Kalyana Karnataka Horata Samiti to present memorandum to Govind Rao Committee
The Kalyana Karnataka Horata Samiti will submit a memorandum to the High Power Committee for Redressal of Regional Imbalance under the chairmanship of M. Govind Rao constituted by the State government for studying the implementation of the Dr. Nanjundappa Committee report containing various aspects for consideration and inclusion in a report during its visit to Kalaburagi district on Thursday and Friday. Founder-president of the samiti Lakshman Dasti, addressing presspersons here on Wednesday, urged the committee to effectively address both urban and rural issues by constituting taluk-level units to focus on specific needs mainly in rural areas. The committee should consider indicators across economic, social and environmental dimensions, including health services, agriculture, education, industry, trade, forest resource, irrigation, road transportation and per capita income, reflecting the ground realities, he said. Mr. Dasti said that according to the Nanjundappa Committee report, of the 10 taluks in undivided Kalaburagi district, nine were classified as most backward and one as backward. Now, even though Kalaburagi and Yadgir are two districts with new taluks, considering the current status it is essential to apply scientific methods utilising data-driven insights and indicators into account for the comprehensive development of Kalyana Karnataka region, he said. The committee should also focus on effective implementation of Article 371(J) and ensure balanced regional development across the State ensuring that all regions within the State experience equitable growth and prosperity, mitigating disparities in economic, social and infrastructure to prevent demands for statehood in future. In 2002, the Nanjundappa Committee submitted its report to the government highlighting the backwardness of various taluks across the State. Of the 175 taluks, the report identified 35 taluks as backward, 40 taluks as more backward and 39 taluks as most backward. Of these 39 most backward taluks, 21 were from Kalyana Karnataka region. Of the 40 more backward taluks, five were from Kalyana Karnataka region and of the 35 backward taluks, two were in Kalyana Karnataka region. Though the implementation of the committee recommendations began in 2007, even after 18 years, the policies of the State government have not produced the desired outcomes. The development projects recommended for the region in the Nanjundappa committee report were sanctioned for the region but relocated elsewhere, he said. The Kalyana Karnataka Regional Development Board should have a scientific action plan for the next 10 years to remove regional imbalances, he suggested. KKCCI demand The former president of the Kalyana Karnataka Chamber of Commerce and Industry (KKCCI) Umakant Niggudagi also urged the Govind Rao Committee to consider formulating an industrial policy for Kalyana Karnataka region, establish an investment promotion board, get the State government to allocate funds for infrastructure development of industrial estate, organise a Global Investors Meet in Kalaburagi. The former MLC Amarnath Patil sought the establishment of an incubation centre in the region for providing support and resources to help new business and start-ups. He said that the State government should present an exclusive budget for Kalyana Karnataka region during the State Annual Budget presentation.

Won't rely on crutches: NC National Conference ally Congress to contest J&K polls solo
SRINAGAR: National Conference ally Congress said Tuesday it will contest upcoming elections in J&K independently, signalling a shift before possible assembly or local body polls. 'This time, we won't rely on crutches,' said J&K Congress president Tariq Hamid Karra at a function in Srinagar. 'Congress must be seen as a credible alternative in J&K.' Congress backed NC in the Oct 2024 assembly elections. NC became the single largest party in the 90-member House and Congress won six seats. Congress general secretary Ghulam Ahmad Mir said many in the party had objected to the alliance, but it was pursued 'in the national interest'. 'If elections are held again, whether due to dissolution of the assembly or restoration of statehood, we will contest on our own,' Mir said. There is speculation Centre may restore statehood in coming months on the condition of holding fresh elections. Congress has criticised the delay, despite repeated promises from PM Narendra Modi and Union home minister Amit Shah. 'On the day Article 370 was abrogated, I stood up in Parliament and opposed it,' said Syed Naseer Hussain, newly appointed AICC in-charge for J&K. 'They promised statehood. Why haven't they delivered?' Hussain drew a comparison between J&K and his native Karnataka, where large regions receive targeted development aid under with Article 371. 'That shows special constitutional provisions are not unique to J&K,' he said, adding that policy inconsistency has hurt the region. 'Once we form a govt on our own, those inconsistencies will end.' He urged party workers to prepare for upcoming Panchayati Raj and district council polls, expected after the Amarnath Yatra (July 3 to Aug 9). 'Youths will be given fair opportunities,' Hussain said.

