Cebu Capitol lifts ban on entry of pigs from other provinces
Governor Pamela Baricuatro has lifted the ban on entry of pigs, pork, and pork products to the Province of Cebu. Baricuatro signed an executive order on the lifting of the ban to take effect immediately upon issuance. She said that the previous administration's ban on the entry of pigs to Cebu from other provinces has prompted the soaring of pork prices. The governor assured that the entry of pigs from other provinces will go through stringent safety measures to assure consumers of quality and safety. According to Capitol Provincial Information Office, Baricuatro signed the following orders that came into effect starting July 3, 2025: 1. An order lifting the restrictions of the entry of livestock meat and pork by-products from surrounding provinces into the Province of Cebu subject to regulatory compliance and biosecurity measures; 2. An order lifting the requirement for livestock transport passes for the movement of livestock into and within the Province of Cebu, subject to regulatory compliance and biosecurity measures; and 3. An order lifting the mandatory downtime period for livestock transport carriers subject to compliance to biosecurity and sanitation measures. Provincial Veterinarian, Dr. Mary Rose Vincoy, has concurred with the order. Vincoy said that livestock stakeholders from within and outside Cebu had lobbied to Baricuatro for the lifting of the restrictions as these have "adverse effects on the hog industry." "As to ASF [African Swine Fever] situation, we receive no reports from the ground. We are actually in low risk but we continue to do our surveillance and monitoring for the whole hog industry,' Vincoy said.

Cebu's ‘Pasigarbo, Suroy Suroy 2025' cannot be terminated yet
Funds for district and provincial hospitals run by the Cebu Provincial Government will be sourced from the budget allocation of the Pasigarbo sa Sugbo and Suroy Suroy Sugbo programs of the previous administration. However, Governor Pamela Baricuatro pointed out she cannot terminate yet the staging of the Pasigarbo sa Sugbo and Suroy Suroy Sugbo in 2025 as funds have 'already been appropriated" and that the "programs are even covered by an ordinance." 'We will cut the cost for the Pasigarbo and Suroy Suroy and we will redesign it, and realign the funds into the healthcare program,' Baricuatro said. "Realignment of the funds for healthcare programs represents a stark difference in priority as Cebu Governor Pamela Baricuatro said that the move is part of her legislative agenda of putting first the delivery of important services over grand display and wasteful spending,' said a post on Cebu Province, an official social media page of the Cebu Provincial Government. The post further said that Baricuatro is hopeful the Provincial Board would be willing to work with her to 'amend or repeal the ordinance altogether.' 'Next year, it's going to be our budget, so, of course, we will proceed with our plan nga dili na ipadayon ang Pasigarbo ug Suroy Suroy Sugbo,' the governor added. It was learned that the previous administration's Pasigarbo sa Sugbo is a festival of festivals staged in August during the Province's founding anniversary celebration, while Suroy Suroy Sugbo is a tourism initiative. Incoming Cebu governor takes oath of office
Incoming Cebu Governor Pamela Baricuatro has taken her oath of office before her former classmate and close friend. Baricuatro took her oath past 9 a.m. on Thursday, May 22, 2025, before Judge Anna Marie Militante of the Regional Trial Court Lapu-Lapu City. She said that Militante is a classmate in high school and a good friend. Baricuatro took her oath of office early so she could focus on the local governance transition, or the leadership turnover at the Cebu Provincial Capitol. "Just like my campaign, my inauguration was a simple and meaningful event. The oath of office was officiated by my high school classmate, Judge Anne Militante. My fellow activists from college, who are now prominent lawyers, organized the ceremony. I felt it was important to get this done as soon as possible so that my team can focus on the transition and preparations needed for effective governance. The inaugural and People's Victory celebration is scheduled for June 29th," Baricuatro said. Present during the oathtaking ceremony is former Tourism secretary Ace Durano who has accepted the offer to work with Baricuatro as Special Adviser for Economic and Political Affairs (SAEPA). Cebu City Mayor-elect Nestor Archival graced the event and expressed strong support to Baricuatro's administration. Archival said that a harmonious relationship between the Cebu City Hall and the Cebu Provincial Capitol is vital to the smooth delivery of programs and projects that the Cebuanos deserve. Archival describes the harmonious relationship under their administrations as 'one true united Cebu.' Baricuatro becomes the second lady-governor of the Province of Cebu. Moreover, the Baricuatro family has expressed their all-out support to the new governor on the new chapter in her life. According to her daughter, Dr. Elisse Nicole Catalan, and her son in law, Dr. Janos Vizcayno, Baricuatro is not only a mother to them now but the mother of many. As soon as she assumes office at Capitol, Baricuatro said she would issue an executive order for the removal of the word 'honorable' from her position as governor.
