The Opposition criticised the 24-hour discussion that began in the state assembly on Wednesday on creating a vision document for a developed Uttar Pradesh by 2047 and demanded that the ruling party first account for its 2022 poll promises. 'Have all the promises made by the BJP in the 2022 assembly polls been fulfilled? If not, then how can we expect (vision of 2047) to be fulfilled,' he said. In the assembly, leader of Opposition and Samajwadi Party veteran Mata Prasad Pandey said the 24 hours given for the discussion on the Vision Document 2047 is less. 'Vision documents were presented in the past as well. There should be a discussion on that as well,' he stated. Calling Vision 2047 a 'fictional' exercise Shivpal Yadav alleged while the BJP had promised to double farmers' income by 2022, farmers in 2025 were being forced to sell their produce at half the price. Yadav, the Jaswantnagar MLA, mocked the BJP's promise of employment in 2047. 'One has to search for the road in the potholes. You can see the condition of the roads within five km of the Vidhan Sabha. Dust is flying on the main roads after rain. If they cannot fix this, then what is the hope for 2047,' Shivpal Yadav said. Congress Legislature Party leader Aradhana Mishra termed it as a mere show-off event. Speaking in the assembly, Mishra said the foundation of the vision of development of this country was laid by the country's first Prime Minister Pandit Jawaharlal Nehru. Aradhana Mishra said, 'The government remembered a vision of development after 10 years. The basic needs of the state are health, education, roads and employment as well as agriculture, if the figures are looked at, then the government does not have an answer to it.' 'The budget allocated to agriculture in Uttar Pradesh is only 3.2% while in other states, it is more than 6%. On one hand, the government claims that it will double the income of farmers, but when the budget is half, how will it double the income?' she asked. 'Despite being such a big state with a population of 25 crores, only 6% of the budget is allocated to the health department,' she said. She said the state has the highest unemployment in 45 years. 'Look at the figures of Periodic Labour Force Survey (PLFS), the unemployment rate in the state is 9.8%,' she added.

A special 24-hour-long marathon debate on the 'Vision Document 2047' will be held in the Uttar Pradesh Assembly during the four-day monsoon session, beginning Monday. This was decided at the all-party meeting, chaired by Assembly Speaker Satish Mahana, on Sunday. The special debate is likely to take place on August 13 and 14, ahead of Independence Day. Speaking at the all-party meeting, Chief Minister Yogi Adityanath said Uttar Pradesh will be the first Assembly to hold a detailed discussion on the 'Vision Document 2047', which will include suggestions from all parties for a 'holistic development of the state'. The chief minister also said the special discussion 'will not be the agenda of any political party, but a common plan for the future of the state.' 'Till now, members used to talk about their respective areas. However, this special discussion will provide direction for the future of the entire state. The chief minister expressed confidence that this will make the state Uttam Pradesh (the best state),' Parliamentary Affairs Minister Suresh Khanna said after the meeting. He also said that keeping in mind Prime Minister Narendra Modi's goal of 'Developed India 2047′, initiatives being undertaken in UP in this regard are a 'historic opportunity'. Speaker Mahana sought the cooperation of all party leaders for a smooth conduct of the session, and maintained that 'democracy is strengthened only by dialogue and positive discussion in the parliamentary system'. 'As the largest Legislative Assembly of the country, the proceedings here set an example for other legislatures,' he added. Leader of Opposition Mata Prasad Pandey (Samajwadi Party), Minister Sanjay Nishad, Suheldev Bhartiya Samaj Party (SBSP) leader Om Prakash Rajbhar, Congress MLA Aradhana Mishra, BSP MLA Umashankar Singh, and independent MLA Kunwar Raghuraj Pratap Singh 'Raja Bhaiya' were present in the meeting. The Opposition Samajwadi Party (SP), however, said it would raise the merger of government schools, law and order, and floods, and target the BJP government for holding a brief session of four days. 'The four-day session is merely a formality. Samajwadi Party legislators as well as our alliance partners will try our best to raise all important issues strongly in the House in the given time,' said SP's Sangram Yadav. SP legislator Ravidas Mehrotra said, 'This government is bringing a vision document for 2047. The fact is that they are going to lose power in 2029 at the Centre. The BJP government in the state has failed to tell the public about its current vision for the development of the state, but is busy talking about 2047! There is unemployment, price rise, farmers are troubled, and there is a problem of electricity.' Speaking to mediapoersons after the meeting, Congress Legislature Party leader Aradhana Mishra said her party wanted a longer session. 'At least 10 days are needed to discuss different issues of significance affecting the state and people. But I fail to understand why the BJP government is shying away from the discussion despite being in the majority. They should have at least given more time for discussion on such an important issue,' Mishra added. Sources said the Opposition is preparing to corner the government on issues of merger of schools, clash between power minister and employees, law and order, women's security, farmers' issues, unemployment, as well as price rise. Earlier in the day, the CM inaugurated the newly constructed dome at the entrance of the Vidhan Bhavan and the Assembly hall. He also inaugurated the renovated Assembly hall number 15 and a VVIP canteen.

Congress may have to tweak timelines for Sangathan Srijan
The Congress may have to tweak the timelines for the Sangathan Srijan exercise a bit as most of the district party units have not been able to set up their executive committees even as the May 15 deadline inches closer. The Sangathan Srijan is an initiative aimed at revamping the organisation. As barely a few district units have been able to set up the executive committees, the Uttar Pradesh Congress Committee (UPCC) is working with the new District Congress Committee (DCC) presidents and other leaders almost round the clock to ensure that the process is completed by the deadline. 'Yes, we are in the process of doing so and will let you know once this is completed,' Uttar Pradesh Congress Committee president Ajay Rai said. A control room set up to monitor Sangathan Srijan at the UPCC headquarters is consistently taking stock of the situation. The party leadership is being apprised of the progress made on this front from district to district. Besides setting up the district level executive committees, the DCCs have to allocate work to the new office bearers at the block, district panchayat and assembly constituency levels by May 15. The DCCs also need to identify five good orators and five spokespersons and send their names to UPCC headquarters by the deadline. The DCCs have been asked to set up control rooms and identify leaders with a strong academic and ideological background to be trained as master trainers following screening at the state level. The master trainers would be asked to impart training to the party cadres in every district. All India Congress Committee (AICC) has convened a meeting to review the prevailing situation in New Delhi on May 14. 'Yes, we will review the situation with AICC secretaries, UPCC president Ajay Rai and Congress Legislature Party leader Aradhana Mishra 'Mona. We will make some adjustment in the timelines to set up the district executive committees and completion of other work to constitute the district level organisational teams,' said AICC general secretary incharge of UP Avinash Pandey. UPCC is also in the process of being revamped and the party is yet to announce the new state executive committee. Senior party leaders, including Pandey, Rai, former Uttar Pradesh Congress Committee (UPCC) presidents and others, had assembled at the UPCC headquarters in Lucknow from January 7 to 13, 2025 to interview Congress leaders from all the 75 districts to select new office bearers. A list of new District Congress Committee (DCC) and City Congress Committee presidents was announced on March 20. There are some complaints about the last-minute changes made in the list of new office bearers. The party leadership is considering a review of the list in respect of certain districts.