Congress govt. has fulfilled 242 promises out of 593 in two years, claims Siddaramaiah
Chief Minister Siddaramaiah on Monday said that the State government is delivering good governance. It has fulfilled 242 out of the 593 promises in the last two years, while the BJP government when it was in power didn't fulfil even 10% of the promises that it made, Mr. Siddaramaiah claimed. He was addressing a gathering after inaugurating the decennial ceremony of the implementation of Article 371(J), Budakattu Samskritika Utsav and naming of Raichur University after Maharshi Valmiki at Yaragera village in Raichur district on Monday. The Chief Minister also distributed benefits to beneficiaries of various schemes, laid foundation stone and inaugurated various development works worth ₹936 crore. Listing out the good work done by the Congress government, he expressed the confidence that people of the region will support the government and also the Congress by electing its candidates in all the seven Assembly seats of Raichur district in the next elections. Comparing the Congress rule with the BJP rule in the State, the Chief Minister said that the Congress government has initiated development works at a cost of ₹936 crore in Raichur district alone. 'It is clear and evident that the Opposition parties are lying about the State's financial condition, that the government has no money for development works. The BJP and the Janata Dal(S), that have a habit of misleading people, didn't put in any efforts to develop the State when they were in power. But they are unable to tolerate the development being taken up by the Congress government not only in Raichur district but also in the entire State,' he said. Taking a dig at BJP leaders, Mr. Siddaramaiah said that they have no moral rights to criticise the government and its commitment in developing the Kalyan Karnataka region. Mr. Siddaramaiah said that it was the BJP that opposed Article 371(J) for the backward Kalyan Karnataka region. However, senior leader Mallikarjun Kharge made it possible with the cooperation of the then Prime Minister Manmohan Singh and Congress leader Sonia Gandhi. 'Because of the special status, this region is getting a ₹5,000 crore annual grant, thousands are getting medical and engineering seats and the educated are getting government jobs under the provision,' he said. The Chief Minister explained how the State is being subjected to injustice by the Centre in releasing funds. 'Big injustice has been done to the State in the 15th Finance Commission, because of which the State has to face a deficit of ₹80,000 crore. No single BJP parliamentarian has questioned it. The State has already submitted memoranda and raised issues. Now, I will again meet the Prime Minister to make it correct in the 16th Finance Commission,' he said. Before concluding his speech, Mr. Siddaramaiah appealed to the people to elect MLA Basanagouda Daddal again, giving him another chance to serve the people. AICC president and Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge, Ministers H.K. Patil, H.C. Mahadevappa, K.J George, Sharan Prakash Patil, Sharanabasappa Darshanapur, M.C. State government is committed to developing Kalyana Karnataka, says Chief Minister
Chief Minister Siddaramaiah has promised that the Kalyan Karnataka region will be developed in all sectors, as the government has, so far, released ₹13,000 crore to the Kalyana Karnataka Regional Development Board (KKRDB) from 2023 to date and will continue releasing the annual grant. He was speaking after the laying of foundation stone for various development works under the 'Arogya Avishkara' project at a cost of ₹440.63 crore under the Kalyana Karnataka Regional Board in Yadgir on Saturday. Construction of 12 primary health centres (PHC), six community health centres (CHC), and one urban health centre and upgradation of 16 CHCs from 30 to 50 beds, upgradation of three taluk health centres (THC) from 100 to 150 beds, upgradation of two CHCs from 30 to 100 beds, and upgradation of one PHC to a 100-bed CHC are involved in the project. Mr. Siddaramaiah said that the D.M. Nanjundappa committee report says that the KK region is the most backward area in the State. However, the government has formed the Govinda Rao committee to study the actual facts on regional imbalances in the region, and the said committee will soon submit its report, and based on the report, more funds will be released to those taluks which remain backward. 'Health, education, infrastructure, and employment sectors are primarily considered to be developed. Thus, these sectors will be developed under 'Shikshana Avishkara', 'Arogya Avishkara', and 'Kalyan Patha' programmes,' he said, and added that Ajay Singh, chairman of KKRDB, should spend the grant released to the board effectively. Expressing concern about the deaths of mothers and infants, the State government is committed to taking necessary action to improve the health sector with new programmes. The Chief Minister said that the government delivered what it had promised and claimed that 242 promises out of 593 that were made before the election were fulfilled so far. Praising the late Kollur Mallappa, who was honourably called Hyderabad Karnataka Gandhi, Mr. Siddaramaiah said that the required land for constructing his memorial was granted and added that he advised Minister for Small Scale Industries Sharanabasappa Darshanapur to complete it in the next year. Mr. Ajay Singh said that the board is ready to spend the grant released by the state government. Mr. Darshanapur praised Congress president Mallikarjun Kharge for his efforts to implement Article 371 (J) that provides special status to the region and said that many development works, especially guarantee schemes, have been implemented after Congress came to power. Health Minister Dinesh Gundu Rao said that a Cabinet meeting at Kalaburagi has approved the sanction of ₹857 crore to improve the health sector in the region, of which the KKRBD would provide ₹350 crore, and the remaining amount will be provided by the Health Department.
