Columbia Road overpass closure begins May 19

May 17—GRAND FORKS — The Columbia Road overpass will be closed to all traffic beginning May 19 until October, with additional lane closures expected later this summer at 11th Avenue South. The structure needs to be closed to allow the city to replace the bearings that support the bridge deck , according to information provided by the city. During the rehabilitation, the entire deck will be lifted so crews can access the bearings and replace them. The structure is around 30 years old and this is the first time that they've been replaced. For most of the summer, Columbia Road will be closed from the DeMers Avenue ramps to Second Avenue North. Beginning in September, additional lane closures will come as the city connects a new stormwater sewer under the road. That connection is part of the Vail Circle storm sewer improvement project. Work to improve the area's stormwater capacity began in 2018 when a forcemain was relocated as part of the new Altru Hospital. The project has received $7.7 million in federal funding for the building of a new pump station and expansion of existing pump stations along 11th Avenue South. The city is also building a parallel sewer to expand capacity. Work has already begun along 11th Avenue South with lane closures expected throughout the summer. For most of the summer, traffic will still continue on Columbia Road until the final connection is made. When that connection is made will be reduced to one lane in each direction according to WFW Engineers, the company working on the project. The bridge rehabilitation project in total costs $12 million, $4.9 million of which the city is paying, according to the city. The project began last year when the bridge was repainted. The Vail Circle project will cost $11.2 million total.

No charges or arrests in Grand Forks child pedestrian hit-and-run

Apr. 5—GRAND FORKS — Though a person of interest was identified in the March 24 hit-and-run involving a child pedestrian, police say there is insufficient information to arrest or charge anyone at this time. "We spoke to our person of interest, however (we) did not receive any admission nor had sufficient information to go further," UND Police Chief Rodney Clark said in a Friday morning, April 4, message. "Currently we have no other leads." The collision occurred around 8 a.m. Monday, March 24, near North 39th Street and Sixth Avenue North. An elementary school-aged child was walking, likely to school, when he was struck by a vehicle police described as a Ram 1500 that was either silver or gray, and from a year between 2008 to 2018. The child was found bleeding from his head when law enforcement arrived on scene. He was transported by paramedics to Altru Hospital. Clark at the time said he believed the injuries were non-life threatening, but did not have any other information. The child's condition was not clear as of publication. Anyone who has information or may have witnessed the incident is encouraged to contact UND police either by phone at (701) 777-3491, email at or by sending a message on Facebook.

Two Grand Forks teens face attempted murder charges for allegedly shooting at occupied vehicle

Mar. 28—GRAND FORKS — Two Grand Forks teens are facing numerous criminal charges, including five counts of attempted murder, for allegedly firing handguns at an occupied vehicle. The alleged incident occurred on Jan. 3 but, because both Mason Wyatt Allery and Walker Michael Poitra were under 18 at the time, their cases were originally filed in juvenile court. Both were officially transferred to adult criminal court Friday, March 28. Allery, 16, and Poitra, 18, face the exact same 13 charges: five counts of Class A felony attempted murder of a child, five counts of Class C felony reckless endangerment showing extreme indifference, Class C felony terrorizing a child, Class A misdemeanor criminal mischief and Class A misdemeanor unlawful possession of a handgun by a minor. Class A felonies have maximum 20-year sentences. At 10:51 p.m. Jan. 3, Grand Forks police officers were dispatched to the area of 1000 N. 42nd St. for a report of what sounded like multiple gunshots, according to an affidavit of probable cause filed in both cases. They located Poitra and Allery — who ran — and apprehended them shortly after, the affidavit said. They alleged finding a teal Taurus 9mm handgun near where Allery was apprehended. Allery and Poitra allegedly fired multiple rounds at and into a vehicle on two occasions that occurred in quick succession. There were five people inside the vehicle and, during the second shooting, two occupants sustained non-life-threatening injuries and were transported to Altru Hospital, the affidavit said. Multiple witnesses said Poitra was displaying a handgun just before the shooting, and took the bullets out "to show it was real," the affidavit said. A second affidavit filed in Allery's case says police were dispatched to the Knights Inn, located at 1211 N. 47th St. No. 205, for a report of suspicious activity. A woman said Allery showed her a handgun, proving it was real by taking bullets out and displaying them, the affidavit said. The woman alleged that she got into a confrontation with Allery in the hallway — which she recorded — during which Allery took something out of his pocket and pointed it in her direction. The woman said it was a gun, and she feared for her life. Allery and Poitra had initial appearances Friday afternoon, March 28. A preliminary hearing/arraignment has been scheduled for 9 a.m. May 5 in Poitra's case. Allery's next hearing date has not been filed.

Child pedestrian injured in Grand Forks hit-and-run Monday morning

Mar. 24—GRAND FORKS — An elementary school-aged child was injured Monday morning when he was struck by a vehicle while walking near North 39th Street and Sixth Avenue North. Chief Rodney Clark told the Herald he believed the child was walking to school at the time of the collision, which occurred around 8 a.m. Monday, March 24. When a UND police officer arrived on scene, he worked to control bleeding from the child's head, Clark said. Paramedics then arrived and transported the child to Altru Hospital. Clark said he was unaware of the child's condition as of Monday afternoon. "I don't know any more (beyond) that, except that he was awake and conscious and everything like that, so it appears to be non-life threatening injuries," Clark said. The UND Police Department has identified a driver of a vehicle matching the description of the alleged hit-and-run vehicle — a 2008 to 2018 silver or gray Ram 1500, according to a UNDPD Facebook post. Police have spoken with the driver and the police department continues its investigation, Clark said. No one has been charged. Anyone who has information or may have witnessed the incident is encouraged to contact UND police either by phone at (701) 777-3491, email at or by sending a message on Facebook.
