DTC to launch 100 interstate e-buses
In a move towards sustainable mobility, the city is set to roll out 100 electric inter-state buses under the Delhi Transport Corporation (DTC), with operations expected to begin soon across 17 key routes, officials said on Friday. The decision was announced on Thursday during the DTC board meeting chaired by transport minister Pankaj Kumar Singh.
Several high-demand corridors connecting the capital to neighbouring states and prominent pilgrimage destinations like Haridwar, Ayodhya, Rishikesh, Meerut and Baghpat are some of the initial proposed routes, around 250 to 300 kms from Delhi. The Uttar Pradesh State Road Transport Corporation (UPSRTC) has also been consulted to check the feasibility of operating buses along these routes, said officials.
The initiative aligns with the Delhi government's 'Green Delhi, Clean Delhi' campaign and the broader development blueprint under the 'Viksit Sankalp Yatra', said Singh.
'These electric inter-state buses mark a major step in our sustainable mobility agenda which will improve access to neighbouring areas and pilgrimage hubs and reduce pollution levels in Delhi,' said Singh.
The new Type-3 electric buses will be operated by DTC's existing workforce, ensuring a smooth integration into current operations. Senior officials confirmed that religious routes have been prioritized to meet growing demand from commuters travelling to popular pilgrimage sites. Type-3 buses are bigger vehicles used mostly on longer routes with more seating or even sleeping space.

New Delhi: In a major step towards the ease of doing research, the General Finance Rules (GFR) have been simplified for procurement of scientific equipment and consumables, said Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology on Saturday. GFRs are the governing financial regulations for the government, outlining procedures for managing public finances. Applicable to Central government ministries, departments, for autonomous bodies with their own approved financial regulations, the GFRs cover aspects like budgeting, procurement, expenditure, and accounting. In a post on social media platform X, Singh noted that the move will enhance autonomy for young researchers. 'Here is a heartening news and a major breakthrough for young aspiring startups, innovators, and researchers: In a landmark step enabling ease of doing research, the GFR rules have been simplified for procurement of scientific equipment and consumables,' Singh said. 'This will reduce delays, also enhance autonomy and flexibility for research institutions -- empowering them to innovate faster,' he added. The MoS also lauded Prime Minister Narendra Modi 'for this transformative reform which will accelerate the technology-driven journey of Viksit Bharat'. An Office Memorandum, dated June 5, permitted Vice-Chancellors, directors of scientific organisations, and academic institutions 'to make non-Government e-Marketplace (GeM) procurement of scientific equipment and consumables'. The order is valid only for departments of Science and Technology; Biotechnology; Scientific and Industrial Research; Atomic Energy; Space; Earth Sciences; Defence Research and Development Organization; Indian Council of Agricultural Research (ICAR), including its affiliated institutions and Universities; Health Research (DHR), including Indian Council of Medical Research; educational and research institutes conducting post-graduate/ doctoral level courses or research, under any Ministry/ Department, the memorandum said. With the simplified rules, the limit of purchase of goods without quotation has been increased from the current Rs. 1,00,000 to Rs. 2,00,000. Similarly, the limit on the purchase of goods by the Purchase Committee has been increased to Rs. 2,00,000 and up to Rs. 25,00,000. For the Limited Tender Enquiry (LTE), the amended limit is up to Rs. 1 crore, while for Advertised Tender Enquiry, the new limit is above Rs. 1 crore, the memorandum said. The amendment is likely to provide greater flexibility to scientific Ministries to import and buy equipment necessary for research.

Haryana: Affordable housing e-draw portal to be linked with Aadhaar to tackle irregularities
GURUGRAM : Govt's online portal for drawing of lots in affordable housing schemes will directly cross-check and verify applicant details with information in the Aadhaar card to make the process more transparent and eliminate chances of duplication or manipulation. Officials of the department of town and country planning (DTCP) said on Friday that the updated portal – called TCP Haryana – will fetch applicant details such as name, address and mobile number from the Aadhaar card. This will prevent manual data entry errors and manipulation while ensuring that only eligible candidates are considered for allotments. The move comes in response to irregularities uncovered in the 2023 housing draw of Aster Avenue 36 in Sector 36, Sohna. During the draw of lots for 702 flats at the society, those with addresses given as 'Sohna City' were considered eligible for the scheme, limiting the pool to 2,200 entries out of 51,000 applicants. This was blamed on a technical error. Cross-checking with Aadhaar would do away with chances of such errors, officials said. The Aster Avenue draw was cancelled after an internal probe, and a fresh draw was conducted. But 26 applicants were found to have been repeated in both the shortlists, raising more concerns about fairness and the integrity of the system. "Going forward, the Aadhaar-linked system will automatically populate the applicant's details and verify if they have previously been allotted flats under any affordable housing scheme. If found ineligible, their application will be auto-rejected by the system," said Renuka Singh, senior town planner, DTCP. "All past applicant data from earlier schemes is now being integrated into this upgraded software," Singh said. Additionally, the system will prevent any duplicate entries and ensure that no one can bypass eligibility rules. The new mechanism is expected to significantly reduce the administrative burden and potential biases associated with manual data handling. The Aster Avenue 36 matter is currently pending before the Punjab and Haryana high court, and the next hearing is scheduled for July 9. Applicants who were declared successful in the original draw have yet to receive refunds, while allotment letters for 702 flats drawn in the second round remain on hold because of ongoing legal proceedings.

This initiative, part of the government's broader 'Viksit Sankalp Patra' vision, was approved at a Delhi Transport Corporation (DTC) board meeting held on Friday, reports TNN. According to senior DTC officials, the new electric bus fleet will cover routes ranging between 250 and 300 km from Delhi. The initiative will reconnect Delhi with cities such as Shimla, Jaipur, Aligarh, and Lucknow—many of which were once linked through DTC's extensive interstate bus network. 'These electric buses will strengthen Delhi's connectivity with neighbouring states and will run across 17 identified routes, including several that connect to important religious and pilgrimage destinations,' said Delhi Transport Minister Pankaj Singh. The buses will be operated by existing DTC drivers, ensuring efficient use of the current workforce and maintaining operational continuity. The move also aligns with the capital's "Green Delhi, Clean Delhi" mission to combat rising pollution levels and promote sustainable urban transportation . In addition to the bus rollout, DTC is also working to enhance its non-fare revenue. Plans were presented to increase earnings through advertisements placed on buses, with a projected annual revenue of ₹5 crore. Efforts are being made to bring more of the fleet under advertising coverage to significantly boost revenue potential. The rollout timeline and route-specific deployment details are expected to be announced soon.
