‘Extortion racket' in Tihar Jail: 9 officials suspended

The Delhi government on Wednesday told the Delhi High Court that it has suspended nine Tihar jail officials and initiated disciplinary proceedings against them over allegations of their involvement in running an extortion racket in connivance with jail inmates. The submission comes after the HC had sought details from the Delhi government's Home Department on the action it has taken following the court's earlier direction to conduct an inquiry into the administrative lapses. On Monday, the HC had also directed the CBI to lodge an FIR and investigate illegal and corrupt activities in the city's jails, involving authorities and inmates. This came after the CBI had submitted a preliminary inquiry report, after perusal of which the court had observed that it indicates 'the involvement of inmates and jail officials in various kinds of illegal and corrupt activities'. The government on Wednesday said it will file a report within two months, even as the court orally remarked, 'Please follow disciplinary rules strictly', referring to CCS Rules. The bench of Chief Justice D K Upadhyaya and Justice Tushar Rao Gedela granted eight weeks to the government to file its status report. In response to a petition alleging that inmates, with the help of jail authorities, were involved in irregularities and misconduct to 'exact illegal money', the High Court on May 2 directed the CBI to carry out a preliminary inquiry. It also asked the Home Department to conduct a separate investigation into administrative lapses. Last September, based on the allegations made in the petition, the HC had directed the Inspecting Judge of Tihar Jail to examine the evidence as well as the allegations in the petition and file his report. The court, upon perusal of the report by the Inspecting Judge — submitted in sealed cover — had recorded that 'very disturbing and startling facts have been revealed pointing not only to certain irregularities and illegalities in the functioning of Tihar Jail but also to issues touching upon even criminal activities going on there.' The report had also recorded how the official landline number in the jail was being 'misused by vested interests for promoting nefarious activities'.

CHENNAI: The Madras High Court has refused to order payment of gratuity to a Coast Guard officer citing Central Civil Services (Pension) Rules since he was prematurely released from service on his request before completing 20 years of service. A division bench of justices SS Sundar (since retired) and R Hemalatha passed the orders recently while allowing an appeal filed by the DG of Coast Guard against a single judge's order directing the authorities to pay gratuity to Captain RC Raju, who had completed only 16 years in service. The single judge had relied on the Payment of Gratuity Act, 1972 to order gratuity payment to Raju as the amount had been deducted from salary. But, the division bench differed and concluded that the Central Civil Services (Pension) Rules is applicable in case of this officer and not the Payment of Gratuity Act, 1972. The bench said the CCS Rules forfeits pension or gratuity once an officer is released before completing 20 years of qualifying service. Assam University suspends professor for 90 days over sexual harassment allegation

Silchar: The Assam University, Silchar (AUS) authorities on Wednesday suspended an assistant professor, who has been absconding since Sunday, following allegations of sexual harassment by three female students. Police have registered a case against assistant professor Ajit Kumar Jena under relevant sections of Bharatiya Nyay Sanghita (BNS) (Representational image) The students filed a police complaint against assistant professor Ajit Kumar Jena on May 4, alleging that he had sexually harassed them over an extended period. Police have registered a case against the professor under relevant sections of Bharatiya Nyay Sanghita (BNS). 'The accused professor has been absconding since last Sunday. His location was traced somewhere for a while. A team of Cachar police has gone out to that area to search,' he told HT on Thursday. University registrar Pradosh Kiran Nath sent an email to Jena on May 5, asking him to take a month's leave and cooperate with the investigation. However, Jena did not respond, Nath said. Consequently, Nath suspended him for 90 days on Wednesday. 'Jena was asked to proceed on leave immediately, and he was communicated by email. He was also informed that an FIR had been filed on the matter. Accordingly, he was asked to cooperate with the police administration and report to the police immediately. But he neither applied for leave, nor reported to police,' Nath said. Also Read:Assam University conducting offline exam again, students say 'save us' The suspension order issued on Wednesday read, 'Therefore, considering the non-compliance with the instructions of the University by Ajit Kumar Jena, the competent authority of the University, in exercise of the powers conferred by Rule 10(1) of CCS Rules, 1965 and Acts and Statutes of the University, hereby places him under suspension for a period of 90 (Ninety) days with immediate effect.' Also Read: Non-teaching staff of Assam University held for molesting minor The students called off their protest on Wednesday after the university's vice-chancellor, Rajiv Mohan Pant, met them, but said they still demand the professor's arrest. The investigating officer, Diganta Kalita, said that they are thoroughly investigating the matter and the professor was traced in Guwahati once, but after that he switched his mobile off. 'All the police stations in Guwahati and the surrounding area have been informed about this and our team is also searching. We are hopeful that he'll be arrested soon,' he said.
