District Collector Orders Full-Scale Preparations for Bhoo Bharati Revenue Conferences from June 3 to 20
Gadwal: District Collector B.M. Santosh has directed officials to be thoroughly prepared for the upcoming Bhoo Bharati revenue conferences scheduled from June 3 to June 20, emphasizing the need for systematic and effective implementation. On Friday, an orientation session on Bhoo Bharati was conducted at the IDOC Conference Hall for Tahsildars, Deputy Tahsildars (DTs), and Revenue Inspectors (RIs). Speaking at the session, the Collector said the government's main goal is to resolve all land-related issues efficiently. He stated that the new Bhoo Bharati Act is being implemented in place of the previous Dharani system. Through this new legislation, services such as land registration, mutation, prohibited lands, ROR (Record of Rights) changes, inheritance issues, unregistered agreements (Sada Bainamas), and ORC services will become more accessible and streamlined for citizens. The Collector mentioned that the pilot project in Itikyala Mandal has been successfully completed, with applications accepted and issues being resolved under the new system. He further stated that the revenue conferences would be held in all village panchayats across the district between June 3 and June 20. He emphasized that all officials participating in the Bhoo Bharati program must have complete understanding of the relevant laws, rules, and schedules. Tahsildars were instructed to prepare and submit village-wise schedules for the revenue meetings. Each mandal must form two teams, which will visit one village per day and conduct the conference from morning to evening. Officials were asked to stay in the villages during the program and accept grievances and applications related to land issues directly from the public, ensuring prompt redressal. In cases of assigned lands, officials must identify and immediately report them to higher authorities, with the intention of forwarding them to the CCLA (Chief Commissioner of Land Administration). Applications must be accepted until June 20 and all issues should be resolved by August 14, the Collector said. He instructed that the public should be informed a day in advance of the scheduled date of the conference in their village and that application forms be distributed beforehand. At the end of each day's conference, the received applications must be digitally recorded by data entry operators. A detailed report of the day's activities and public responses must be submitted to the district center after every session. The Collector noted that under the new Bhoo Bharati Act, land disputes can be appealed from the Tahsildar level itself, enabling faster resolution of land-related issues. He called on farmers to utilize this opportunity to resolve their land problems effectively. Following the Collector's address, several officials' queries and doubts were clarified. The program was attended by Additional Collector Revenue Lakshmi Narayana, RDO Srinivas Rao, Tahsildars, Deputy Tahsildars, Revenue Inspectors, and others.

Licensed surveyors trained for Bhu Bharati prog
Mahabubnagar: In a significant step towards the effective implementation of the Bhu Bharati programme, a one-day training programme was organised on Sunday for newly appointed Licensed Surveyors at the Zilla Parishad Conference Hall in Mahabubnagar district headquarters. The training was aimed at equipping the surveyors with essential knowledge and practical skills to execute the provisions of the Act in a seamless manner. The session was inaugurated by District Collector Vijyendra Boyi, who emphasised the importance of accurate land records for ensuring transparency and resolving land disputes. Speaking at the event, the Collector urged the surveyors to approach their responsibilities with commitment and integrity, as they play a crucial role in transforming land governance in the district. Kishan Rao, Assistant Director, Survey and Land Records, in a statement, highlighted that the training is a key component of the state's ongoing land reforms under the Bhoo Bharati programme. He informed that the newly licensed surveyors were carefully selected to support the programme's objectives and that their services would be vital for conducting precise surveys, updating land records, and facilitating the digitalisation process. The training session covered various topics, including the legal framework of the Bhoo Bharati Act, technical aspects of land surveying, use of modern survey equipment, and digital tools for record maintenance. The surveyors were also briefed on field-level challenges and best practices to ensure accuracy in measurements and documentation. All the Licensed Surveyors were instructed to attend the session promptly at 9:30 pm, and their enthusiastic participation reflected the commitment to contribute to the initiative.

