Dish weighs in on Verizon's FCC petition to extend phone locking, and I agree

Dish (Boost Mobile's parent) supports a single national unlocking standard, while seven state attorneys general say Verizon should decide its own policy. A change could reduce the number of unlocked devices in the resale market and affect all carriers, not just Verizon users. Verizon is one of the only major carriers that unlocks mobile phones after 60 days, which means it not only makes it easier to switch to another carrier but also leaves you the option of using your phone's eSIM to add a secondary service with another provider. To little surprise, it doesn't do this out of the goodness of its heart. In fact, it may soon extend this unlock period to whatever it sees fit. Back in May, the carrier petitioned the FCC asking for it to waive the 60-day unlocking requirements and let it set its own policies similar to other carriers. As is required, the FCC opened up the request for comments initially, though that window has since closed. Curious how other carriers feel about Verizon's request? As first reported by Chris Price via Reddit, it seems there was a wide range of responses. While T-Mobile and AT&T have kept quiet, Dish was the one national carrier that officially submitted a comment to the FCC. In short, the parent behind Boost Mobile said it isn't against replacing the current Verizon policy, but that there should be one national unlock policy that uniformly applies to all carriers with no exceptions. On the flipside, seven state attorney generals reportedly commented, saying Verizon should have the power to control how long your phone is kept locked. I have to say, I mostly agree with Dish. While I'd love to see Verizon keep its current policy, the current administration's FCC tends to vote in favor of big business, and so change is likely coming no matter what. Though the carrier didn't specify how long the new policy should be, the idea of it applying uniformly means that no carrier is unfairly disadvantaged here. For what it's worth, Dish currently has a one-year locking policy on most of its prepaid devices, and so it's throwing out an idea that could potentially negatively impact it as well. After all, it's very possible the new locked period could be sooner than its current policy. Wondering why Verizon had a 60-day policy enforced on it in the first place? Years ago, the FCC and Verizon came to the current 60-day unlocking policy agreement when Verizon acquired 700MHz spectrum in 2007, and the deal was reaffirmed during the acquisition of Tracfone in 2021. Why does the lock policy matter? Ryan Haines / Android Authority As much as I don't personally feel sorry for any major corporation if I'm truly honest, I can see why Verizon would feel that its 60-day unlock policy feels unfair in the current market. When it first agreed to these FCC stipulations, it was a player on the rise and a clear leader in the mobile space. These days, T-Mobile has taken some of its thunder, and so it probably feels it needs all the help it can get in retaining customers. I personally feel like an extended period of 3 to 6 months is perfectly reasonable. That said, the wording of this petition seems to have very little in the way of protections when it comes to how long Verizon would be able to lock its devices. While Verizon likely wouldn't risk locking its phones indefinitely, the carrier recently reported its second quarter 2025 results, and it has bled another 51,000 customers. These kinds of actions could certainly make it more likely to extend its policy for as long as it can get away with it without major backlash, as it would ensure customers stay for longer. Even if you're not on Verizon, this change could affect you as it could have major impacts on the unlocked market, possibly resulting in fewer unlocked options in the second-hand market and driving up prices for unlocked phones as demand rises for those who don't want a phone locked to just one carrier. This is especially true if there's no firm limit in place. Should the FCC change Verizon's unlocking policy? 0 votes Yes, but only if it's uniform across all carriers. NaN % Other (Tell us in comments) NaN % The FCC is set to vote on the issue on July 24, but in light of the flurry of comments it received, the FCC is reportedly giving folks a chance to respond to the latest comments around the petition. While the petition is typically aimed more at businesses and others, it's open to anyone. EchoStar reportedly considers a deal with a Verizon MVNO to keep Boost alive

