Bill proposing online registration of govt-allotted land, mortgages passed
Bengaluru: The assembly Wednesday passed the Registration (Karnataka Amendment) Bill, 2025, paving the way for online registration of land parcels allotted by govt agencies using the digitised signature of the sub-registrar — without human intervention. However, in transactions between private parties, the current system requiring the personal presence of the seller and buyer before a sub-registrar, will continue. Revenue minister Krishna Byre Gowda, who piloted the bill, said the aim was to simplify the registration process through electronic means for secure properties such as those allotted by agencies like Bangalore Development Authority (BDA) and Karnataka Industrial Area Development Authority (KIADB). Registration will also cover title deeds issued by tahsildars under govt schemes such as 'bagar hukum'. "Registration through digitised signature of the registration officer is applicable for three categories of properties: Land allotted by agencies such as BDA, land rights issued by tahsildars and pledge entry and release in nationalised banks. The existing process of registration for any other categories continues as is," Gowda said. He said the reform was prompted by rampant irregularities in property registration using fake documents such as manual khata. The amendment aims to automate processes such as updating loan closures in the Record of Rights, Tenancy and Crops (RTC) to avoid delays and human interference. "We brought in e-khata to eliminate registration using fake paper documents," Gowda said. "While the high court has said the sub-registrar need not physically verify documents, we introduced an amendment that took 14 months to secure presidential assent. " Opposition members welcomed the bill but stressed the need for robust IT systems. They flagged issues with e-khata services in bodies such as the Bruhat Bengaluru Mahanagara Palike (BBMP). BJP member SR Viswanath also urged the govt to include Ashraya houses and other housing schemes meant for the poor in the proposed digital registration. "People seeking e-khata are fed up, as officials of local bodies say the server is down," said BJP's S Suresh Kumar who represents Rajajinagar in Bengaluru. "The govt must ensure proper IT infrastructure, otherwise it would not just lead to harassment but corruption." Recalling a bizarre case, Kumar said: "The CM of a northern state had produced a railway platform as a collateral security to take a loan from a cooperative bank." Acknowledging these concerns, Gowda cited an instance of a miscreant who tried to pledge Vidhana Soudha and assured that efforts were on to strengthen IT infrastructure to ensure smooth e-khata services.

Areas near Hubballi airport lack drinking water for 20 years
Hubballi: Jagadish Nagar and Ram Nagar, located next to Hubballi Airport in Ward No. 32, continue to suffer from a lack of drinking water supply for the past 15-20 years. While most HDMC wards received 24x7 water supply or have ongoing work, these two areas remain excluded. Despite repeated appeals by residents for pipeline connections, there is no response from authorities. Locals expressed frustration over being left out of essential urban infrastructure. Nobody owns house, property or land in this village recorded as ‘proposed forest' in Shivamogga
For several years, the residents of Karimane, a village in Hosanagar taluk of Shivamogga district, have been fighting for the rights over the houses, sites, and land they have been in possession of. Applications seeking permission to build houses on the sites allotted under the Ashraya housing scheme, grant of land under Section 94C of the Karnataka Land Revenue Act for the construction of houses, and regularisation of 'bagair hukum' cultivation have all remained pending over the decades. GP office too As over 185 acres in survey number 106 of Karimane have been identified as 'proposed forest' or Soochitha Aranya in Kannada, the villagers have not been able to get rights over their properties. In fact, even the office of the Karimane Gram Panchayat exists on the land identified as proposed forest. The bus stand, anganwadi, school, and the road that passes through the village all come under the same category of land. Devamma Gopal, president of the panchayat, is among those fighting for the rights over the land. She has no khata issued for her house in the village. Since then, none of the beneficiaries have got permission to build houses on the sites. Ms. Gopal told The Hindu that every time the panchayat held a grama sabha, a meeting with the villagers, people raised the same issue. 'As many as 43 families, including mine, are waiting for the grant under Section 94C,' she said. The issue has become a stumbling block to even granting land for the burial ground in the village. Following repeated demands and protests by the villagers, MLA for Tirthahalli Araga Jnanendra and Deputy Commissioner Gurudatta Hegade visited the village. When The Hindu contacted Mr. Hegade, the officer said he was aware of the issue. 'The land has been recorded as forest. Once the land is recorded as forestland, it cannot be taken back,' he said. Opportunity to review He said that following a recent Supreme Court direction, there was an opportunity to review the deemed forests. 'Considering the old satellite maps, we can restore the status of the land. The State government is expected to launch a mobile-based application for this process. We have assured the villagers of resolving the problem,' he added.

Govt ignoring coastal Karnataka, claims BJP
Mangaluru: Accusing the Congress-led state government of apathy and administrative failure in addressing public issues in Dakshina Kannada and Udupi districts, the Bharatiya Janata Party (BJP) has announced a large-scale dharna satyagraha in front of all Gram Panchayat, Town Municipal and City Municipal Council offices across the two districts on June 23. The protest, scheduled between 10 am and 1 pm, aims to highlight what the party describes as 'deliberate neglect' of people's basic civic needs and pending welfare schemes. District BJP presidents, MLAs, MLCs and MPs from both districts are expected to participate in the demonstration. Among the key issues flagged by BJP MLC Kishore Kumar Puttur, who released a statement on Tuesday, are: Delays in plot approval: Residents are allegedly being forced to travel to other taluk headquarters and wait for months to get approvals for residential plot layouts, particularly for Form 9 and 11E. Stalled housing under Ashraya scheme: Approval of houses has been on hold for over two years, and even ongoing works are not receiving sanctioned funds. Rejection of Akrama-Sakrama applications: Widespread dissatisfaction is brewing over what the BJP terms as 'arbitrary' rejection of regularisation applications without proper scrutiny. Non-disbursement of pension schemes: Elderly citizens and beneficiaries under the Sandhya Suraksha scheme are allegedly not receiving their entitled pensions. Threats to Gruha Lakshmi scheme: The government is reportedly considering rolling back the flagship women's welfare scheme, citing fiscal constraints. Misuse of public funds: BJP has criticised the ongoing re-enumeration exercise under the name of census as a misuse of public money. Terming the protest 'a people's movement rather than a political campaign,' Puttur stated that the dharna would be peaceful but firm in conveying the grievances of ordinary citizens to the government.

BJP to hold protests in front of local body offices on June 23
BJP State general secretary and Karkala MLA V. Sunil Kumar on Monday said the party will hold protests in front of the offices of local bodies in Dakshina Kannada and Udupi districts on June 23 to highlight issues concerning people in the two districts. Mr. Kumar said the protests will be held at 399 locations, including in front of Mangaluru City Corporation, city municipal councils, municipalities, town panchayats and gram panchayats. Their demands include a solution to single-site issues with urban development authorities, sanctioning of Ashraya houses at the gram panchayat level, Aikrama-Sakrama applications issue resolution, opposing the exclusion of people from old age pension and Sandhya Suraksha schemes on account of crossing the income limit, and revokal of power tariff hike, he said.
