Russia, US Hold Fresh Round of Talks in Turkey on Restoring Ties
Russia and the US on Thursday started a new round of talks aimed at normalizing diplomatic relations in Turkey's Istanbul, even amid a lack of apparent progress in separate negotiations on ending the invasion of Ukraine. The talks will focus on restoring the two countries' diplomatic missions as well as direct flights between the two nations that Washington suspended after Russia's February 2022 invasion of Ukraine, Russian Ambassador to the US Alexander Darchiyev told state news service RIA Novosti. The war in Ukraine is not on the agenda, State Department spokeswoman Tammy Bruce told reporters on Tuesday.

Russia officially appoints ambassador to US
Russia has officially appointed Alexander Darchiyev, who previously headed a department in the Foreign Ministry, as ambassador to the United States. Source: Kremlin-aligned Russian news agency TASS, as reported by European Pravda Details: Russian leader Vladimir Putin signed a decree on 6 March appointing Darchiyev as Russia's ambassador to the United States and Russia's permanent observer to the Organisation of American States in Washington. Russia's previous ambassador to the United States ended his tenure in October 2024. The intention to appoint ambassadors as soon as possible was announced after talks between the US and Russian delegations in Saudi Arabia on 18 February. Washington handed Moscow an agrément (a note of acceptance) for Darchiyev's appointment after another round of talks on 27 February in Istanbul. Prior to this role, Darchiyev, 64, headed the North Atlantic Department at the Russian Foreign Ministry. Over his diplomatic career, Darchiyev has spent a total of 10 years working at Russia's diplomatic mission in Washington, serving as an embassy counsellor from 1997 to 2002 and as an envoy counsellor from 2005 to 2010. Russia claims US has approved appointment of new Russian ambassador
The Russian Foreign Ministry has announced that Russia received agrément for the appointment of Alexander Darchiyev as ambassador to the United States. Source: Russian Foreign Ministry's website, as reported by European Pravda Details: The statement says that during consultations between Russian and US delegations on 27 February in Istanbul, the American side "delivered an official note granting agrément for the appointment of Darchiyev, the Director of the North Atlantic Department of the Russian Ministry of Foreign Affairs, as the new Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the United States of America". The ministry stated that his departure for Washington is expected in the near future. Darchiyev has spent a total of approximately 10 years working at Russia's diplomatic mission in Washington. From 1997 to 2002, he served as an embassy counsellor, and from 2005 to 2010, he held the position of minister-counsellor. Darchiyev was Russia's ambassador to Canada from October 2014 to January 2021. He has served as director of the North Atlantic Department at the Russian Foreign Ministry since January 2021. Background: The US Department of State previously stated that following a meeting with Russian representatives in Istanbul on 17 February, both sides had outlined specific initial steps to stabilise the operations of their diplomatic missions. The talks in Istanbul followed a meeting between the US and Russian delegations on 18 February in Saudi Arabia, which was not attended by Ukraine. After the negotiations in Saudi Arabia, the US Department of State said that the delegations agreed to "address the irritants" to the bilateral relationship and continue preparing talks on Russia's war against Ukraine.