Having Boost Mobile replace Sprint as the nation's fourth-largest carrier was done to prevent consumers from having to pay higher prices for wireless service. Without that fourth major firm offering service, the remaining three can hike their prices without having that fourth competitor come in with lower prices. This is why the FCC demanded that a replacement for Sprint be chosen before it agreed to allow T-Mobile to close on the $26 billion transaction. It was no secret that Dish Network co-founder and current EchoStar Chairman Charles Ergen had long wanted to own a carrier, and the FCC was giving him an opportunity to make his dream come true. So Dish bought Boost, but customers weren't exactly rushing through the front doors. Dish started with the 9.3 million customers it acquired from Boost Mobile. During the first quarter of 2022, for example, Dish reported a net loss of 363,000 customers, leaving it with 8.5 million subscribers. The carrier's firm rate rose to 5,11% from 4.44% year-over-year. Boost has been criticized for being a prepaid carrier pretending to be a postpaid carrier. | Image credit-Unknown On the last day of 2023, EchoStar acquired Dish Network, and things have continued to go south for Boost Mobile, still owned by Dish, which is now an EchoStar subsidiary. As for Q1 2025, Boost Mobile had 7.2 million customers remaining. That means it had lost 22.6% of its customers since opening its doors for business. This past Friday, a report said that Ergen might be looking to start a turnaround for Boost by combining it with MobileX. That's the business run by CEO Peter Adderton, who was one of the founders of Boost Mobile. The latter was successful and was subsequently sold to Nextel in 2003. At the time, Boost was adding 40,000 net new subscribers each month. Two years later, Sprint acquired Nextel which is how Sprint ended up with Boost Mobile before it sold to Dish Networks on July 1, 2020. FCC Commissioner Brandon Carr has been after EchoStar over two issues. One is whether the 5G build-out requirements that the FCC placed on Dish when it acquired Boost were being met by EchoStar, and the other issue is whether EchoStar is using the 2GHz airwaves that it has. It seems that SpaceX wants that spectrum for its satellite to cellphone service because it is superior to the airwaves that it is currently using. EchoStar avoided a bankruptcy filing by making a $500 million interest payment on Debt near the end of June. Could a combination of MobileX and EchoStar help the latter turn around? The former uses AI to determine how much data a subscriber might need and sells it on a pay-as-you-go basis in many Walmart stores. MobileX is an MVNO that uses Verizon's wireless network. Adderton, the MobileX CEO who helped found Boost has criticized the Boost Mobile purchase by Dish. Wave7 Research principal Jeff Moore told Fierce Wireless, "My largest criticism of Boost is the fact it's a prepaid carrier that is pretending to be a postpaid carrier." He believes that Boost needs to build a postpaid presence, seeing that most of its stores are in areas where they serve prepaid customers. Moore says that Boost needs to promote its postpaid service and build more postpaid stores. Their Boost Infinite Access for iPhone and Infinite Access for Galaxy plans cost $65 a month and give you a new iPhone or Galaxy each year. While $65 per month is the cost for the base iPhone and Galaxy phone each year, you can pay more to select one of the pricier models. The plan also comes with talk, text, and data (including 30GB of premium data), global talk and text, and more. And every year, you get a new iPhone or Galaxy handset. If I ran Boost (and you know where to reach me guys!), I would promote the hell out of the Infinite Access plans. Getting a new iPhone or Galaxy smartphone each year should be a powerful incentive for consumers to become Boost customers.

The Samsung Galaxy Z Fold 7 and Flip 7 are now official, and this year also brings a new family member: the Z Flip 7 FE. The new model is essentially a more affordable version of the Z Flip, priced $200 less than the regular Z Flip. Unfortunately for those in the US, getting this budget model might be a little trickier. While Samsung and third-party retailers will offer the unlocked Galaxy Z Flip FE, those who buy phones directly from their carrier will find limited options. As first spotted by SamMobile, all three major US carriers appear to be skipping out on the Z Flip FE. From Best Buy to Samsung, retailers are only offering the unlocked version of the Galaxy Z Flip 7 FE, despite offering carrier-specific options for the Fold 7 and Flip 7. Likewise, none of the big three carriers have any information about the Flip 7 FE on their official website. Of course, that doesn't mean no US carrier will offer the Z Flip FE. So far, both Boost Mobile and Xfinity Mobile are confirmed to be offering the handset for free with their postpaid plans as part of a new promo. While there's no official word from any prepaid carriers yet, it's possible that some of the better prepaid providers may eventually offer the phone at a discounted rate as well. As for why the Z Flip 7 FE isn't being offered directly by the big carriers? Although no official reason has been given, it's not uncommon for major carriers to skip certain phone variants if they feel the devices are too similar to existing options, too niche, or unlikely to sell well. That's very possibly the case here, but it's also possible that the carriers don't want to take attention away from the flagship models during the pre-order window and may have an interest in offering it sometime after its official launch on July 25.
