Upa Lokayukta takes suo motu action over neglect of ancient Srirama temple

BENGALURU: Taking suo motu cognisance of the dilapidated condition of the Srirama temple, a protected monument situated in Kudluru of Channapatna taluk in Bengaluru South district, Upa Lokayukta Justice K N Phaneendra registered a case against all the concerned authorities and sought an explanation for their inaction. Justice Phaneendra's action came after he took note of the sorry state of affairs of the temple after he visited it while he was on his way to check the rampant pollution and encroachment of lakes on July 7, along with Deputy Commissioner of Bengaluru South District Yashavanth V Gurukar, other officials. Justice Phaneendra noted that this is one among the famous temples constructed on the bank of the river Kanva between the fourth and fifth centuries ago by the Ganga empire, and it was declared a protected monument on May 5, 1987. The compound of the wall and retaining wall on the right side of the stone pillar outside the temple are nearly collapsing, the stone wall in in the sanctum sanctorum is slipping, it also developed cracks inside the walls of the temple- all of these could led to a big disaster, if not paid attention to immediately, Justice Phaneendra noted. The Assistant Executive Engineer (AEE) of the Archaeological Department, Tarakesh, who was present, told Upa Lokayukta that the compound wall collapsed due to erosion of the bund of the river, which was exploited severely for sand mining. When enquired, Mohan, Executive Engineer (EE), CNNL, informed the Upa Lokayukta that the construction of the retaining wall will be taken up by them if the proposal comes from the state government. However, this monument has been neglected by the Department of Archaeology, Museums and Heritage, CNNL, Revenue Department, which amounts to 'Maladministration' under Section 2(10) of the Karnataka Lokayukta Act, he said. Therefore, in order to take action against them as well as remedial measures to protect the monument, he registered a suo motu case against officials Tarakesh, Mohan, and Mohammed Zeeshan Ali Khan, who is the Tahsildar of Muzrai Department, Bengaluru South District.

1 2 3 Mysuru: Two truckloads of liquor bottles and plastic waste discarded at KRS backwaters were retrieved from the river during a special drive by Karnataka Rajya Raita Sangha (KRRS), Mysuru taluk, in association with organisations, including Rotary Club. Authorities are now contemplating imposing a fine of Rs 1,000 on those visitors polluting the area. A massive cleanliness drive was conducted at KRS backwaters on Saturday by KRRS. Over 150 volunteers participated in the five-hour long cleanliness campaign, during which large quantities of liquor bottles, plastic bottles, and plastic waste discarded by visitors were collected. In total, more than two truckloads of garbage were cleared from the site. KRRS Mysuru taluk president Ananduru Prabhakar said, "During the drive, we found the area littered predominantly with liquor bottles and plastic waste. Liquor is now strictly prohibited at KRS backwaters, and police will take stringent action, including a Rs 1,000 fine, against violators." Highlighting concerns, Prabhakar said that in the past six months, the location saw an increase in young visitors bringing alcohol, leading to frequent altercations. He urged the police department to post security personnel to monitor the area. Farmer leader Marankaiah, who also took part in the drive, emphasised that efforts are ongoing to transform the backwaters into a cleaner and more attractive destination. The KRRS team reaffirmed their commitment to maintaining the area and preventing further littering, aiming to develop the KRS backwaters into a clean and family-friendly spot for visitors.

Chief Minister Siddaramaiah has directed the authorities to construct a memorial to mark the historic occasion of the Krishnaraja Sagar filling to the brim in the month of June. Addressing a gathering at Brindavan Gardens after offering bagina to the KRS, Mr. Siddaramaiah said the KRS, which was constructed in 1932, had never reached its full reservoir level of 124.8 ft in the month of June. 'History has been created this year. The reservoir has reached its brim in June itself,' he said, adding that the data of reservoir levels was available since 1940. The construction of the reservoir, has a storage capacity of 49 tmcft of water, began in 1911 and completed in 1932. Since then, it has reached its maximum level for 76 years, he said. He instructed MLA for Srirangapatna Ramesh Bandisidde Gowda and officials of the Cauvery Neeravari Nigam Limited (CNNL) to take up work on the foundation stone for the construction of the memorial. The historic occasion should be marked because the KRS irrigates 1.85 lakh acres of land and serves drinking water to the people of Mysuru, Mandya, Bengaluru, and other places, he said. Recalling that the KRS did not reach the full reservoir level in 2023 when the Congress government came to power, Mr. Siddaramaiah said the Opposition 'superstitiously' began claiming that he, Deputy Chief Minister D.K. Shivakumar, and the Congress government had brought misfortune to the State. Pointing out that it was nature that controlled rainfall, Mr. Siddaramaiah described the Opposition leaders as 'foolish and superstitious'. Mr. Siddaramaiah issued directions to the Irrigation Consultative Committees of all the reservoirs in the State - KRS, Tungabhadra, Hemavathi, Kabini, Harangi, Upper Krishna Project, Narayanapura, etc. - to take a decision to release water to the canals. All the reservoirs in the State are full and hence, water should be released to irrigate the agricultural fields. The Chief Minister said the State government has allocated ₹3,000 crore to the CNNL for developmental works this year. Deputy Chief Minister D.K. Shivakumar, who holds the Water Resources portfolio, said more than ₹2,000 crore will be spent on irrigation in the Cauvery basin area, out of which ₹1,000 crore for Mandya district alone. A large number of canals and sub canals will be taken up for repairs and modernisation, he said. Agriculture Minister N. Cheluvarayaswamy said the custom of offering bagina at the KRS began during the tenure of former Chief Minister D. Devaraj Urs in 1979. After Urs, it was Mr. Siddaramaiah. Ramesh Bandisidde Gowda said the Chief Minister was in favour of holding the bagina at the earliest as the reservoir had reached its brim for the first time in its history. 'The programme was hastily organised in two to three days,' he said.

