Two policemen, ex-cop claim trial to graft charges

ALOR STAR: Two policemen and a former cop claimed trial to corruption charges at the Sessions Court here today. Lance Corporal Ahmad Rabani Rusnizal, 29, and Lance Corporal Mohamad Shukre Mohamed Rowi, 37, together with former police corporal Wan Mohd Nor Imran Wan Seman, 35, entered the plea before judge N. Priscilla Hemamalini. According to the charge, the three of them, acting with common intent, allegedly agreed to accept a bribe of RM20,000 in cash from Azizi Norhafizi Abu Bakar as an inducement not to take action against him for being in possession of methamphetamine (syabu). At the time of the alleged offence, all three were serving in the Crime Prevention Branch at Merbok police station. The offence is alleged to have taken place at the Semeling police post, Kuala Muda, at 11.30pm on July 23, 2023. Meanwhile, in the same court, Ahmad Rabani, Mohamad Shukre and another policeman, Corporal Azmil Rizal Azhar, 34, also pleaded not guilty to two other charges. For the first of these charges, the three accused allegedly agreed, with common intent, to accept a bribe of RM10,000 from Azizi Norhafizi as an inducement not to take action against him for possessing methamphetamine. They also claimed trial to a separate charge for allegedly receiving RM5,000 bribe from the same individual under similar circumstances. The two offences were allegedly committed at the Semeling police post and at a 7-Eleven outlet in Taman Lembah Bujang Indah, Merbok, on Oct 25 and 26, 2023, respectively. All charges were framed under Section 17(a) of the MACC Act 2009. If found guilty, they face a maximum prison sentence of 20 years and a fine of not less than five times the amount of the bribe or RM10,000 — whichever is higher. The Malaysian Anti-Corruption Commission prosecutor, Mohd Zulfadli Azharudin prosecuted all cases, while all the accused were represented by counsel Siti Salwa Ja'afar. Zulfadli proposed that the court set RM10,000 bail for each of the accused, but Siti Salwa pleaded for half of the amount. The court subsequently set bail at RM8,000, with Ahmad Rabani and Mohamad Shukre each required to pay RM16,000. July 20 has been fixed as mention date.

IPOH : A former police corporal and two policemen with the rank of lance corporal were charged in the sessions court here today with two counts of accepting a RM20,000 bribe to withhold action against a suspect found in possession of drugs in July 2023. Wan Nor Imran Wan Seman, 35, who now works as a lorry driver, together with Ahmad Rabani Rusnizal, 29, and Shukre Rowi, 37, pleaded not guilty to both charges before judge Meor Sulaiman Ahmad Tarmizi. As policemen attached to the crime prevention unit of the Merbok police station in Kedah, they are accused of conspiring to receive a RM10,000 bribe which was transferred from an AmBank Islamic account belonging to Azizi Norhafizi Abu Bakar, 37, to Rabani's Bank Simpanan Nasional (BSN) account. The bribe was allegedly given as an inducement not to take action against Azizi for possessing methamphetamine. The offence allegedly took place at the BSN branch in CPI Kamunting, Perak, at about 3am on July 24, 2023. For the second charge, they are accused of committing the same offence involving the same individual, amount of money, and location on July 25, 2023. The charges were brought under Section 17(a) of the Malaysian Anti-Corruption Commission (MACC) Act 2009, read together with Section 34 of the Penal Code, which carries a maximum 20-year jail term and a minimum RM10,000 fine upon conviction. The court allowed bail of RM5,000 with one surety for each accused, who were also ordered to surrender their passports and report to the nearest MACC office every month. The case is set for mention on June 26.

Wan Mohd Nor Imran Wan Seman, 35, who now works as a lorry driver, along with police personnel Ahmad Rabani Rusnizal, 29, and Mohamad Shukre Mohamed Rowi, 37, pleaded not guilty to both charges read before Judge Meor Sulaiman Ahmad Tarmizi. IPOH: Three police officers were charged in the Sessions Court here today with two counts of accepting RM20,000 in bribes. The accused, Lance Corporal Ahmad Rabani Rusnizal, 29; Lance Corporal Mohamad Shukre Mohamed Rowi, 37; and former Corporal Wan Mohd Nor Imran Wan Seman, 35, pleaded not guilty before Judge Meor Sulaiman Ahmad Tarmizi to both charges read jointly in court. According to the first charge, the three, who were serving at the Merbok Police Station in Kedah at the time of the offence, were accused of jointly and corruptly receiving a RM10,000 bribe. The payment was transferred from an AM Bank Islamic account belonging to Azizi Norhafizi Abu Bakar into a BSN bank account owned by Ahmad Rabani. The bribe was allegedly given as an inducement for the accused not to take action against Azizi for possessing methamphetamine, an offence under the Dangerous Drugs Act 1952. The act was said to have occurred at BSN-CPI Kamunting, in the Larut, Matang & Selama district, around 3am on July 24, 2023. For the second charge, all three accused were again alleged to have jointly and corruptly received another RM10,000 bribe — also transferred from Azizi's AM Bank Islamic account to Ahmad Rabani's BSN account. The inducement was for the same reason as the first charge, for not taking action against Azizi for methamphetamine possession, which is an offence under the Dangerous Drugs Act 1952. This second offence allegedly took place at the same location (BSN-CPI Kamunting) at around 3am on the following day, July 25, 2023. If convicted, the offence under both charges carries a maximum prison sentence of 20 years and a fine of not less than five times the amount of the bribe or RM10,000, whichever is higher, for each charge. The prosecution was led by Malaysian Anti-Corruption Commission (MACC) prosecuting officer, Mohd Zulfadli Azharudin, while all three accused were represented by lawyer Siti Salwa Ja'afar. Zulfadli proposed bail of RM10,000 with one surety for each accused, along with an additional condition that they report to the MACC office in Sungai Petani, Kedah, on the first Sunday of every month until the case concludes. However, Siti Salwa requested a lower bail amount, citing the accused's monthly income of around RM1,700 and family obligations, including the fact that Wan Mohd Nor Imran is now working as a lorry driver after leaving the police force. The judge granted bail at RM5,000 each and allowed the additional condition requested by the prosecution. He also set June 26 as the next mention date for document submission. All the accused posted bail.
