The Congress may have to tweak the timelines for the Sangathan Srijan exercise a bit as most of the district party units have not been able to set up their executive committees even as the May 15 deadline inches closer. The Sangathan Srijan is an initiative aimed at revamping the organisation.
As barely a few district units have been able to set up the executive committees, the Uttar Pradesh Congress Committee (UPCC) is working with the new District Congress Committee (DCC) presidents and other leaders almost round the clock to ensure that the process is completed by the deadline.
'Yes, we are in the process of doing so and will let you know once this is completed,' Uttar Pradesh Congress Committee president Ajay Rai said.
A control room set up to monitor Sangathan Srijan at the UPCC headquarters is consistently taking stock of the situation. The party leadership is being apprised of the progress made on this front from district to district.
Besides setting up the district level executive committees, the DCCs have to allocate work to the new office bearers at the block, district panchayat and assembly constituency levels by May 15. The DCCs also need to identify five good orators and five spokespersons and send their names to UPCC headquarters by the deadline. The DCCs have been asked to set up control rooms and identify leaders with a strong academic and ideological background to be trained as master trainers following screening at the state level. The master trainers would be asked to impart training to the party cadres in every district.
All India Congress Committee (AICC) has convened a meeting to review the prevailing situation in New Delhi on May 14.
'Yes, we will review the situation with AICC secretaries, UPCC president Ajay Rai and Congress Legislature Party leader Aradhana Mishra 'Mona. We will make some adjustment in the timelines to set up the district executive committees and completion of other work to constitute the district level organisational teams,' said AICC general secretary incharge of UP Avinash Pandey.
UPCC is also in the process of being revamped and the party is yet to announce the new state executive committee. Senior party leaders, including Pandey, Rai, former Uttar Pradesh Congress Committee (UPCC) presidents and others, had assembled at the UPCC headquarters in Lucknow from January 7 to 13, 2025 to interview Congress leaders from all the 75 districts to select new office bearers.
A list of new District Congress Committee (DCC) and City Congress Committee presidents was announced on March 20. There are some complaints about the last-minute changes made in the list of new office bearers. The party leadership is considering a review of the list in respect of certain districts.

Banke Bihari Corridor plan: UP CM's advisor holds discussions in Vrindavan, seeks consensus
Seeking a consensus on the proposed Banke Bihari Corridor project, Awanish Kumar Awasthi, advisor to the chief minister, held meetings with local residents, traders and Goswamis (priests) in Vrindavan on Friday. The Goswamis (priests) from the Banke Bihari Temple have been vocal in opposing the Banke Bihari Corridor plan. 'It was a constructive discussion that we had with all, including locals and traders, and separately with Goswamis. They openly placed their viewpoint. We communicated that the state government was here to ensure development of the area and ensure better facilities for devotees coming to have darshan at the Banke Bihari Temple,' Awasthi said after the discussions. While a section of traders and residents voiced concerns about the plan, they were assured a patient hearing by Awasthi after the first round of discussions though, at one stage, some of them appeared to be on the brink of a boycott but returned for the talks. Agra divisional commissioner Shailendra Kumar Singh, deputy inspector general (Agra range) Shailesh Pandey, Mathura district magistrate CP Singh, Mathura senior superintendent of police Shlok Kumar and others were present in the meeting with the residents and traders held at the Tourist Facilitation Centre (TFC). 'Large-scale development has taken place statewide in places of religious tourism. The state government wants Vrindavan to be a developed place with an opportunity for devotees to have a smooth 'darshan' at Banke Bihari temple. Locals, residents and traders have openly given suggestions. We are open to suggestions as we aim at a consensus in bringing up the Banke Bihari Corridor,' Awasthi said. He held a separate meeting with Goswamis at a location near the temple and was scheduled to have another meeting late on Friday evening. Opposing the corridor plan, Rajat Goswami of the Goswami community at the temple told HT they were against the ordinance bought to create a trust to run the temple and oversee the proposed Banke Bihari Corridor. Govind Khandelwal, a trader leader who attended the meeting with Awasthi, said 'We are against the map on which the Banke Bihari Corridor is based and have better alternatives. It is not a matter of compensation or money but what we want is that the heritage value of Vrindavan should remain unchanged.' Earlier, Uttar Pradesh Congress president Ajay Rai visited the Bankey Bihari temple on Thursday and assured the Goswami community of full support against the proposed project. 'The state government has a covetous eye on Banke Bihari temple and plans to have control over it and thus is bringing up such plans like the corridor,' said Ajay Rai who met women from Goswami family on Thursday evening. Deputy chief minister Brajesh Pathak also offered prayers at the Banke Bihari Temple on Thursday and assured that a consensus will be reached. On May 15, the Supreme Court paved the way for a state government scheme to develop the Banke Bihari Corridor for the benefit of devotees. The apex court also allowed the state government to use temple funds to purchase five-acre land for the corridor. The state government on May 27 constituted a Trust to manage the Banke Bihari temple and oversee the work of the proposed corridor.

