PM inaugurates Kartavya Bhavan-3 under Central Vista project

New Delhi, Aug 6 (UNI) Prime Minister Narendra Modi today inaugurated Kartavya Bhavan-3, one of the Central Secretariat buildings under the Central Vista redevelopment project here, and inspected the various facilities incorporated in the environment-friendly state-of-the-art seven-storeyed building. As part of the Central Vista Project, it is the first among several 'Common Central Secretariat' buildings aimed at streamlining administrative processes and enabling agile governance. The target is to have all 10 ready within the next two years. Kartavya Bhavan-3 situated near Kartvaya Path road erstwhile known as Rajpath marks a significant milestone in the government's commitment to modern, efficient, and citizen-centric governance, reflecting the Prime Minister's vision. Union Minister for Housing and Urban Affairs, Manohar Lal besides senior officials, was also present on the occasion. By bringing ministries together under one roof and adopting state-of-the-art infrastructure, the Common Central Secretariat aims to enhance inter-ministerial coordination and ensure a more accountable administrative ecosystem, said an official statement here. Currently, several key ministries operate from ageing buildings such as Shastri Bhavan, Krishi Bhavan, Udyog Bhavan, and Nirman Bhavan, constructed between the 1950s and 1970s, which have become structurally outdated and inefficient. It is expected that the new buildings will reduce maintenance costs, improve productivity, and offer better facilities for government employees. Kartavya Bhawan-3 spans approximately 1.5 lakh sq mt will house offices of the Ministry of Home Affairs, Ministry of External Affairs, Ministry of Rural Development, Ministry of MSME, Department of Personnel and Training, Ministry of Petroleum and Natural Gas, and the Office of the Principal Scientific Adviser (PSA). It has various sustainability features including a wastewater treatment and reuse system designed to meet a significant portion of the building's water requirements. The building is designed to consume 30 per cent less energy. Special glass windows help maintain cooling and reduce external noise. Energy-efficient LED lighting, sensors to switch off lights when not required, smart lifts for power saving, and an advanced energy management system contribute to overall energy conservation, as per the statement. The rooftop solar panels of Kartavya Bhavan-3 are expected to generate over 5.34 lakh units of electricity annually. Known as CCS-3, this is the first step in a larger plan to bring all central government ministries into one place. Right now, most ministries are scattered across old, colonial-era buildings in Lutyens' Delhi. The idea is to fix that and bring everyone together under one roof to make things more efficient. Here's a look at what the new building brings to the table. Key features of Kartavya Bhavan Kartavya Bhavan-3, the soon-to-be-inaugurated building under the Central Secretariat Complex (CCS), is a massive seven-storey structure with two basements, sprawling across nearly 1.5 lakh square metres. It's been built to bring together ministries that were earlier scattered across buildings like Shastri Bhawan, Udyog Bhawan, Nirman Bhawan, Krishi Bhawan, Vayu Bhawan, and more. For instance, Vanijya Bhawan will still be home to the commerce ministry, and the Jawaharlal Nehru Bhawan will continue to host the external affairs ministry. Other heritage buildings like the National Museum and Ambedkar Auditorium will also be retained, as per The Print. Built to be greener & smarter According to The Print, the structure includes several eco-friendly features: double-glazed windows and a façade to improve insulation, reduce external noise, and prevent condensation. The building uses energy-efficient LED lighting, a smart air-conditioning system, and both occupancy and daylight sensors, all of which are expected to reduce energy consumption by 30 per cent. STORY CONTINUES BELOW THIS AD Solar power is another key feature. A rooftop solar panel system with a capacity of 366 kWp is expected to generate over 5.34 lakh units of electricity annually. It will treat and reuse 1.1 million litres of wastewater per day, covering 60 per cent of the building's daily requirement. Rainwater harvesting systems have been installed to provide drinking water. STORY CONTINUES BELOW THIS AD From dual plumbing systems and drip irrigation to low-flow taps and sensor-based urinals, every drop of water will be put to smart use. The building also features drinking water fountains designed for efficiency. Waste isn't wasted either. An in-house system will handle 1,000 kg of organic waste daily, converting it into manure. Biometric entry, open office spaces The CCS will feature a modern access system. Entry into Kartavya Bhavan will be managed through smart ID cards, used not just for identification but also to control access for both officials and visitors. All employees have been asked to fill out an online form, submit photographs, and complete biometric authentication through the Ministry of Home Affairs. 