President renames FC as Federal Constabulary with nationwide powers
ISLAMABAD: President Asif Ali Zardari has issued the Frontier Constabulary Reorganization Ordinance 2025, officially renaming the force as the Federal Constabulary. According to the ordinance, the jurisdiction of the Federal Constabulary will now extend across the entire country, including all four provinces, Islamabad, Azad Jammu and Kashmir, and Gilgit-Baltistan. The ordinance follows amendments to the Frontier Constabulary Act of 1915. The Inspector General of the Federal Constabulary will be appointed by the federal government. Rules for the functioning of the force will be framed, and each division will have a wing commander equivalent to the rank of Deputy Inspector General. The federal government will also have the authority to recruit a Federal Reserve Force to maintain law and order. The Federal Constabulary will be responsible for riot control, internal security, counter-terrorism, and providing protection. Under the ordinance, the Federal Constabulary will have a dedicated Security Division and a Federal Reserve Division. Recruitment offices will be established across the country, and the force will be commanded by officers from the Police Service of Pakistan under a reorganization framework. The ordinance applies to every member of the Federal Constabulary and is effective immediately. The federal government will oversee and control the force and can deploy it as a reserve to support Islamabad Police, provincial police, and other law enforcement agencies. Additionally, the Federal Constabulary will have powers under the Criminal Procedure Code of 1898, the Anti-Terrorism Act of 1997, and the Police Order of 2002. The government may also grant any member of the force police-like powers and responsibilities under applicable laws.

Imran shooter jailed for life
Listen to article A Gujranwala anti-terrorism court on Saturday sentenced the main accused in the assassination attempt on former prime minister and Pakistan Tehreek-e-Insaf (PTI) founding chairman Imran Khan during the Wazirabad, Punjab attack to two separate life terms and imposed a fine of Rs1.5 million. On November 3, 2022, during the former ruling party's long march in Wazirabad, a gunman, Naveed Bashir, opened fire, injuring Imran Khan, Senator Faisal Javed, and several others, and killing one PTI worker. Police arrested the primary shooter at the scene. Imran had accused the then coalition government, including the federal interior minister, of being involved in the plot. The first information report (FIR) of the incident was registered at the City Police Station, Wazirabad, on November 7, and a joint investigation team (JIT) was formed under the Anti-Terrorism Act of 1997. On Saturday, ATC judge Muhammad Naeem Saleem pronounced the verdict in the case after a hearing. The court sentenced the main accused, Naveed, to two life terms on charges of murder and terrorism. Other two co-accused Tayyab Jahangir Butt and Waqas were acquitted after being granted the benefit of the doubt. Advocate Imran Abbas Supra stated that the prosecution failed to produce any witnesses against Butt. According to a warrant of commitment of sentence issued to the superintendent of the Gujranwala Central Jail, Naveed was sentenced to life imprisonment separately under Pakistan Penal Code (PPC) Section 302b (premeditated murder) and Anti-Terrorism Act (ATA) Section 7a (punishment for acts of terrorism). Under the two sections, the convict was also ordered to pay compensation of Rs500,000 to the legal heirs of slain PTI worker Moazzam in the form of arrears of land revenue, with further simple imprisonment for six months in case of failure to pay, and to pay a fine of Rs500,000, with further imprisonment for six months in case of default. As restitution for Areeb, who suffered injuries in the attack, the convict was sentenced to rigorous imprisonment for 10 years for causing injury under PPC Section 324 (attempt to commit qatl-i-amd) along with a fine of Rs100,000 with further simple imprisonment for six months in case of default; rigorous imprisonment for 10 years for causing injury under ATA Section 7b and 7c along with a fine of Rs100,000 with further simple imprisonment for six months in case of default; and to pay daman of Rs100,000 and rigorous imprisonment of three years for causing injury under PPC Section 337-Fiii (mutafahimah to any person). As restitution regarding Meer Umar Farooq, another man who injured in the incident, the convict was sentenced to rigorous imprisonment for 10 years for causing injury under PPC Section 324 along with a fine of Rs100,000 with further simple imprisonment for six months in case of default; rigorous imprisonment for 10 years for causing injury under ATA Section 7b and 7c along with a fine of Rs100,000 with further simple imprisonment for six months in case of default; and to pay daman of Rs100,000 and rigorous imprisonment of five years for causing injury under PPC Section 337-Fv (hashimah to any person). As restitution regarding Imran Yousaf, Naveed was sentenced to rigorous imprisonment for 10 years for causing injury under PPC Section 324 (attempt to commit qatl-i-amd) along with a fine of Rs100,000 with further simple imprisonment for six months in case of default; rigorous imprisonment for 10 years for causing injury under ATA Section 7b and 7c along with a fine of Rs100,000 with further simple imprisonment for six months in case of default; and to pay daman of Rs100,000 and rigorous imprisonment of three years for causing injury under PPC Section 337-Fiii (mutafahimah to any person). As restitution regarding Muhammad Liaquat, the convict was sentenced to rigorous imprisonment for 10 years for causing injury under PPC Section 324 (attempt to commit qatl-i-amd) along with a fine of Rs100,000 with further simple imprisonment for six months in case of default; rigorous imprisonment for 10 years for causing injury under ATA Section 7b and 7c along with a fine of Rs100,000 with further simple imprisonment for six months in case of default; and to pay daman of Rs100,000 and rigorous imprisonment of three years for causing injury under PPC Section 337-Fiii (mutafahimah to any person). The warrant said the sentences would run concurrently and the convict could avail the benefit of the Criminal Procedure Code Section 382-B (period of detention to be considered while awarding sentence of imprisonment).

