Marcos orders creation of Education and Workforce Development Group

President Ferdinand ''Bongbong'' Marcos Jr. has called for the creation of the Education and Workforce Development Group to establish an effective coordinating mechanism among agencies involved in education and workforce development. In signing Administrative Order No. 36 last August 13, 2025, Marcos said the establishment of the group is needed to address long-standing concerns in the education sector, and foster a complete, adequate, and integrated system of education in the country. The EWDG shall serve as the central coordinating body on all matters related to education and workforce development in the country. It is tasked to formulate a 10-year National Education and Workforce Development Plan (NEWDP), which shall guide concerned government agencies in formulating and enforcing strategies to align the country's education and workforce systems with the rapidly evolving demands of the global economy. The AO cited the report of EDCOM II, saying that the coordination within the education sector remains a challenge despite the existence of multiple inter-agency bodies working on the sector. The EWDG shall be chaired by the President, and shall be composed of the following: Co-Chairperson: Secretary, Department of Education Vice Chairperson : Secretary, Department of Labor and Employment Members: Chairperson, Commission on Higher Education; Secretary, Department of Migrant Workers; Secretary, Department of Economy, Planning, and Development; and Director General, Technical Education and Skills Development Authority. The DepEd shall serve as the Secretariat of the EWDG, and shall provide technical and administrative support to the EWDG. Further, the Secretariat shall be headed by an Executive Director who shall be designated by the DepEd Secretary from among the senior officials of the agency. The EWDG is also directed to study and evaluate all existing inter-agency bodies with duties and functions related to education and workforce development, and propose mechanisms to streamline and rationalize the same. The AO states that the funding requirements shall be charged against the current and available appropriations of the member-agencies of the EWDG and such other available funding sources as may be identified by the Department of Budget and Management, subject to pertinent budgeting, accounting, and auditing laws, rules, and regulations. — Anna Felicia Bajo/RSJ, GMA Integrated News

Baste Duterte to serve as acting Davao City mayor

Vice Mayor Sebastian 'Baste' Duterte will assume the role of acting mayor of Davao City following the failure of his father, former President Rodrigo Duterte, to take his oath of office. The elder Duterte, who won the mayoral election in May by a landslide with over 662,000 votes, remains in detention at the International Criminal Court (ICC) in The Hague. The Department of the Interior and Local Government (DILG) confirmed that the succession is in accordance with Section 46(a) of the Local Government Code, which provides that the vice mayor shall automatically perform the functions of the mayor in cases of temporary incapacity, whether physical or legal. In addition, the DILG designated first-ranked Sangguniang Panlungsod Member Rodrigo Duterte II as acting vice mayor, in line with Administrative Order No. 15, series of 2018, which outlines the rules of succession in local government units. Former President Duterte is currently facing charges of crimes against humanity before the ICC in connection with his administration's anti-drug campaign, which left over 6,000 people dead according to government data.

Marcos creates task force for PH hosting of Asia-Pacific scout jamboree

President Ferdinand ''Bongbong'' Marcos Jr. has ordered the creation of an Inter-Agency Task Force, which will support the country's preparation, organization, and hosting of the 33rd Asia-Pacific Regional Scout Jamboree (APRSJ). The Philippines, through the Boy Scouts of the Philippines, is set to host the 33rd APRSJ from December 14 to 21, 2025 at Kainomayan Scout Camp in Botolan, Zambales. The theme of the event is "Be Prepared: Scouts for Peace and Sustainable Development.'' Marcos' Administrative Order No. 33 states that the Task Force shall support the BSP in the formulation and implementation of programs, activities and projects, as well as in the organization and management of the requirements for the hosting of the 33rd APRSJ. It will also ensure coordination and collaboration with other departments, bureaus, offices, agencies and instrumentalities of the government, including GOCCs and SUCs, regarding programs, activities and projects for the preparation, organization and hosting of the 33rd APRSJ. The AO indicates that the amounts necessary for the implementation of the said order shall be charged against available appropriations of concerned agencies, subject to existing budgeting, accounting, and auditing laws, rules and regulations. The APRSJ is a major scouting event in the Asia-Pacific region, which seeks to provide opportunity for scouts aged 12 to 17 to experience fellowship of world scouting in a fun and learning environment. —AOL, GMA Integrated News

Iraqi court upholds reinstatement of Diyala council chief

Shafaq News/ On Sunday, Iraq's Administrative Court rejected an appeal challenging a previous ruling that ordered the reinstatement of Omar Al-Karawi as head of the Diyala Provincial Council. According to an official court document, the judges concluded that the appeal lacked sufficient legal grounds and upheld the original decision issued on March 25, 2025, which suspended the implementation of Administrative Order No. (67/3/23) pending a final ruling on the case. Reacting to the ruling, MP Mudar Al-Karawi welcomed the court's decision, calling it 'a victory for justice, fairness, and the rule of law,' and urged everyone to 'respect the law' and comply with the binding court decision. Earlier, the Diyala Provincial Council voted to dismiss its chairman after rejecting his responses during a formal questioning session, appointed Nizar Al-Lahibi as his successor, and swore him in before court proceedings began.