'This is a new smart card system and is proposed to be in place. The Aadhar Enabled Biometric Attendance System (AEBAS) is installed inside the office buildings. This new smart card, which will replace the identity card, will be used to authenticate Government officers' entry inside the buildings, thereby is better for security purposes,' said Dev Gupta, president of the Central Secretariat Service Forum, in a statement to The Hindustan Times. PTI Security will be tight, with CCTV cameras on every floor, power fencing on boundary walls, and an integrated command and control centre that will oversee all movement within the Central Vista area. The new secretariat is well-equipped for official meetings and coordination. There are 24 large conference rooms, each with a 45-person capacity, along with 26 smaller rooms for 25 participants, and 67 compact meeting spaces designed for teams of nine. It also has features open office spaces, which are typical in corporate offices. However, several senior officers have voiced concerns about these shared spaces, saying they could compromise privacy and confidentiality. Some have requested private chambers to ensure secure conversations and paperwork. New Delhi: LED lighting with sensors, solar power plants, wastewater treatment, rainwater harvesting, solid waste management including composting, and electric vehicle charging points - sustainability is at the heart of Kartavya Bhavan, the first completed Common Central Secretariat building (CCS-3). Union Minister of Housing and Urban Affairs Manohar Lal Khattar announced the eco-friendly features of Kartavya Bhavan at a press conference ahead of its inauguration by Prime Minister Narendra Modi on August 6. Aiming for a GRIHA 4-star rating, this six-story building complex covers 1.5 lakh square meters. It will redefine sustainable governance by housing key ministries like Home Affairs and External Affairs in one location. Kartavya Bhavan is a key part of the Central Vista Project, launched in 2019 to modernise Lutyens' Delhi. By consolidating important ministries in one place, it streamlines operations, encourages teamwork, and eliminates the problems associated with scattered, outdated offices. North and South Blocks will become a national museum, and other old buildings will make way for new CCS structures. This vision reflects a modern, sustainable India. Energy Efficiency At Its Core Kartavya Bhavan features double-glazed windows and LED lighting with sensors for occupancy and daylight. It is expected to achieve 30 per cent energy savings. An Integrated Building Management System helps optimise energy use. Additionally, lifts with regenerative drives recover energy during braking. Over-deck insulation and air-insulated stone cladding limit heat gain. A smart air-conditioning system includes variable frequency drives, heat recovery, and carbon dioxide-based fresh air intake to create a healthy and efficient workspace. Basement ventilation is only activated when carbon monoxide (CO) levels exceed safe limits, reducing energy waste. Powering The Future With Renewable Energy Kartavya Bhavan is a significant solar energy producer. Its 366 KWp rooftop photovoltaic system is expected to generate over 5.34 lakh units of electricity annually. There is also an additional 200 KW of solar capacity planned for the security building's rooftop. Solar water heaters can provide over 26 per cent of the daily hot water needs, reducing dependence on traditional energy sources. Water Conservation: Zero Discharge, Maximum Reuse Kartavya Bhavan will function as a zero-discharge facility, treating and reusing 1.1 million liters of wastewater per day, which can cover 60 per cent of its total demand. Rainwater harvesting systems capture water for drinking. Dual plumbing, drip irrigation for landscaping, low-flow taps, sensor-based urinals, and efficient drinking water fountains ensure that every drop is used wisely. Waste To Wealth Solid waste management enhances Kartavya Bhavan's environmental profile. An in-house system is capable of collecting, sorting, and transforming 1,000 kg of organic waste into manure daily. This recycling will keep landfills from filling up. Eco-Friendly Mobility Kartavya Bhavan has 324 efficient puzzle parking slots, a parking guidance system, and 120 electric vehicle charging points that can service 650 vehicles a day. As Kartavya Bhavan becomes part of the revamped Kartavya Path, alongside the new Parliament and the Vice President's enclave, it symbolises India's commitment to progress and sustainability. With CCS-1, 2, and 3 now complete and more buildings planned for 2026, the future of governance looks green, efficient, and undeniably promising.

