NHRC inks agreements with ILO & Azerbaijan's Social Research Center
QNA Doha The National Human Rights Committee (NHRC) has signed two memorandums of understanding (MoUs), on the sidelines of the International Conference on Artificial Intelligence and Human Rights, held in Doha. The MoUs were signed with the International Labour Organization (ILO) and Azerbaijan's Social Research Center by Chairperson of NHRC HE Maryam bint Abdullah Al Attiyah. In a statement issued on Saturday, the NHRC said that the MoUs are part of its ongoing efforts to expand its international cooperation network in the field of promoting and protecting human rights. Al Attiyah emphasised that signing the MoU with the ILO is a pivotal step in consolidating the principles of social justice and enhancing workers' rights, particularly those of vulnerable groups such as migrant workers, women, older persons, and persons with disabilities. She noted that institutional cooperation with the ILO will support developing tools for raising awareness and training, in addition to activating community engagement channels, and align with both the NHRC's strategic goals and Qatar's national development plans. She added that the MoU with the Social Research Center in Azerbaijan serves to broaden international academic and research partnerships, offering valuable opportunities to exchange experiences on harmonising national legislation with international treaties, strengthening monitoring and documentation mechanisms, and building national human rights capacities. Signed by Head of the ILO Office in Doha Max Tunon, the MoU with the ILO aims to establish a formal framework for cooperation in promoting human rights and labour rights, especially for migrant workers, in keeping with the Qatar national human rights strategy 2024–2030 and the ILO–Ministry of Labour Joint Work Program (2024–2028). Cooperation between the two sides will work on developing awareness campaigns and training materials targeting community members and leaders, holding specialised workshops for NHRC staff on human rights and international labor standards, creating guidance tools for the private sector on responsible business conduct, promoting equal opportunities and combating discrimination in the labour market, in addition to encouraging knowledge exchange with human rights institutions in the Global South and launching a joint annual work plan starting this year. The MoU signed with Chairperson of the Social Research Center Zahid Oruj aims to facilitate exchange of expertise and information regarding the alignment of national laws with international treaties; collaborate on promoting a culture of human rights through joint training and research programme; strengthen mechanisms for monitoring, documentation, and redress; coordinate the protection of citizens' rights when residing in the other country; organise reciprocal visits; exchange publications; and implement joint research projects on contemporary human rights issues. Through signing this MoU, both parties agreed to refer to international human rights law and the 1993 Paris Principles as the guiding framework for their cooperation; both countries' national legislations are recognised as an integral part of the agreement, as to ensure respect for legal sovereignty while balancing national and international dimensions.

Nasser Al Attiyah wins his 17th Jordan Rally title
DOHA: Qatar's Nasser Saleh Al Attiyah cruised to a comfortable 17th victory in the Jordan Rally on Saturday. The success took the iconic Škoda Fabia RS driver to a record 90th career MERC rally win, as he closes in on an unprecedented 20th regional title since 2003. The new partnership with his Spanish co-driver Candido Carrera has a 100% winning record with the duo now taking victories at the opening four rounds of this year's FIA Middle East Rally Championship in Oman, Qatar, Saudi Arabia and now Jordan. Al Attiyah said, 'I am so happy to win again here in Jordan for the 17th time. This means a lot to me. This year we have won every rally so far. It feels like a good year, leading the Middle East Championship and leading the W2RC. For this rally, I will give it 10 out of 10. Today, we controlled the pace and tried to make a gap in case we had a puncture.' Qatar's Abdulaziz Al Kuwari and his Irish co-driver Lorcan Moore tried different set-ups with their Citroen C3 but struggled to match the pace of the leading duo on this occasion. They did enough to round off the podium places. Abdullah Al Rawahi and his Jordanian co-driver Ata Al Hmoud maintained the pressure on Al Attiyah throughout day one but a time-consuming puncture delayed the Omani on Saturday's opening Panorama stage and a second issue on stage 10 proved too much for the 2023 regional champion. He finished second overall. Qatar's Nasser Khalifa Al Atya continued his run of consistent form to bring his Ford Fiesta to the Dead Sea finish in sixth overall with co-driver Ziad Chehab. That result was sufficient for the Qatari veteran to seal success in the inaugural FIA Master MERC Championship with two rounds to run.

