Bawana Waste-To-Energy Plant Given Green Nod Amid Protests

New Delhi: A 30MW waste-to-energy plant near a village in Bawana Industrial Area has received clearance from the Union environment ministry, confirmed Delhi Pollution Control Committee. The 15-acre facility in northwest Delhi, which includes six acres as a green belt, aims to burn 3,000 tonnes of municipal solid waste as boiler fuel per day. Located in DSIIDC Industrial Area, it will be managed by Jindal Urban Waste Management (Bawana) Limited. Municipal Corporation of Delhi has provided the land. "The capital cost of the proposed project is Rs 660 crore and the capital cost for environmental protection measures is proposed as Rs 91.605 crore. The annual recurring cost towards the environmental protection measures is proposed as Rs 14.155 crore. The employment generation from the proposed project is 242 (during the operational phase)," stated the June 18 document granting EC. According to it, a JJ colony is within 1km of the plant while within 5km, there are several villages, including Naya Bans, Holambi Khurd and Sanoth. The waste will be brought via road from approximately 12km away and the plant will use approximately 6,25,000 litres per day of treated water from sewage treatment plants and approximately 7,000 litre fresh water daily. The document, however, claims that the project will not use groundwater. "A natural nullah is passing through the project site and Western Yamuna Canal is located approximately 32 metres from the site," stated the document, outlining protection measures, including storing waste in a closed pit, to prevent cross-contamination and similar provisions for fly ash and fuel oil. Tired of too many ads? go ad free now An analysis of PM2.5 between March and May 2023 showed readings ranging from 46 to 228 micrograms per cubic metre while the average standards are 40 units annually and 60 daily. "The residents, especially those living near the industrial area, are already exhausted due to pollution," stated one of the key concerns raised during a public consultation, as highlighted in the grant letter. The response stated, "Ambient air quality monitoring systems will be installed in the plant for tracking pollution levels." A wildlife conservation plan has been submitted to the divisional forest officer for approval and Rs 54 lakh has been allocated for it, the document stated. The letter also recommends strengthening primary healthcare services and disease surveillance in Bawana, focusing on prevention and early diagnosis of communicable and non-communicable diseases. At least Rs 55 lakh will be spent from 2025-26 to 2029-30 to provide medical camps in Bawana and nearby villages. During the public consultation last Dec, in the presence of DPCC and district administration officials, many village residents cited their current health issues, specifically kidney and lung problems, which, they claimed, were caused by a neighbouring waste disposal facility. Incinerating waste would worsen the situation, they said, drawing parallels with the Okhla plant. According to a DPCC document issued later, over 680 responses were received. A plea was filed in Supreme Court by many residents, predominantly from Sanoth located within 4km, who were affected by the current landfill. The court sought a report on the probable impact on environment and health from Central Pollution Control Board. The report is still awaited.

What grabbed attention, however, was his striking new look — a hairstyle resembling Salman Khan's iconic appearance from the film Tere Naam. To maintain law and order during his brief release, authorities deployed a multi-tier security setup. According to a PTI report, more than 15 Delhi Police personnel were assigned to guard him throughout the movement. Neeraj Bawana, dressed in a white shirt and blue denim jeans, was seen limping as he exited the jail. His temporary release was granted so he could visit his ailing wife, who is suffering from a nerve blockage in her brain. This medical condition led Bawana to request interim bail from the court to attend to his wife, a plea that the court accepted. The court decreed that Bawana be released on one-day custody bail on July 1, facilitated by security, so he could ascertain his wife's health status. The PTI report stated that security was stepped up both within the hospital premises and at all entry points. The court had permitted Bawana to visit his wife between 10 AM and 4 PM. Who Is Gangster Neeraj Bawana? Neeraj Bawana's journey into the criminal world began around 18 years ago, under the alias Neeraj Sehrawat. His notoriety in Delhi NCR is significant. A native of Bawana village in Delhi, he adopted the name of his village, by which he is recognised in the crime world. Bawana has numerous serious charges against him, including murder, robbery, and issuing death threats, across Delhi and other states. He is currently incarcerated in Delhi's Tihar Jail, from where he allegedly continues to orchestrate gang activities. Bawana's name surfaced in the high-profile murder of wrestler Sagar Dhankar in 2021. Olympic medallist Sushil Kumar was imprisoned in connection with this case, wherein it is claimed that Bawana's associates, along with Kumar, assaulted Dhankar, Sonu Mahal, and Amit, resulting in Dhankar's death. The Delhi High Court has stipulated strict conditions for Bawana's parole. He is permitted to meet only his wife and her doctor, with no interactions with other individuals allowed. The court has mandated that Bawana be under tight police security throughout his parole, ensuring he is transported home and back to jail under strict surveillance.