The court found the suspect, Naveed, guilty of terrorism and the murder of PTI worker Moazzam during the attack on Khan in Wazirabad in November 2022. In addition to the two life sentences, Naveed was also handed prison terms ranging from three to five years for injuring four other individuals during the incident. Two other accused in the case, Tayyab Jahangir Butt and Waqas, were acquitted by the court due to lack of evidence. Earlier in February 2023, the same ATC court had granted bail to another suspect, Ahsan, brother of a local leader of the Pakistan Muslim League (N), while rejecting the bail plea of co-accused Waqas. Ahsan was released after submitting surety bonds worth Rs500,000. The case stems from a gun attack during PTI's long march in Wazirabad on November 3, 2022. The attack left Imran Khan, Senator Faisal Javed, and several others injured, while one PTI supporter, Moazzam, was killed. Khan later accused senior government officials, including the federal interior minister, of being involved in the plot. The incident led to a political and legal standoff before police formally registered the case. A Joint Investigation Team (JIT) was formed on November 3 under the Anti-Terrorism Act of 1997, and the First Information Report (FIR) was officially filed on November 7.

Punjab issues list of banned organizations, warns citizens against donating them
Listen to article The Punjab Interior Department has issued a list of banned organizations, urging citizens not to donate to these unregistered and prohibited charity groups. The move comes as part of the government's ongoing efforts to curb terrorism financing and ensure that charitable donations do not support illegal activities. The list of banned organizations began with the actions taken on August 14, 2001, when the state imposed a ban on Lashkar-e-Jhangvi and Sipah-e-Muhammad Pakistan. Subsequently, on January 14, 2002, other groups such as Jaish-e-Mohammad, Lashkar-e-Taiba, Sipah-e-Sahaba Pakistan, Tehreek-e-Islami, and Tehreek-e-Nifaz-e-Shariat-e-Muhammadi were also banned. According to a statement released by the Punjab government, providing any form of support to these proscribed organizations is a violation of the Anti-Terrorism Act of 1997 and punishable under the law. The statement also highlighted that individuals found aiding banned groups involved in terrorism and anti-state activities will face legal consequences. It further clarified that, as per Punjab regulations, charities in the province must be registered with the Punjab Charity Commission. Citizens have been advised to donate their zakat, charity, and other contributions only to organizations registered with the Punjab Charity Commission. The authenticity of these registered organizations can be verified through a QR code on their certificates. The statement also emphasized the importance of ensuring that donations reach legitimate beneficiaries and do not end up supporting terrorism or criminal activities. Details of registered organizations can be found on the Charity Commission's website. The statement also encouraged citizens to report fraudulent or suspicious activities, including those involving organizations that may be funding terrorism, state anti-activities, or personal gains.