2nd Place for Al Rawahi on day 6 of Jordan Rally
DEAD SEA, Jordan: A puncture on the first special stage of the final morning proved to be mightily expensive for the Oman Rally Team's Abdullah al Rawahi and it ultimately cost him the chance to threaten the 19-time FIA Middle East champion Nasser Saleh Al Attiyah for victory at the Jordan Rally. Al Rawahi and his Jordanian co-driver Ata Al Hmoud pushed as hard as they could when conditions permitted but they were always running the risk of collecting a flat tyre on the day's six demanding gravel special stages in the Dead Sea and Jordan Valley areas of the Hashemite Kingdom. Another time delay with a flat tyre on the 10th stage eventually decided the outcome in Al Attiyah's favour and Al Rawahi had no alternative but to bring his Autotek Škoda Fabia R5 to the finish in second overall. Nevertheless, his day's result also netted a second Jordan National Championship event win of the weekend. Al Rawahi said: 'It was a long two days for us. The first day was quite good, especially with the pace and we were very close to Nasser. Unfortunately, today we had some punctures and we lost some time. Overall, we are very happy with our performance. It has been the closest we have been to him in the battle. 'We don't really have enough seat time in the car. After this rally I have three months off not really driving my car. My car is also an older generation and there is experience difference between me and Nasser. That is why it is good that he is in the championship. He helps us to push and get closer to him. It is still good. We wanted to win but we are still happy.' Abdullah al Rawahi on day two in Jordan A first pass through the iconic Panorama stage of 17.12km opened proceedings on the final morning. Outside temperatures were already up to 31°C at the start of the stage with a peak of 37°C in the afternoon. Surface cleaning was evident on the opener but Al Attiyah laid down the gauntlet with a time of 11min 38.0sec. Al Rawahi dropped 32.3 seconds with tyre damage on a front-right wheel and that enabled Al Attiyah to extend his lead to 45.8 seconds. The first pass through Suwayma was next in the itinerary. Al Attiyah stopped the clocks in 5min 47.0sec and was able to extend his advantage over Al Rawahi to 52.5 seconds with another stage win. Wadi Nar was the last stage of the loop. Al Attiyah made it a clean sweep of morning stage wins and headed for the midday service and regroup with an advantage over Al Rawahi of 53.1 seconds. He beat the Omani by just six-tenths of a second in the special. After the opening loop of three stages, Al Rawahi said: 'The first stage this morning we got a puncture and lost over 30 seconds. When you try to keep up and push this can happen sometimes. We were able to continue but the gap is bigger. It's not impossible but it was closer before. Now we are trying to maintain our speed. We have three more stages to go.' A second delay occurred in the afternoon with another puncture but the Omani held on to take second place and maintain his push for a podium finish in this year's FIA Middle East Rally Championship. The Ministry, he added, attaches significant importance to implementing the institutional excellence model across its various sectors to raise the efficiency of government performance and achieve higher levels of effectiveness and efficiency. The meeting reviewed the Ministry's progress in adopting institutional excellence standards as well as the efforts made to translate these standards into practical initiatives and development projects in various sectors.

