Crime Branch team records statement of woman who was illegally detained by Peroorkada police

The Crime Branch on Tuesday commenced its probe in a case involving the illegal detention and alleged custodial harassment of a Dalit woman by the Peroorkada police following a false charge of stealing a gold necklace. A team led by Pathanamthitta District Crime Branch DySP K.A. Vidyadharan recorded the statement of the complainant, Bindu R., at her house in Nedumangad. Expressing hope that the truth would emerge through the ongoing investigation, she demanded the probe be extended to the house owner, Kowdiar native Omana Daniel, who had filed the theft complaint against her. Reiterated accusations In her statement, Ms. Bindu is learnt to have reiterated her accusations against suspended sub-inspector Prasad S.G. and grade assistant sub-inspector Prasannakumar of subjecting her to unlawful custody and mental harassment. She added that she was held in custody at the Peroorkada police station for over 20 hours. The Crime Branch will also collect statements from the house owner as well as the police officers who had investigated the case in its initial stages. CCTV footage from the Peroorkada police station will be thoroughly examined as part of the inquiry. Besides the suspension of the two officers, the Station House Officer was suspended after the issue had come to light. Mr. Vidyadharan has been entrusted with the probe based on a directive issued by the Kerala State Human Rights Commission. The panel had instructed the Kerala Police to hand over the investigation to a police officer of the rank of DySP or above from outside the Thiruvananthapuram district for an impartial probe. The team has been instructed to submit its report by July 7.

The State Police suspended another officer attached to the Peroorkada police station in connection with the illegal detention of Nedumangad native Bindu R., a Dalit woman and domestic worker, on a trumped-up charge of stealing a gold necklace from her employer's house. District Police Chief (Thiruvananthapuram City) Thomson Jose issued orders suspending grade assistant sub-inspector Prasannakumar for mistreating the woman at the police station. An inquiry conducted by the Assistant Commissioner of Police, Cantonment, found Prasannakumar guilty of dereliction of duty while being in charge of the General Diary entry on the particular day (April 23). The complainant had also accused him of harassing her and hurling abuses. She also alleged that the officer had asked her to drink water from the washroom when she asked for water. The disciplinary action comes two days after Peroorkada sub-inspector Prasad S.G. had been suspended, pending inquiry, in connection with the incident. Official sources indicated that the ongoing inquiry will continue, with possible action being adopted against more officials who were present at the station when the incident had occurred.

Kerala Police initiates inquiry into alleged custodial harassment of Dalit woman at Peroorkada police station

The Kerala Police have instituted an inquiry into the alleged custodial harassment of a Dalit woman at the Peroorkada police station after being falsely accused of theft. Bindu R., a domestic worker and mother of two children, was taken into custody on April 23 after a complaint was filed by her employer, alleging that she had stolen 2.5 sovereigns of gold. While she took up the job at the house in Ambalamukku on April 14, she worked only for three days until April 19 before discontinuing. She was purportedly called to the police station around 3.30 p.m. and 'detained' for nearly 20 hours. During her time at the station, Ms. Bindu alleges she was subjected to inhumane treatment, including being told to drink water from the washroom when she asked for water. She claims the officers coerced her into confessing to the theft by threatening to implicate her two minor daughters, and her husband in the case. Despite a search of her residence yielding nothing, she was booked under Section 306 (theft by a clerk or servant) of the Bharatiya Nyaya Sanhita (BNS). She also alleged that she spent the night at the police station and was denied food until the following afternoon. The accusations eventually unravelled when the complainant informed the police that the missing gold necklace had been found at their own residence. Ms. Bindu has since filed formal complaints with the Chief Minister, State Police Complaint Authority and the State SC/ST Commission. The Commission has initiated an inquiry and has instructed the Thiruvananthapuram City Police to submit a report in this regard. Seeks action against cop Leader of Opposition V.D. Satheesan called for strict legal action against the officers involved in the issue. He also criticised the perceived inaction of the Home department in redressing the complainant's grievance. He further alleged that the absence of accountability in the department and the political patronage of law enforcement enables such abuse of power. He said that the conduct of the police officers amounts to gross violation of human rights and the law.
