Iowa lawmakers change ‘bullying' definition for schools
DES MOINES, Iowa — What Iowa Republicans are calling a 'cleanup' to Iowa code is now eligible to be signed into law. 'Every child, not just because they match up some certain traits that we decided, the laundry list a number of years ago in Iowa code,' said State Senator Lynn Evans (R), District 3 from Aurelia. 'The bill before us cleans up Iowa code and makes it very clear.' The bill changes Iowa code 280.28 subsection 2 to define 'bullying' and 'harassment' to 'shall be construed to mean any repeated and targeted electronic, written, verbal, or physical act or conduct toward a student that creates an objectively hostile school environment.' It removes the language 'which is based on any actual or perceived trait or characteristic of the student'. The bill also strikes out the 17 traits in the 'perceived trait or characteristic definition'. That definition reads 'includes but is not limited to age, color, creed, national origin, race, religion, marital status, sex, sexual orientation, gender identity, physical attributes, physical or mental ability or disability, ancestry, political party reference, political belief, socioeconomic status, or familial status.' Iowa bill requiring districts share immunization exemption information with families sent to governor Senate Republicans argued that by removing the traits listed in Iowa code, the definition of bullying is expanded. Several senators on the floor said that school districts have asked for that change. Senate Democrats warned of the opposite, that by removing these traits it will make it more difficult for reporting bullying against a targeted group. 'It helps students, it helps schools, it helps families be able to identify what counts as bullying, but it also helps us to track what kind of bullying is happening in our schools,' said State Senator Sarah Trone Garriot (D), District 14, from Waukee. 'I think the real intent might be to make it harder for folks on this list to get the support they need.' Trone Garriot also pointed out that the current definition in Iowa code says that those traits on the list are not limited to that list, when Senate Republicans said this makes it easier to report bullying. The bill is now sent off to Governor Reynolds to be signed into law. Iowa bill requiring districts share immunization exemption information with families sent to governor
DES MOINES, Iowa — Iowa Senate Republicans sent a bill to the governor's desk on Tuesday morning that changes the requirements for how parents and guardians are notified about immunization exemptions in K-12 schools. For several sessions lawmakers have attempted to pass the bill. It failed in the Iowa Senate in 2024, but just a year later it cleared by the majority party in a 32 to 16 vote. The bill requires communication about vaccine exemptions, and exemption requirements must be available for parents or guardians for public or private school students K-12 and child care facilities. That information can be available on a website or on school registration documentation. The countdown is on: 100 days until the 2025 Iowa State Fair; see what's new 'This isn't a pro-vaccine bill or an anti-vaccine bill. This is called an honesty bill,' said State Senator Jesse Green (R), District 24 from Harcourt. 'What's troubling to me is a handful of schools in the state that decide it's okay to lie to parents about if you don't receive shots or you can't send your kids to school. That is a lie.' Senate Democrats worried about herd immunity for diseases, like measles, when parents may be encouraged to opt their student out of certain vaccines.'This bill sends the wrong message,' said Senate Minority Leader Janice Weiner (D), District 45 from Iowa City. 'This bill seeks to ensure that more people feel free and we are actually encouraged to opt out of life saving vaccines.' Governor Reynolds is now able to sign the bill into law. Annual Iowa DNR Prairie Chicken Day canceled due to declining population
DES MOINES, Iowa — The Iowa Department of Natural Resources announced on Tuesday that it would be canceling its annual Prairie Chicken Day this year due to declining populations. During the late 1800s the greater prairie chicken was the most abundant gamebird in Iowa. According to the DNR, hunters would commonly bag 25-50 birds a day and there were even reports of hunters taking in as much as 200 a day. Lawmakers at the time became concerned about the overhunting and implemented limitations and restrictions on hunting, to no avail. The last hunting season for the birds was in 1915, and the last known nesting prairie chickens in the state were recorded in 1952. Last legs: Down to just 21 birds, Iowa's prairie chicken population fading away Despite multiple attempts in the 1980s to reintroduce the prairie chicken in locations like the Loess Hills and the Ringgold Wildlife Area, the bird's population continued to decline. Another reintroduction was attempted in the 1990s in Ringgold and the surrounding counties, which successfully established the Kellerton lek, their primary booming ground since then. However, the success was short lived as the prairie chicken's population again slowly declined. Another attempt was made in the 2000s with the Iowa Management Plan for Greater Prairie Chickens, and while a small population of the bird has returned to Iowa, it too has also declined. On Tuesday, the DNR announced that this year staff have only seen sporadic use of the main Kellerton lek by a few male prairie chickens, resulting in the cancellation of the annual Prairie Chicken Day event where Iowans would watch the bird's mating dance. The DNR said it's continuing to survey the birds and would appreciate any sightings be reported to them. Reports can be made on the DNR's website. An active fire was found inside, and firefighters were called to put out the flames. On Wednesday, Fort Dodge police announced that an autopsy found no evidence of a gunshot wound.