Al Attiyah continues perfect start in Jordan Rally
DEAD SEA,JORDAN: Nineteen-time FIA Middle East Rally Champion Nasser Saleh Al Attiyah and his Spanish co-driver Candido Carrera will be aiming to extend their perfect winning start to the season with victory in this weekend's Jordan Rally. The fourth round of the regional rally series gets underway from the Royal Automobile Club of Jordan (RACJ) in Amman on Thursday evening. Spectators are welcome to attend from 18.00hrs with a display of drift and competition cars also on site before the ceremonial start gets underway at Attiyah and Carrera are chasing a fourth successive win this season after victories in Oman, Qatar and Saudi Arabia. While Carrera chases a maiden regional rally title, Al Attiyah will be hoping that a staggering 90 th MERC event win would also net him a record-breaking 17 th success in the Hashemite Kingdom and yet another win with an Autotek-run Škoda Fabia RS. The Qatari arrived in Amman from South Africa, via a brief pit stop in Doha, and has been mentally preparing himself in Amman away from the punishing heat at the Dead Sea. The team carried out a brief shakedown test on Tuesday afternoon, although the Qatari is aware that he has strong competition over a dozen challenging gravel stages in the Jordan Valley and Dead Sea areas this weekend. Fresh from a strong result at the recent WRC Rally of Portugal, Rakan Al Rashed will be hoping to build upon that experience to continue his push for a first ever MERC event win in a Toyota GR Yaris. The Saudi and his Portuguese co-driver Hugo Magalhāes picked up points for second place in Oman and Saudi Arabia and fourth in Qatar to hold second in the title race, albeit 31 points behind Al Attiyah and Carrera. Oman's Abdullah al Rawahi won the event outright on his way to the regional title in 2023 and will also benefit from the experience of local co-driver Ata Al Hmoud this weekend. Al Rawahi is third in the Drivers' Championship with points for second place in Qatar being his best result of the season so far. Shadi Shaban in action at last year's Jordan Rally. Al Hmoud said: 'We have one target and that is to win the rally. It will not be easy, especially with Nasser in the Škoda RS and Rakan with his Toyota Yaris and Abdulaziz with the Citroën. 'We have the experience in Jordan. Hopefully, we can be the top level of the game. The Dead Sea at this time of year is very hot. Weather conditions could be a tough one. I missed Jeddah (Rally Saudi Arabia) because my wife delivered two babies, two young angels, a baby girl and a baby boy. Now I have a bigger family. We will do our best to win this event.' Abdulaziz Al Kuwari is the defending regional champion and also won last year's Jordan National Championship. The Qatari has enjoyed more seat time this season in rallies and cross-country events and showed with a pair of third-place finishes in Qatar and Saudi Arabia that his Citroën C3 is more than capable of challenging for the win. Consistent finishes have lifted Nasser Khalifa Al Atya into fourth in the points' standings in his Ford Fiesta, although the Qatari veteran is also chasing glory in the inaugural FIA Master MERC Championship for Drivers. Three maximum points scores have given Al-Atya a 42-point cushion in that new championship. Shaikh Bader Al Fayez, Ihab Al Shorafa and Bassel Abu Hamdan complete the line-up of drivers in the Rally2 category in three Škoda Fabias. The Omani duo of Zakariya al Aamri and Abdullah al Zubair are separated by 15 points in their current duel for FIA MERC2 honours. Both Subaru drivers are hoping to follow in the footsteps of last year's champion Shaker Jweihan and lift the region's secondary championship title, although Jweihan is one of several regional drivers aiming to stop the two Omanis running away with the title. Jweihan said: 'A new stage and it's the first of the rally. This is a long and important one. I think whoever succeeds there will carry that on throughout the rally. The car feels good and the preparations have gone well. We will see how this rally goes and how the other guys (Zakariya and Abdullah) fit in. We will look at the results and carry on for the experience.' Action in the Jordan Valley in 2024. Kuwait's Jassim Al Muqahwi, Lebanon's Shadi Al Fakih and Palestine's Hamada Uda are also chasing MERC2 honours. The QMMF confirmed the late withdrawal of young Qatari Mohammed Al Marri because of business commitments. But 21 cars are expected to attend pre-event scrutineering at the Dead Sea on Thursday morning, in addition to nine more solely eligible for the opening two rounds of the Jordan National Championship. Rashid Al-Mohannadi has a commanding 45-point lead in the FIA MERC4 category. With Al Marri's absence this weekend, the Peugeot 208 driver faces resistance from Qatari academy rookie Saad Al Harqan and Indian driver Payyaakkal 'Saneem' Panikkaveettil in his two-wheel drive Ford Fiesta. The Jordanian duo of Shadi Shaban and Mohammed Al-Shorafa and Lebanese Joanna Hassoun are also eligible to score MERC points in their Mitsubishi Lancer Evolution IXs.