A tight security circle comprising more than 25 Delhi Police personnel and armed guards escorted gangster Neeraj Bawana from Tihar Jail to RLKC Hospital and Metro Heart Institute in Shadipur on Tuesday, a day after the Delhi high court granted him a six-hour custodial parole to visit his ailing wife. Bawana, who was one of the most wanted criminals, was arrested in 2015 by the Special Cell. According to police, he had links with Fazal Ur Rehman, a close associate of gangster Dawood, and gangsters who had ties with Canada-based fugitive Arsh Dalla and Hardeep Singh Nijjar, a Khalistani activist who was killed in Canada in 2023. On Monday, the high court granted Bawana custodial parole from 10am to 4pm after verifying the medical condition of his wife. On Tuesday morning, jail officials were instructed to bring Bawana out of his cell by 9.30-9.45 am. In the next 15-20 minutes, a team of 15 additional police personnel went inside the prison to take his custody. Meanwhile, more than 25 personnel were deployed on the route from the central jail to RLKC Hospital in Pandav Nagar. Bawana reached the hospital at around 10.30am, and was escorted inside the premises with videographers and armed guards around. 'We know that he has been running a gang from inside the jail. He also killed two undertrials inside a jail van when they were in judicial custody. There was also a threat to his life. He is only allowed to meet his wife and a doctor. He can't talk to anyone else,' said a senior officer of the Delhi Armed Police. Special units, Delhi Police's Third Battalion and the district police staff were also deployed to also monitor any suspicious activity. The court on Monday noted that Bawana is a 'high-risk undertrial' and granted him custodial parole on the condition that none of the family members was allowed to be around his wife in the Intensive Care Unit when he visits her. 'The Superintendent Jail is directed to make adequate security arrangements, particularly, keeping in mind the status of the petitioner (Bawana), who is a high-risk undertrial, to ensure that he is in a position to meet his ailing wife at RLKC Metro Hospital, Pandav Nagar, such custody parole, the petitioner/applicant would be permitted to meet his ailing wife and to consult the concerned doctor(s) only,' the court said in the order. According to the police, Bawana's 30-year-old wife is suffering from a severe/recurrent vision loss, excruciating headache, severe vomiting, loss of power on the right side of the hand with severe tingling and numbness of the right upper limb. Another senior officer said that Bawana had to be released since none of the couple's family members agreed to help. 'It was a love marriage and everyone was opposed to it. So, the families are not helping the couple,' he said. Meanwhile, two men were detained at the hospital at around 2.30pm under 'suspicion'. On interrogation, they said that they wanted to meet Bawana, police said. 'We detained them and sent them to the local staff who are checking their criminal records. The duo later alleged they just wanted to see how Bawana looks…' said a special cell officer, asking not to be named. Out on a custodial parole for six hours, gangster Neeraj Bawana was escorted by more than 20 police personnel from the Third Battalion of the Delhi Police as he left Tihar Jail on Tuesday morning to see his ailing wife in a hospital in West Delhi's Shadipur. This was the first time in nearly three years, according to the police, that Bawana was out on a day-long custody parole. In 2022, he was granted parole to meet his family members. He has been in jail since 2015. On Monday, the Delhi High Court had given Bawana a day-long custody parole — against the two days demanded by his counsel — to attend to his ailing wife. He had sought permission to sign a consent letter to allow an eye procedure on his wife, saying that both of their families were against their love marriage, and the relatives would not visit the hospital for the paperwork. The police stepped up his security to prevent a possible attack on him by rival gangs, a police officer said. With 28 cases lodged against him, the 37-year-old gangster is a known rival of the Lawrence Bishnoi gang. Clad in a white shirt — with Balmain (a high-end US fashion label) written on his right sleeve — and blue denims, Bawana came out of the Tihar jail around 10 am on Tuesday and went straight to the Metro Hospital, said officials. He was taken to the hospital in a blue police van, which was followed by a White police vehicle with armed policemen onboard, officials added. The accompanying police officers stood guard till 3 pm at the hospital while Bawana was attending to his wife — a SWAT vehicle was also present outside. Meanwhile, two men were also detained for trying to reach Bawana while he was in the hospital. Praveen Yadav, 36, and Nitin Yadav, 32, were both questioned inside the hospital premises and were later sent to a police station for verification of their criminal record, officers said.