UP Congress workers, close to state chief Ajay Rai, arrested for 'harassing' woman over shop; party cries fowl
Two local Congress workers, said to be close to party's Uttar Pradesh unit chief Ajay Rai, were arrested on charges of molestation, robbery, and theft, police said on Friday. The arrest came after a woman lodged a complaint against the two and alleged she was harassed and forcibly evicted from her shop in Varanasi's Chetganj area. Local Station House Officer (SHO) Dilip Kumar Mishra said that the complainant, Chetganj resident Sachina Khatoon, had rented a shop in Hathua Market from Sanjay Singh and ran a boutique there, news agency PTI reported. Khatoon alleged that following Singh's death during the Covid-19 pandemic, two of his friends, Anand Pandey and Amit Pathak, began intimidating her and extorting money in the name of protection fees. "When she refused, they allegedly pressured her to vacate the shop and subjected her to various forms of harassment," SHO Mishra added. Khatoon reportedly claimed that she even got a stay order on the eviction from the court. Despite this order, in May last year, Pandey and Pathak planned a break-in into her shop and made off with all her belongings, she added. When she and her daughters resisted this, the two men berated and harassed them, police said as per her complaint. "Both Anand Pandey and Amit Pathak are said to be close associates of Congress state president Ajay Rai. A case of robbery, theft, and molestation has been registered against them. Both were arrested on Thursday and presented before the court, which subsequently sent them to jail," said the SHO. Meanwhile, the allegations were dismissed by Congress Metropolitan president Raghavendra Chaubey, who said that the arrests are a "premeditated conspiracy by the BJP government" to discredit their state chief Rai and the entire Congress party. Chaubey also defended the two arrested persons, describing them as "strong activists" of the Congress and instead accusing Khatoon of having filing a similar cases against "almost half a dozen individuals" in Varanasi. "This is her profession," Chaubey alleged, the news agency report mentioned.

Don't let factionalism impede party's functioning, Rahul tells Haryana leaders
Outlining the process for appointing party's district presidents in Haryana, Congress MP and leader of opposition in Lok Sabha, Rahul Gandhi on Wednesday struck a note of caution to the faction-ridden Haryana Congress leadership, asking them not to let factionalism impede party's functioning. Gandhi who held a series of meetings, first with senior state Congress leaders and later with AICC and Pradesh Congress Committee (PCC) observers at the Haryana Congress office here told the state leadership that not having an organisational structure in the state for the past 11 years was a matter of grave concern. Later, party-in-charge for Haryana, BK Hariprasad at a briefing said that Rahul Gandhi blamed gutbaazi (factionalism) in state Congress as primarily the reason why district Congress Committee (DCC) presidents in Haryana could not be appointed. 'There is no objection to individuals being part of various factions. However, factionalism will not be tolerated if it adversely affected the functioning of the party and hampered it. Action will be initiated if there are complaints of factionalism affecting the party's prospects,'' Hariprasad said. Hariprasad said that the proposed organisational restructuring in Haryana including appointments of DCC presidents will be process oriented and consultative. 'Gutbaazi nahi chalega. Hamara aadmi tumhara aadmi nahi chalega. (There is no place for factionalism),' the party in charge said with reference to the proposed appointments of DCC presidents. Hariprasad said previously DCC presidents were finalised in consultation with state Congress president and Congress legislature party (CLP) leader. However, the party has now put in place a process where observers, both from the AICC and PCC, will give feedback to party high command before such appointments are made. The party in charge said that Wednesday's deliberations focused on strengthening grassroots structures, energising the cadre, and preparing the party for upcoming challenges with unity and clarity of vision Hariprasad said that AICC appointed observers will visit every district by June 30 to hold discussions with Congress functionaries and shortlist a panel of contenders. 'It was earlier decided that three names will be shortlisted from each district. However, Rahul has now decided that six names will be shortlisted,'' he said. The party in charge said that panels should be representative of women, scheduled castes and backward classes. Party sources said that Rahul Gandhi told the AICC appointed observers not to get influenced by local leadership while preparing the panel of contenders for appointment of DCC presidents. 'Only deserving persons should be included in the panel. Due care should be taken to make DCCs socially representative,'' said a party source quoting Gandhi. Congress sources said that Gandhi's visit made it clear that the party wants to delegate responsibility to various state leaders and curtail domination of a particular group or faction in running the affairs of the state unit.
