HYDERABAD: Union Minister of State for Finance Pankaj Chaudhary on Monday informed Lok Sabha that the off-Budget borrowings of the Telangana government reduced considerably since the time Congress was voted to power in the state. During the Question Hour, the minister said that the off-budget borrowings declared by the state were Rs 35,258 crore in 2021-22, Rs 9,597 crore in 2022-23, Rs 2,546 crore in 2023-24 and Rs 2,697 crore in 2024-25. Meanwhile, responding to a query raised by Congress MP Chamala Kiran Kumar Reddy, Pankaj Chaudhary said that the REC Limited has already granted a time extension for the completion of works until December, 2024 at the request of Kaleshwaram Irrigation Project Corporation (KIPCL). The rebate on interest rate may be considered upon the completion/closure of the project, the REC informed the state government. However, any change in loan amortisation schedule would result in the downgrade of KIPCL's account classification (from standard to Sub-standard) in the books of PFC/REC Ltd in accordance with the guidelines issued by the Reserve Bank of India, the Union Minister said.

1 2 Chandigarh: Chandigarh International Airport has emerged as the top performer in the Airport Service Quality (ASQ) rankings among all Airports Authority of India (AAI)-operated airports across the country. It secured a perfect score of 5 on a 5-point scale and ranked 36th in the world. The rankings, compiled by the Airports Council International (ACI) for 2024, were revealed in a written reply in the Lok Sabha by Union minister of state for civil aviation Murlidhar Mohol, in response to a question raised by MP Chamala Kiran Kumar Reddy. The Chandigarh airport's stellar score reflects its excellence in passenger satisfaction, service delivery, and operational standards. It was the only AAI-managed airport to achieve the maximum ASQ score of 5.00, outperforming major airports like Chennai (4.91), Goa (4.92), and Kolkata (4.88). The average ASQ rating for AAI airports was 4.81. Despite being managed by the Chandigarh International Airport Limited (CHIAL) — a joint venture in which AAI is the majority stakeholder — the airport matched the quality levels seen at top privately operated airports managed under public-private partnership (PPP) models, which averaged a score of 4.96. In the PPP category, Delhi, Mumbai, and Hyderabad airports also secured a perfect 5 ASQ score and were placed jointly at the top of the global rankings. Chandigarh's 36th global ranking put it ahead of larger airports like Bangalore (53rd), Jaipur (51st), Goa-Mopa (60th), and Ahmedabad (52nd), reinforcing its reputation as a high-performing regional hub. The ministry of civil aviation noted that as per the National Civil Aviation Policy, 2016, AAI-run airports handling over 1.5 million passengers annually are required to maintain an ASQ score of at least 4.5, while PPP airports must meet quality benchmarks as per their contractual obligations. Previous Awards Won by the Airport Earlier, Shaheed Bhagat Singh International Airport (IXC) was adjudged the 'best airport' (2-5 million passengers category) in the Asia-Pacific region for 2024 by Airports Council International - Airport Service Quality (ACI-ASQ). This was the sixth time the airport won the prestigious award, which includes a total of 95 airports globally. The airport got a 5/5 rating in 'overall satisfaction' and experience. The airport also won the 'best hygiene measures by region' award in 2021-22 and 2020-21, and the best environment and ambience by size awards in 2019-20 and 2018-19. It received India's Best Airport Award under the 25 million passenger categories at the Wings India awards for excellence in the aviation sector by the ministry of civil aviation and Ficci. The Swachhata Award for the year 2019 was won for being the second cleanest and safest airport of AAI. It ranked 1st for the 'clean & safe airport' award out of 22 AAI airports conducted by the quality council inspection team. It won the First in India Swachhta Award presented by AAI for the year 2018-19. Chandigarh International Airport Limited (CHIAL) is the only company out of ten companies under the ministry of civil aviation (MoCA) graded with an excellent rating in compliance with guidelines on corporate governance, acknowledged by the department of public enterprises (DPE) from 2018 to 2022 in succession.

Bhuvanagiri MP Chamala Kiran Kumar Reddy has appealed to the Lok Sabha Speaker and Union Railway Minister to expedite the implementation of India's first Outer Regional Ring Railway Line (ORRRL) project in Hyderabad. Raising the matter under Section 377 in Parliament, the MP stressed on the national and strategic importance of the project, highlighting its alignment with the Prime Minister's vision of Vikshit Bharat-2047. The ambitious railway corridor, estimated at a cost of ₹12,000 crore, is designed to encircle the Hyderabad Metropolitan Region, covering eight districts and 14 mandals across Telangana. The line will run parallel to the proposed Regional Ring Road (RRR) and is expected to include 6 rail-over-rail (ROR) bridges. 'This project will act as a catalyst for economic growth, urbanisation, and industrial expansion,' he said, adding that the railway ring will help unlock new growth corridors, catalyse urbanisation of nearly 60% of the state, and enable job creation on a large scale.

Centre urged to sanction funds for Hyderabad Metro Rail Phase-II

Bhongir MP Chamala Kiran Kumar Reddy raised the issue of Hyderabad Metro Rail phase-II in Lok Sabha, under rule 377, and demanded sanction for the project, citing how smaller cities than Hyderabad could get second phase of metro rail, while Hyderabad is being ignored. He mentioned that the Government of India (Gol) sanctioned metro rail projects as Joint Venture (JV) projects, and they are under construction in more than 20 cities, and most of these cities are much smaller than Hyderabad. These cities include Agra, Bhopal, Bhubaneswar, Indore, Kanpur, Kochi, Lucknow, Meerut, Nagpur, Patna, Pune, Surat, Trivandrum among others. He said, in 2010, Hyderabad Metro was the second largest network, next to New Delhi, but is presently in the 9th place due to negligence of the previous BRS government. Citing this, he requested the Minister of Housing and Urban Affairs to consider and sanction the second phase. The Phase I of the Hyderabad Metro Rail, covering 3 corridors (69 km) was constructed by the Congress government with ₹22,000 crore. The Telangana government submitted the Hyderabad Metro Rail phase-ll expansion proposal covering five corridors (76.4 km) as a JV project of the Government of India and the Telangana government at an estimated cost of ₹24,269 crore, Mr. Reddy said.

Centre okays Rs 100 crore to extend MMTS from Ghatkesar to Yadagirigutta

HYDERABAD: The Union Ministry of Railways has allocated Rs 100 crore in the current financial year for the long-pending Ghatkesar-Yadagirigutta section under the Multi-Modal Transport System (MMTS) railway line project, following a representation made by Bhuvanagiri MP Chamala Kiran Kumar Reddy during zero hour in the Lok Sabha earlier this year. The Ministry of Railways has taken up the project on its behalf, in the event of non-deposit of the state government's share of funds. In a letter addressed to the MP on Wednesday, Minister of State for Railways Ravneet Singh recalled the issue raised on April 3, 2025, and clarified that the proposed 33-km third railway line between Ghatkesar and Yadadri was originally sanctioned in 2016 under the MMTS on a cost-sharing basis with the state government. However, the project could not move forward due to the non-deposit of the state's share of funds. The estimated cost of the project remains Rs 412 crore. The latest budgetary provision of Rs 100 crore marks a significant step towards reviving the long-delayed infrastructure project, aimed at improving connectivity to the temple town of Yadagirigutta. In a statement, MP Kiran Kumar Reddy thanked Ashwini Vaishnaw for sanctioning the funds.