The Krishnaraja Sagar (KRS) across the river Cauvery has attained its maximum level of 124.8 feet ahead of the Kabini reservoir, which is relatively smaller in size with lesser storage capacity. However, sources said that this was more due to reservoir management as the outflow from Kabini in H.D. Kote was maintained at a higher level than the rate of inflow. While the gross storage capacity of the KRS is 49.45 thousand million cubic feet (tmc ft), the storage capacity of the Kabini is 19.52 tmc ft. The storage in Kabini on Sunday, June 29, was 16.39 tmc ft, which is almost 84% of the installed capacity, with the rate of inflow being 20,469 cusecs and outflow being 30,000 cusecs at 6 p.m. on Sunday. The water level of Kabini was hovering around 2,280 feet against its full level of 2,284 feet as on June 18 according to the Karnataka State Natural Disaster Monitoring Centre (KSNDMC). While the rate of inflow into the reservoir was 21,579 cusecs, the outflow was maintained at around 9,875 cusecs. Incidentally, the storage in Kabini on June 18 was 17.44 tmc ft; had the water been impounded for two more days, the reservoir would have attained its full level of 2,284 ft, making its storage reach 19.52 tmc ft by June 21 or June 22, assuming a rate of inflow of around 20,000 cusecs. However, the Cauvery Neeravari Nigam Ltd (CNNL) authorities preferred to release the water from the dam, and the outflow has been maintained at a higher rate than the rate of inflow since the last few days. Sources in the CNNL said the water level at Kabini dam tends to be maintained at less than the optimum level, and a buffer of 2 to 3 feet is preferred for safety purpose. The catchment area of river Kapila is in the upstream region, encompassing Wayanad in Kerala. Flashfloods or surge in inflow could lead to sudden discharge from Kabini, which could inundate the low lying regions in the downstream of the dam and create havoc, according to officials. As the KRS was also filling up fast, the authorities thought it would be prudent to release the water from Kabini instead of impounding it. A staggered release was preferable to sudden discharge, the sources added. And with the south west monsoon still active with more rains expected in July and August, there will be more inflow into the dam in the days ahead, the officials said.

BENGALURU: The Karnataka High Court on Friday directed the State Government and Cauvery Neeravari Nigam Ltd (CNNL) to inform whether any technical assessment was done on dam safety before approving the proposed Disneyland-type amusement park at a cost of Rs 2,663 crore near Krishnaraja Sagar (KRS) in Mandya district. Noting that an affidavit has to be submitted by the State Government, the HC also sought information from the government on the proposed construction of an open theatre to accommodate 20,000-25,000 people and civil works for a parking lot to witness the proposed Cauvery Aarti near KRS on the lines of Ganga Aarti. A division bench of acting Chief Justice V Kameswar Rao and Justice CM Joshi passed the order after hearing two PILs filed by K Boraiah and four other farmers from Srirangapatna taluk and also Sunanda Jayaram, a farmer leader from Gejjalagere of Mandya taluk. They have questioned the May 13 tender inviting proposals from private entities to develop the Disneyland-type project and to maintain it for 30 years. Meanwhile, Sunanda Jayaram challenged the principal approval given by the Water Resources Department on May 3 to CNNL to utilise Rs 92 crore for creating permanent infrastructure for Cauvery Aarti. The petitioners in both petitions contended that the HC had banned all types of mining and quarrying activities within a 20 km radius of the dam till the completion of a study by experts and the decision has to be taken by the Committee on Dam Safety but the safety of the dam has been ignored by the State Government by taking up both projects. Advocate General K Shashikiran Shetty assured the court that the dam's safety has been kept in mind while approving the projects. The court, however, directed the State Government and the Cauvery Neeravari Nigam Ltd to file an affidavit on the conduct of the technical assessment of works of the proposed projects. The State Government informed the High Court that the tender for the amusement park project is yet to be completed and the tender for installing the Cauvery statue is completed and the work order has to be issued. Further hearing is on July 23.