Bhoo Bharati Act – 2025 Rolled Out to Address Land Issues, Says Collector Santhosh
Gadwal: Rajoli (Jogulamba Gadwal District), April 28: To address farmers' land-related issues within a stipulated timeframe, the Telangana state government has introduced a new legislation named the Bhoo Bharati Act – 2025, District Collector B.M. Santhosh announced today. Participating as the chief guest at an awareness conference on the Bhoo Bharati Act – 2025 organized at the Rythu Vedika in Rajoli mandal on Monday, the Collector explained the provisions of the newly introduced Act to the farmers. Speaking on the occasion, District Collector B.M. Santhosh stated that the Bhoo Bharati Act will offer a concrete solution to the land issues faced by farmers, urging every farmer to become well-informed about the new law. He emphasized that the Act had been designed to address and rectify the challenges posed by the earlier Dharani system by incorporating comprehensive measures. He further noted that after in-depth study and consultations with experts and officials, the government launched this new law on the occasion of Dr. B.R. Ambedkar's birth anniversary. The new Act will expedite services such as land transactions, registrations, mutations, regularization of assigned lands, resolution of issues arising from informal (Sada Bainama) agreements, border disputes, and inheritance changes, he explained. Highlighting the importance of transparency and quick grievance redressal, the Collector mentioned that a robust appeal mechanism is part of the Act, wherein farmers can first appeal to the RDO (Revenue Divisional Officer) and, if necessary, to the District Collector against orders issued by Tahsildars. One of the key innovations introduced under the Act is the Bhoodar Card, akin to the Aadhaar card, which will be issued to every landholder. He also informed that in case of land purchases, partition of property, or inheritance transfers, survey sketches prepared by authorized surveyors must be annexed, thereby minimizing future land disputes. Additionally, detailed land maps will be attached to Pattadar Passbooks to maintain clarity of ownership and boundaries. During inheritance proceedings (virasat), notices will be mandatorily issued to all concerned family members to avoid conflicts. Further, the Collector assured that farmers will now be able to rectify errors in their land records locally without the need for prolonged processes. Revenue conferences will be held in each village to address and resolve land-related issues on the ground. The Collector urged farmers to take full advantage of the Bhoo Bharati Act, which the government has introduced as a comprehensive and permanent solution to their land concerns. After his address, the Collector patiently answered various queries and cleared doubts raised by the farmers. The event witnessed participation from Additional Collector Lakshmi Narayana, Library Corporation Chairman Neeli Srinivasulu, Alampur Market Yard Chairman Dodappa, Rajoli Tahsildar Ram Mohan, Market Yard Vice-Chairman Kumar, MPDO Khaja Mohinuddin, Mandal Agriculture Officer Surekha, along with officials from various departments and a large number of farmers.

New Land Disputes Resolution System Introduced Through "Bhoo Bharati Act": District Collector B.M. Santosh
Gadwal: District Collector B.M. Santosh stated that the Telangana State Government has introduced a revolutionary new system under the "Bhoo Bharati Act-2025" to resolve land-related disputes at the district level itself. On Saturday, the Collector attended an awareness conference organized at Gattu Mandal regarding the "Bhoo Bharati Act-2025" as the chief guest. Speaking on the occasion, he elaborated on various aspects of the Act and provided a clear understanding of the law to farmers. Addressing the gathering, Collector B.M. Santosh emphasized that the Telangana government has introduced the Bhoo Bharati Act to resolve long-pending land disputes faced by farmers. He explained that the new law has been implemented in place of the earlier "Dharani" system to secure land rights. He further detailed that services such as land transactions, registration, mutation, rectification of prohibited lands, Record of Rights (RoR) amendments, inheritance issues, simple sale agreements (Sada Bainamas), and services like ORC (Online Record Corrections) will now become much easier and faster under the Bhoo Bharati Act. Just as individuals have Aadhaar cards for identity, land will now be assigned a unique "Bhoodhaar" number, ensuring protection against encroachments, the Collector