with promises of payments up to Rs 5 lakh for helping women conceive. However, this was just a front for an elaborate cyberscam targeting youth, unemployed people, and women across the country. People were duped into paying hefty registration fees and additional charges, believing they were enrolling for well-paying jobs. The gang siphoned off lakhs of rupees from unsuspecting applicants through various digital transactions and manipulative schemes. According to police, Rajesh's arrest came after the ministry of home affairs (MHA) shared mobile data analysis with the state authorities. Acting on the lead, a Special Investigation Team (SIT), led by Cyber DSP Priya Jyoti, on Sunday conducted a raid at Kunj village, which led to the arrest of Rajesh and three others, including three minors, one of whom was just 17 years old. An FIR was registered under multiple sections of the BNS and IT Act. The police recovered five cellphones and a keypad phone, along with fake job cards, photographs of women, and other incriminating documents. Further investigation revealed that the gang employed highly professional techniques to build credibility, including well-designed online ads, fake training videos featuring young women endorsing the scheme, social media campaigns and newspaper advertisements, promises of free cellphones and laptops, fake job offers with reputed 5G telecom companies, claiming work-from-home roles with monthly salaries between Rs 22,500 and Rs 75,500 This is the third major cyberfraud busted in Nawada in the past two years. In Jan 2025, a similar racket operated under the same 'Pregnant Job' and 'Playboy Service' banners was uncovered. And in Dec 2023, police had busted another cybercrime gang at Gurma village under the Mufassil police station area, where 11 people were arrested. Those arrested included people with modest backgrounds—a truck driver, a street food vendor. Speaking about the Sunday's arrest, superintendent of police (SP) Abhinav Dhiman said, "The gang specifically targeted vulnerable sections of society, including students, jobseekers, and women. Their scams were designed to lure people with greed."