Metro to India Gate, T1, and Kalindi Kunj: Delhi to get 3 new metro corridors worth Rs 11,150 Cr; cabinet nod likely soon NEW DELHI: The Centre has prioritised the construction of three new metro rail corridors - R K Ashram to Indraprastha, Aerocity to Terminal-1 and Tughlakabad to Kalindi Kunj - in Delhi, entailing an investment of around Rs 11,150 crore and having a cumulative length of a little over 16 km. These links were recently evaluated by the National Planning Group (NPG) under the PM GatiShakti framework for planning of infrastructure projects and are likely to be placed before the Cabinet soon for approval. Details of the plans presented before the NPG show that R K Ashram to Indraprastha will be the longest among the three corridors and it will be an underground route with nine stations - at Indraprastha, Bharat Mandapam, Baroda House, India Gate (adjacent to C-Hexagon), the newly built Common Central Secretariat (CCS) buildings along the Kartavya Path, Central Secretariat, Yuge Yugeen Bharat Museum (near Rakabganj Gurdwara), Shivaji Stadium and R K Ashram Marg. "So, this will be a complete loop connecting the Green Line (Indralok-Indraprastha link) with the Blue Line, and the Janakpuri West-R K Ashram Marg corridor. This will also help reduce footfall at Rajiv Chowk," said a source. The proposed station at India Gate will offer visitors a safe and convenient transport alternative, and reduce reliance on private vehicles, officials said. At present, the nearest metro connectivity is the Central Secretariat metro station and people either need to walk or take auto-rickshaws to reach India Gate. The corridor will also provide faster connectivity to the proposed 10 big central govt office buildings along the Kartavya Path. Two stations on this line at the CCS buildings and the Central Secretariat will ensure govt employees reach office quickly and without any hassle. Earlier, there was a proposal to have an automated people mover system (APMS) to link all the CCS buildings to basements, but it was abandoned as such a transportation system would have been used only by the govt employees. Officials said the extension of the metro line from Aerocity to Terminal-1 (2.3 km) will be completely underground and it will have only one station at Terminal-1. This will provide direct airport connectivity to people living in areas such as Tughlakabad, Khanpur, Saket, Mehrauli and Vasant Kunj. This will enhance airport access and regional transit, especially for commuters from Faridabad via the Tughlakabad interchange. The Tughlakabad-Kalindi Kunj link (4 km) will have three stations and it will be an elevated corridor. It will pass through Ali Village, Ali Vihar, and Madanpur Khadar. The new link will facilitate interchange at Kalindi Kunj with the existing Magenta Line, linking the Violet and Magenta corridors.

Remove Ads The Centre has increased central deputation allowance for certain categories of officers, according to a Department of Personnel and Training (DoPT) revised rates of Central Secretariat (Deputation on Tenure) Allowance (CDTA) are admissible to the officers of all India services and organised Group A central services on their appointment as Under Secretary, Deputy Secretary and Director in the central secretariat under the Central Staffing Scheme, the order issued on Wednesday present, during their tenure as Under Secretary, Deputy Secretary, or Director, the officers are paid CDTA at the rate of 10 per cent of their basic pay, subject to a ceiling of Rs 9,000."In consideration of references received from various ministries/departments and after due consultation with Department of Expenditure, it has been decided that the ceiling will further rise by 25 per cent each time Dearness Allowance increases by 50 per cent," the DoPT said.
