The Lower House on Monday approves the 2025 draft amended Customs Law by a majority vote (JT file) AMMAN — The Lower House on Monday approved the 2025 draft amended Customs Law by a majority vote and referred the 2025 Buildings and Lands Tax Bill to the Parliamentary Committee on Economy and Investment. During a session chaired by Speaker Ahmed Safadi and attended by Prime Minister Jafar Hassan and members of the government team, Articles 13 to 25 of the amended Customs Law were approved, following the approval of Articles 1 to 12 in a previous session. According to its validating reasons, the amended Customs Bylaw aims to enhance efficiency, streamline procedures, and improve Jordan's investment climate and economic competitiveness, the Jordan News Agency, Petra, reported. It also grants the Customs Department greater flexibility by allowing specialised personnel to handle clearance and cargo release, enforce relevant regulations and conduct post-clearance audits in line with international standards. The amendments also accelerate clearance procedures, ensure access to necessary information while maintaining banking confidentiality, and introduce electronic notifications for customs-related decisions. Additionally, customs officials can now conduct inspections remotely if electronic systems allow monitoring without requiring the physical presence of the concerned party. Lawmakers also raised a series of parliamentary questions, with government responses on several key issues. MPs inquired about the Attarat project agreement, which was directed to Minister of Energy and Mineral Resources Saleh Kharabsheh. They also requested information on the progress of genetic mapping, directed to Health Minister Firas Hawari. Lawmakers questioned the government regarding plans to establish a wastewater treatment plant in the Zarqa River area, requesting specific details on its exact location. In addition, MPs raised concerns about the use of smart applications in public transportation, to which Minister of Transport Wissam Tahtamouni responded that the government is currently reviewing the licensing regulations for the sector. MPs also sought information on efforts to address traffic congestion in Amman. The minister explained that traffic-related issues are within the ministry's jurisdiction. Regarding the Bus Rapid Transit (BRT) project between Zarqa and Amman, the minister noted that it is still in the trial phase and has shown encouraging passenger numbers. On the Hejaz Railway project, she confirmed that feasibility studies are currently underway.

During the session, the House referred the 2025 draft amendment to the Competition Law to the Parliamentary Investment Committee for further discussion. The proposed amendments aim to strengthen market competition and improve enforcement mechanisms in line with international best practices, the Jordan News Agency, Petra, reported. Key changes include restructuring the Competition Directorate at the Ministry of Industry, Trade, and Supply into an independent Competition Protection Department, which will report directly to the minister and be led by a director-general. Labour Minister Khalid Bakar responded to a question from MP Khalid Bani Atiyah regarding the National Employment Programme. The minister said that 43,333 individuals have benefited from the initiative so far, with 32,339 job opportunities currently available. The discussion focused on maximising the programme's benefits for Jordanian citizens and private sector companies. Minister of Water and Irrigation Raed Abul Saud responded to a question from MP Nour Abu Ghosh regarding the National Water Carrier Project, saying that completing the project would raise the per capita water share to 90 cubic metres annually. Abul Saud also warned that Jordan's per capita water share, currently at 61 cubic metres per year, could drop to 30 cubic metres if the National Water Carrier Project is not implemented. He noted that with the National Water Carrier and the Water Loss Reduction Programme in place, water wastage could be cut to just 2 per cent of total consumption, provided necessary measures were enforced, the Jordan News Agency, Petra, reported. Abul Saud underscored the urgency of addressing water losses, as they directly impact citizens' access to water. He stressed the ministry's commitment to enhancing water sustainability and ensuring a secure drinking water supply for all Jordanians. Highlighting Jordan's status as one of the world's most water-scarce countries, he noted the Kingdom's heavy reliance on groundwater due to limited surface water resources.

Ammon News - Speaker of the Lower House of Representatives, Ahmed Safadi, on Sunday received the Saudi Ambassador to Jordan, Nayef bin Bandar Al-Sudairy, on the occasion of the end of his tenure. The two sides stressed the "deep-rooted" bilateral relations under the two kingdom's leaderships, according to a House statement. During the meeting, Safadi stressed the House's solidarity with Saudi Arabia and its rejection of any practices and statements that harm the Arab Gulf kingdom's people. "Security of Jordan and Saudi Arabia is indivisible," Safdai noted, extending thanks and appreciation to Saudi Arabia for its position in rejecting proposals to displace Palestinians to Jordan and Egypt. Safadi said: "We reject the statements issued by the Israeli Prime Minister regarding Saudi Arabia, which constitute a violation of the international law rules and require Arab and international parliaments to condemn them and take clear positions in their rejection." Meanwhile, the Saudi envoy affirmed his country's support for Jordan in rejecting calls to displace Palestinian people, stressing the importance of unifying efforts to defend the Palestinian right and establish an independent state with "full" sovereignty. Concluding the meeting, Safadi valued the Saudi ambassador's "remarkable" efforts during his tenure to enhance bilateral relations.
