‘Extortion racket' in Tihar Jail: 9 officials suspended

The Delhi government on Wednesday told the Delhi High Court that it has suspended nine Tihar jail officials and initiated disciplinary proceedings against them over allegations of their involvement in running an extortion racket in connivance with jail inmates.
The submission comes after the HC had sought details from the Delhi government's Home Department on the action it has taken following the court's earlier direction to conduct an inquiry into the administrative lapses.
On Monday, the HC had also directed the CBI to lodge an FIR and investigate illegal and corrupt activities in the city's jails, involving authorities and inmates. This came after the CBI had submitted a preliminary inquiry report, after perusal of which the court had observed that it indicates 'the involvement of inmates and jail officials in various kinds of illegal and corrupt activities'.
The government on Wednesday said it will file a report within two months, even as the court orally remarked, 'Please follow disciplinary rules strictly', referring to CCS Rules.
The bench of Chief Justice D K Upadhyaya and Justice Tushar Rao Gedela granted eight weeks to the government to file its status report.
In response to a petition alleging that inmates, with the help of jail authorities, were involved in irregularities and misconduct to 'exact illegal money', the High Court on May 2 directed the CBI to carry out a preliminary inquiry. It also asked the Home Department to conduct a separate investigation into administrative lapses.
Last September, based on the allegations made in the petition, the HC had directed the Inspecting Judge of Tihar Jail to examine the evidence as well as the allegations in the petition and file his report.
The court, upon perusal of the report by the Inspecting Judge — submitted in sealed cover — had recorded that 'very disturbing and startling facts have been revealed pointing not only to certain irregularities and illegalities in the functioning of Tihar Jail but also to issues touching upon even criminal activities going on there.'
The report had also recorded how the official landline number in the jail was being 'misused by vested interests for promoting nefarious activities'.

The Centre is ready to send additional National Disaster Response Force (NDRF) teams to Hyderabad and Telangana if necessary in view of the heavy rain forecast for the next couple of days, informed Union Minister of Coal and Mines G. Kishan Reddy on Wednesday. Mr. Kishan Reddy, also Secunderabad MP, has dialed Union Home Minister Amit Shah to inform him about the weather forecast and requested him to send extra NDRF teams. Mr. Shah is reported to have told him that already some NDRF teams have been put under the State government control and more will be sent depending upon the situation. The Minister urged citizens to move from low level areas likely to become flooded, avoid travel unless required, stay away from water bodies, power equipment and not to open manholes. With the heavy rains upstream, the Musi river has been receiving heavy inflows and this could have a cascading effect in certain districts and the twin cities too. Meanwhile, Telangana BJP president N. Ramchander Rao stated that the party cadre is ready to assist the government in providing help in the areas likely to be inundated due to the heavy rains forecast till the weekend by the MET department. The party cadre will be assisting the authorities concerned in helping people move from the potential flood zones, supplying food packets, drinking water, essential medicines and others, he said. Welcome CBI probe In a separate press release, the party chief has welcomed the Supreme Court's decision to transfer the probe of the daylight murder case of lawyer advocate couple Gattu Vaman Rao and his wife P.V. Nagamani in Peddapalli district in 2021 to the CBI and reiterated his demand to introduce an 'Advocate Protection Act'. The verdict is a clear indication of the growing public distrust in the State investigating agencies and the Apex Court's decision would strengthen public faith in the judicial system besides serving as a strong warning to those who indulge in such attacks on lawyers, he added.

The Central Bureau of Investigation (CBI) is set to accelerate its probe into irregularities in the 2010 additional private secretary (APS) recruitment after the Uttar Pradesh Public Service Commission (UPPSC) granted permission to investigate its officers allegedly involved in the case. The decision comes four-and-a-half years after the CBI first sought cooperation from the Commission. The state government had recommended a CBI probe on September 4, 2018. (Sourced) Notably, CBI director Praveen Sood wrote to the state chief secretary on May 26, warning that in the absence of concrete progress within 30 days, the agency might close investigations prematurely for lack of cooperation. The commission responded on June 25 by forwarding formal approval to the CBI. The commission had kept the approval confidential. The action emerged in a counter-affidavit filed in Allahabad high court on July 22, 2025, on behalf of several officers named in the probe. The affidavit records an office order dated June 25, 2025, that authorises an enquiry under section 17-A of the Prevention of Corruption Act, 1988, against three officials, including the petitioner. Deputy Secretary Vinod Kumar Singh filed the counter affidavit; it lists respondents as the commission chairman, the secretary acting as enquiry officer, the deputy secretary (establishment), and the controller of examinations. Advocate Sanjay Kumar Om confirmed the filing of the document in Civil Misc. Writ Petition No 1571 of 2025. Prashant Pandey, media in-charge of the Pratiyogi Chhatra Sangharsh Samiti, demanded a named case against the accused persons, followed by arrests to expose all those allegedly involved in the corruption. The state government had recommended a CBI probe on September 4, 2018, after preliminary inquiries uncovered strong evidence of irregularities. On December 30, 2020, the CBI sought permission from the appointment department to investigate the then controller of examinations, IAS officer Prabhunath, plus three commission officers under the Prevention of Corruption Act. The appointment department cleared action against the then controller. The commission withheld permission to probe its officers; consequently, the FIR filed by the CBI on August 4, 2021, named only the then controller of examinations. The CBI repeatedly requested permission from the commission to advance the probe while seeking government intervention. APS 2010 among UPPSC's most controversial recruitments The APS 2010 recruitment is among the commission's most contentious processes. Conducted for 250 posts, the exercise involved alleged rule changes in the Hindi stenographer examination that allowed some candidates to enter a third phase of testing. Computer certificates submitted for selected candidates included documents described as forged. Evaluation of Hindi stenographer answer sheets, along with the Hindi type test, reportedly lacked proper scrutiny; marks were altered in some instances to favour specific candidates. As a result, deserving candidates missed out on the merit list while ineligible persons gained selection.

AAP leader Saurabh Bharadwaj claimed the US District Court for Eastern New York had issued the summons in September 2024 related to alleged corruption involving Rs 2,200 crore, but it remained unserved due to government inaction. 'Remarkably, six months have passed, yet the summons have not reached Adani. The reason? India's Law and Justice Department, under the Central Government, has not served it. In cases like this, international treaties ensure that governments cooperate in delivering legal documents. But in Adani's case, the Indian Government has failed to act,' Saurabh Bharadwaj said.