informed. He also added that farmers can apply at MeeSeva centers for any land-related issues, and solutions would be provided within a specified timeframe. Unlike the previous Dharani system, where disputes had to be taken directly to civil courts without appeal provisions, the new Bhoo Bharati Act-2025 introduces a formal appellate structure. Farmers can now appeal from Tahsildar to RDO, RDO to Collector, and Collector to the Land Tribunal. The Collector assured that, under the new law, land disputes would be resolved within a fixed timeframe. Despite Gattu Mandal receiving the highest number of applications in the district, 90% of the cases have already been resolved, and efforts are underway to address the remaining cases promptly, he said. To further strengthen the system, the government will soon appoint Village Administrative Officers (VAOs) at the village level to resolve land disputes more effectively. Following these awareness programs, revenue officers will conduct village-wise revenue conferences to accept applications and resolve issues. Collector Santosh encouraged every farmer to learn about the new Bhoo Bharati Act and the updated Record of Rights (RoR) system, making the best use of this opportunity to safeguard their land rights. During the program, doubts and queries raised by several farmers were addressed and clarified. Additional Collector Lakshmi Narayana, Gattu Tahsildar Saleemuddin, MPDO Chennayya, officials from various departments, and a large number of farmers participated in the program.

Bhoo Bharati Act 2025: A Game-Changer for Resolving Land Disputes, Says Additional Collector
Gadwal: Additional District Collector Lakshmi Narayana emphasized that the newly introduced Bhoo Bharati Act - 2025, launched by the state government, is a significant step toward resolving long-standing land disputes and urged farmers to gain a complete understanding of its provisions. Speaking at an awareness seminar on Wednesday held at the Rythu Vedika in K.T. Doddi mandal, the Collector informed farmers about the key features and implementation process of the new law. He stated that the government had formulated the Bhoo Bharati Act with the sole aim of addressing land-related issues. The Act was designed by a team of experts and senior officials, taking into account the evolution of land administration and previous efforts such as land surveys, passbooks, and the R.O.R. Act. Lakshmi Narayana explained that the Bhoo Bharati Act aims to resolve various unresolved issues that were not addressed by the Dharani portal. The Act was formally launched by the Chief Minister on the occasion of Dr. B.R. Ambedkar Jayanti, incorporating the opinions and concerns of farmers to ensure their welfare. Highlighting a key difference, he noted that while the Dharani system had 33 modules—causing confusion among farmers—the Bhoo Bharati system simplifies the application process by limiting it to just 6 modules. This, he said, will help farmers apply easily according to their specific issues. A comprehensive appeals system has also been introduced, allowing farmers to escalate land disputes from the Tahsildar level to the CCLA (Chief Commissioner of Land Administration) level. The new law also provides provisions for correcting errors in land records. As part of the registration or mutation process, a mandatory land survey and preparation of maps will be required, allowing updates to land extent and ownership details. He also assured that pending Sada Bainamas (unregistered agreements of sale) would be resolved under this Act. Tahsildars are directed to investigate such applications within 30 days, after which automatic mutation will occur. Furthermore, like an Aadhaar card for individuals, each land parcel will be assigned a unique Bhoodhar number, which will help prevent encroachments. Lakshmi Narayana also mentioned that village-level awareness programs would be conducted to resolve local land issues quickly. Initially, the Bhoo Bharati Act will be piloted in four mandals across the state, followed by one mandal in each district. Necessary changes will be made based on feedback before the law is rolled out across the entire state. He called on all farmers to understand and make use of the Bhoo Bharati Act, as it would serve as an important tool in protecting land rights and ensuring justice in land-related matters. The program was attended by RDO Srinivasa Rao, Library Corporation Chairman Neeli Srinivasulu, Gadwal Market Yard Chairman Nalla Hanumanthu, K.T. Doddi Tahsildar Hari Krishna, along with several farmers and officials.
